FINANCIAL STATEMENT:
Santina and_Thqmpson is not requesting a rate adjustment at this
time. The rate schedule currently in use was approved in 1995.
Santina and Thompson provides not-to-exceed proposals for work
on specific projects. Services that are not project-specific such as
Public Works Inspection and survey monument checking are
performed according to the approved' rate schedule or by
negotiation. The cost of work for private development projects is
paid by the developers; the cost of work on Capital Improvement
Projects is budgeted with the specific project.
DESCRIPTION: The City has contracted with Santina and Thompson for Engineering
Services since 1983. The current agreement was executed in 1992 and has.been e~,g~e4.~y amendment
every two years since that time. The.last rate incr_eg~.~3~s approved in 1995.
Currently, Santina and Thompson is providing Public Works Inspection services, to cover the workload
generated by new development and Capital Improvement Projects, as well as subdivision monu~e~n.t~ ..................................
checking, survey staking for the Iron Horse Trail project, and work on the Eastern Dublin Art~ri3J~tr~s~ .................
impact fee study. The cost of work for private development projects is paid by the developers; the cost of
work on Capital Improvement Projects is budgeted with the specific project.
The work provided to date by Santina & Thompson has been satisfactory, professional, and competitive,
and Staff recommends that the City Council approve the amendm~r!t_..t~.!b_e agreement.

CONSULTING ENGINEERING SERVICES AGREEMENT

1. ~TERM 0~' ~G'~EEMERtl.'' The term of-the, agreement shall be for one
year, beginning on July 1, 1992, and ending 'on` jU~- 30, 1993. This agreement
shall supersede all previous: agreements[ that Consultant has or has had with
Ci~-y. Ci~-y may te~inate =he semites of Consultant by providing 30 days
~inten notice. In =he even= of such he.ina=ion, Consultann shall be
corena=ed for-such semites up to the point of recitation. Compensation
i<. for.w~r~ in pro~ess shall be prorated as =o the percentage of progress

EXHIBIT B
Consu!tanu shall be compensated for work as follows:
A. The following work shall be c~r~ed 'at"7 ' ~ef6&nt of the rates sho%~n in
Exhibit B- 1.
1. "General Engineering Work" Jnich. is performed in or from the
Dublin. City Office by Consultant's employees than are assigned to
the City on a long-term basis. ~Long ~erm basis" employees are
defined as employees assigned au a minimum of ~wo (2) eight-hour
days per week for a minimum of a 60-day period. "General
Engineerimg Work" is defined as work not chargeable to private
developments and shall--include staze and federally funded CIP
work.
~ne City shall not pay Consultant for time spent commuting from
the Consultant's office to the City's office for long-=erm'-basis
employees.
Examples of work meeting the above requirements and proposed to be
oerformed at 75 percent of the rates shown in Exhibit B-1 are as
follows:
a) Attendance at Commission and City Council meetings.
b) General Engineering Work performed from City offices.
c) Capital Improvement Work performed from City offices.
d) Sezx~ices performed from City offices which are re!aced to
the review, issuance, and inspection of permits which are
based on an established fee and the applicant is not charged
the actual cost.
B. ~ne following work shall be charged az the razes shown in Exhibit B-l:
!. Capital improvement design work performed from Consultant's office
and billed on a time and Eaterial basis. Priorto proceeding with
the work, a maximum estimated budget shall be agreed to and shall
not be exceeded without approval of the City Manager.
2. General Engineering Work performed from the Consultant's offices.
3. 'Plan checking and other activities which are paid for by a private
developer and are based on an established fee. ~nis work may be
done at =he Cit-y's offices or from the Consultant's offices.
