FINANCIA~"STATEMENT:
The 1998 allocation of grant funds is $15,649, subject to a 10%
($1,565) match.
DESCRIPTION: The United States Department of Justice, through the Bureau of
Justice Assistance, administers the Local Law Enforcement Block Grants Program. This program
allocates funds to each local jurisdiction based upon the number of Part I crimes reported in that
jurisdiction during the preceding three years. The purpose of the program is to provide funding to
encourage communities to establish or expand activities that reduce crime and improve public safety. The
funds may be used for a variety of activities, including: additional personnel, equipment purchases, or any
expenditure that acts to increase cooperation between community residents and law enforcement
personnel. During Fiscal Year 1998-99, the City qualified for Block Grant funding in the amount of
$15,649. These funds have not yet been expended.
GRANT REQUIREMENT FOR ADVISORY BOARD:
Per the. requirements of the grant program, the City's Block Grant Advisory Board must meet and prepare
a recommendation regarding the expenditure of the grant funds. Prior to any expenditure, the
Committee's recommendation must be considered by the City Council at a public hearing. The City then
has up to two years to actually expend the funds.
Per Block Grant requirements, the Advisory Board includes representatives of groups with a recognized
interest in criminal justice, crime prevention, and substance abuse prevention and treatment. To achieve
this requirement, the City's Advisoiry Board consists of the following members:

RESOLUTION NO - 99
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVAL OF APPROPRIATION OF 1998 BLOCK GRANT FUNDS
WHEREAS, the City Council authorized Staff to apply for the Federal Local Law Enforcemem
Block Grant Program; and
WHEREAS, the United States Department of Justice, thrOugh the Bureau of Justice Assistance,
awarded a 1998 grant in the mount of $15,649 to the City of Dublin; and
WHEREAS, Dublin Police Services, in accordance with the Block G~ant application instructions,
convened an adVisory B°~d i6 ~evieWthe apPli~ti°n and ~hake nOn-binding recommendations for the use
of the funds; and
WHEREAS, the Advisory Board's recommendation unanimously recommended that 100% of the
proceeds from the Law Enforcement Block Grant be used to partially offset the salary of the bicycle
officer; and ' ' '
WHEREAS, the City Council held a public hearing on June 15, 1999; and

expenditure of the Block Grant funds; and

reports, recommendations, and testimony hereinabove set forth.
NOW, THEREFORE, BE IT RESOLVED that the Biock Grant funds are hereby appropriated to
fund a portion of the Salary of the Dublin Police Services bicycle officer..
PASSED, APPROVED AND ADOPTED this 15t~ day of June, 1999.

LAW ENFORC~EMENT BL0dK GRANT ADVISORY BOARD
The meeting convened April 14, 1999 at 2:00 PM. Mr. Smith, a local business owner and
member of the Merchant's Alert was unable to attend.
The Grant application process was discussed and I informed the board members that a
grant provided by the U.S. Department of Justice, Local Law Enforcement Block Grants
Program, had awarded the City of Dublin $15,649.
I advised the Board that the grant provides funds that may be used for a variety of
aetivitids ranging from additional equipment, Crime Prevention Programs, and increasing
personnel. - .....
I further told the Boa;rd-that the City of Dublin currently has a grant for about $61,000,
for the Citizen's Option for Public Safety Program.' The monies are-partly funding an
additional "Deputy Sheriff' position.

I told the Board that Dublin Police Services was proposing that the two grant amounts be
combined to pay for the majority of the additional Deputy Sheriffposition. The City of
Dublin would pay the residual amount.
RECOMMENDATION:
After discussing the different options, the Broad unanimously voted to support Dublin
Police Services request that the -grand funding be applied toward off setting the cost of
the additional Deputy Sheriffposition.
The Board did not present any altemative proposals.
