HomeMy WebLinkAboutItem 4.09 I-580/680ApprvAgrmnt CITY CLERK File # AGENDA STATEMENT CITY COUNCIL MEETING DATE: August 13, 1996 SUBJECT: Approval of Freeway Agreement with the State of California for the I-580/I-680 Interchange Modifications Report Prepared by: Lee Thompson, Public Works Director EXHIBITS ATTACHED: 1) 2) Resolution Approving Freeway Agreement Freeway Agreement (including exhibit map) RECOMMENDATION: F~ Approve the Resolution approving a Freeway Agreement between the State of California and the City of Dublin and authorize Mayor to execute the Freeway Agreement FINANCIAL STATEMENT: This Agreement, by itself, does not obligate any expenditures of City funds. 1-580/I-680 interchange improvements (Project) will be funded by Measure B funds. Matching local contribution will ultimately be funded by the Eastern Dublin and Downtown Traffic Impact Fees, the payment schedule of which must be approved by the City Council at a later date. DESCRIPTION: The Project proposes to replace the existing single-lane southbound 1-680 to eastbound 1-580 loop connection with a two-lane direct connection (flyoVer) to alleviate current and projected traffic congestion and improve operation and safety within the 1-580/1-680 Interchange. In addition, local connections to and from 1-680 will be constructed within the City of Dublin. These local connections are on and offramps ;to Amador Plaza Road and an on ramp from Village Parkway to northbound 1-680 (see area map). Attached is the standard form State Freeway Agreement. This agreemen~ amends the original Freeway Agreement between the State and the CounB, dated October 30, 1964. This Freeway Agreement is required because there are new freeway accesses to Dublin as part of this project and is necessary before Caltrans can proceed on the project. The agreement will allow Caltrans to attach ramps to the City streets, as indicated on the attached diagram. The CiD' is also agreeing to allow Caltrans to acquire right-of-way and make improvements to Dublin's City streets as necessary to complete the project. A portion of the 1-580/I-680 project is within the City of Pleasanton city limits. Pleasanton is scheduling approval of their agreement for August 20, 1996. Caltrans has scheduled approval of the Agreements at the September 19, 1996 California Transportation Commission (CTC) meeting. A Negative Declaration, conforming to CEQA, was approved by Caltrans on July 16, 1996, and a Finding Of No Significant Impact (FONSI), conforming to NEPA, was approved by the Federal Highway Authority (FHWA) on July 23, 1996. Staff had some initial questions and concerns regarding the wording in the agreement. Caltrans has since addressed these concerns. Section 2 states, "City agrees and consents to the closing of City Streets .... " however, there will be no permanent closures of any City streets. The Draft Exhibit does not indicate any permanent street closures. A second question dealt with the traffic signal maintenance at the new ramp/Amador Plaza Road intersection. Caltrans requires that they maintain the traffic signal at the off- ramp to ensure that traffic will not back up into the freeway interchange. Prior to the installation of traffic signals at the on/off ramps the City will need to enter into a maintenance agreement with Caltrans to reimburse Caltrans for our share of the traffic signal maintenance. Staff recommends that the City Council approve the Resolution Approving a Freeway Agreement between the State o£ California and City of Dublin, and authorize the Mayor to si=on the Agreement on behalf of the City. Page 2 RESOLUTION NO. - 96 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING MODIFICATION TO THE FREEWAY AGREEMENTS BETWEEN THE STATE OF CALIFORNIA AND THE CITY OF DUBLIN DATED OCTOBER 30, 1964, RELATING TO THAT PORTION OF STATE HIGHWAY ROUTE 680 (FORMALLY KNOWN AS ROUTE 107) BETWEEN THE SOUTH CITY LIMITS AND THE CONTRA COSTA COUNTY LINE WHEREAS, the State of California and the County of Alameda have entered into a Freeway A~oreement dated October 30, 1964, relating to that portion of State Highway Route 680 (formally 'known as~Route 107) between the South City Limits and the Contra Costa County line; and X~q-IEREAS, the City of Dublin has subsequently annexed certain areas including portions of such freeway covered by said Freeway Agreement dated October 30, 1964, with the County of Alameda; and V,q-IEREAS, studies show that it is necessary, to construct a direct connector ramp and local access ramps to reduce traffic congestion for existing conditions and planned future growth; and V~q-IEREAS, the cost of construction of said connector and ramps shall be borne by the Alameda County Transportation Authority.; and 2q-IEREAS, the plan map marked E ~xhibit A of the Freeway Agreement has been prepared by the Department of Transportation showing said construction of the connector and ramps as it affects streets of the City; and WHEREAS, the State of California, through its Department of Transportation, requests that the City (by resolution) approve said connector and ramps construction, make changes affecting City streets as shown on the map marked Exhibit A of the Freeway Agreement; and V~q-IEREAS, said condition and revisions as shown on the plan map marked E 'xtfibit A of the Freeway Agreement have been reviewed and approved by the Director of Public Works of the City of Dublin, NOW. THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby approves the modification to the Freeway Agreement dated October .~0, 1964, to revise the freeway plan as sho'aan on the map marked Exhibit A of the Freeway Agreement to construct connector and access ramps between the South City Limits and the Contra Costa Count5' Line. BE IT FURTHER RESOLVED that the City of Dublin agrees and consents to accept control and maintenance over each of the relocated or reconstructed CiD' streets and the frontage roads, and other State constructed local roads upon receipt of v,¢itten notice to the CilT from the State that the work thereon has been completed. BE IT ALSO FURTHER RESOLVED that the City Council does hereby approve the "Freeway Agreement" for the above street connections and authorizes the Mayor of the City of Dublin to execute said Agreement on behalf of the City of Dublin. CITY will accept control and m~ntenance over each of the relocated or reconstructed CITY streets, and the frontage roads, and other STATE constructed local' roads on receipt of writ-ten notice to CITY from STATE that the work thereon has been completed, except for any portion which is adopted by STATE as part of the freeway proper. CITY will accept tide to the portions of such roads lying outside the freeway limits upon relinquishment by STATE. 7. This _%~reement may be modified at any time by the mutual consent of the parties hereto, as may become necessary for the best accomplishment, through STATE and CITY cooperation, of the whole freeway project for the benefit of the people of the STATE and of the CITY.
