Foss, City Manager SUBJECT: Approval of Metropolitan Transportation Commission Grant Funding for Bicycle and Pedestrian Improvements in the Downtown Area Prepared by Obaid Khan, Senior Civil Engineer (Traffic/Transportation) EXECUTIVE SUMMARY: Staff is requesting that the City Council approve the use of Transportation Development (TDA) Article 3 grant funding to improve bicycle and pedestrian access along Dublin Boulevard in the Downtown area. The grant monies will enhance bicycle detection at signalized intersections, and improve pedestrian access along sidewalks and at intersections. FINANCIAL IMPACT: The total allocation request for bicycle and pedestrian improvements is $148,311. The requested TDA Article 3 grant monies will fully cover any future project costs and there will be no impact to the General Fund. RECOMMENDATION: Resolution Staff recommends that the City Council adopt a Approving Request to the Metropolitan Transportation Commission for the Allocation of Fiscal Year 2014/15 TDA Article 3 Pedestrian/Bicycle Project Funding. Submitted By Reviewed By Public Works Director Assistant City Manager DESCRIPTION: The Mills-Alquist-Deddeh Act (SB 325) was enacted by the California Legislature to improve existing public transportation services and encourage regional transportation coordination. Known as the Transportation Development Act (TDA) of 1971, this law provides funding to be allocated to transit and non-transit related purposes that comply with regional transportation plans. The TDA funds a wide variety of transportation programs, including planning and program activities, pedestrian and bicycle facilities, community transit services, public transportation, and bus and rail projects. ITEM NO. 4.8 Page 1 of 2 TDA Article 3 funds are apportioned on the basis of the population of a local jurisdiction. The funding distribution involves a three-step process: (1) apportionment, (2) allocation, and (3) payment. Annually, the MTC determine nine county share of the anticipated TDA funding. This share is the nine county apportionment. Once funds are apportioned, they are available only for allocation to local jurisdictions. Allocation is the discretionary action by the MTC, which designates funds for a specific City/unincorporated county area for bicycle and pedestrian improvements. Payment is authorized by allocation instructions issued by the MTC, which may call for payment in a lump sum, in installments, or as funds become available. The recommended action in this report will allocate already apportioned funding for the City of Dublin. Public Works has received requests from bicyclists to improve bicycle detection at signalized intersections along Dublin Boulevard. The key concern is bicyclists who may not be able to complete a left-turn during the left-turn green time due to the slower travel speed. Staff considered increasing the left-turn green time but found that this could lead to significant delays for other traffic movements, especially during peak periods. Staff has determined that installation of special bicycle detection equipment for left-turn lanes could distinguish a bicycle separate from other vehicles. Once a bicyclist is detected, the detection system would enable the signal controller to provide additional left-turn green time for the bicyclist to complete the maneuver safely. It is recommended that some of the grant funding be used to improve pedestrian access at intersections by installing additional traffic striping, markings and signing for better pedestrian visibility and safety. Lastly, it is recommended that a small amount of funding be used to improve pedestrian access along sidewalks by reducing conflicts with signs, utility boxes, newspaper racks, etc. NOTICING REQUIREMENTS/PUBLIC OUTREACH: On April 10, 2014, staff discussed these improvements with the Alameda Countywide Bicycle and Pedestrian Advisory Committee (BPAC). Staff received support to use TDA funds for such improvements. The review of the TDA Article 3 projects by the BPAC is required as per the TDA Article 3 grant requirements. ATTACHMENTS: 1.
