FINANCIAL STATEMENT: None
DESCRIPTION: Following the November 7, 2000 City election, Staff was directed to
advertise openings on the various Commissions/Committees.
Planninl~ Commission
Eight applications were received in response to 4 openings. Three openings exist for 4 year terms as a
result of term expiration and one opening is as a result of Tony Oravetz's election to the City. Council.

Parks & Community Services Commission
Nine completed applications were received in response to two openings.
Mayor Houston recommends the appointment of Suzanne Flores and Betsy Zajac to 4 year terms expiring
in December of 2004.
Heritage & Cultural Arts Commission
Two completed applications were received in response to 3 openings. In addition, if the City COuncil
confirms Mayor Houston's appointment ofBetsy Zajac to the Parks & Community Services Commission,
this will create an additional opening with a 2 year term.
Mayor Houston recommends the appointment of Judy Lussie and Mary Beth Aeuffto 4 year terms
expiring in December of 2004, and also recommends the reappointment of Angela Muetterties to a 4 year
term expiring in December of 2004, and the appointment of Richard Guarienti to a 2 year term expiring in
December of 2002.
It should be pointed out that both Angela Muetterties and Richard Guarienti applied for the Parks &
Community Services Commission.

Mayor Houston recommends the appointment of Paul Silvas, Mary Lou Bielke and Jackie Morrow to 4
year terms expiring in December of 2004.
Recommendation

1. Why are you interested in serving on the Planning Commission?
Dublin is in a period of high growth and requires diligent attention. The responsibility of the
Planning Commissioner is to provide citizen oversight to these processes, to ensure that
proposed development complies with greater good of the City, and to provide
recommendations to the City Council. -I am confident that I can use my skills to contribute to
this process and advance Dublin's planned growth. Finally, I want to continue the work that I
began previously as a Planning Commissioner before I was forced to resign due to extensive
travel. I no longer am required to travel extensively and I can now once again fulfill my
obligations as a Planning Commissioner.
2. What is your knowledge of and experience in Planning and Zoning?
I have worked in and around the construction and zoning for my entire career. I am familiar
with right-of- way law, contract law, State requirements, County development plans, and
Dublin's General Plan. Finally, as a former Dublin Planning Commissioner, I have attended
training that informed me of the specific requirements of this position.
3. How do you feel about the growth that has occurred in recent years in Dublin?
Growth in Dublin is inevitable. How we manage the growth is important to the welfare of all
that live and work here. Dublin has attractive and yet challenging geographic qualities and
features. We have the west hills, we have a military facility and we have new growth
panning out across the easterly properties. We have done a good job of blending all of these
together to attain their highest value while maintaining a sense of community and concern for
the environment.
4. What shouM the City's position be regarding growth?
We have to accept the fact that we are in an area of great expansion. Therefore, totally
eliminating growth is not a reasonable alternative. We need to use this inevitable growth to
enhance and upgrade the entire City in a cohesive manner. Specifically, growth in the east
should compliment the existing community. To this end, our position should primarily be to
listen to our citizens and to act in their best interests. We need to assure the citizens of
Dublin that the Planning Commission is a forum for their ideas.
5. What type(s) of housing do we need?
Housing densities will continue to increase and the Planning Commission has a responsibility
to make sure that they comply with the general plan while allowing the creation reasonable
housing costs. To that end we will need a mix of all types of housing ranging from upscale to
affordable multiunit. This diversity in housing will allow Dublin to attract residents from all
income levels, thus preserving a viable workforce and balanced community interests ranging
from young families to senior citizens.
6. What do you think are the major concerns of Dublin residents regarding future planning?
Development of the West hills area remains a major concern. We need to have a better
understanding of what is expected here. We need to do a better job of getting the General
Plan information updated and publicized.
The existing downtown business district needs to be invigorated. Yes, the businesses
there are presently doing well, but this is not sustainable. The development of the West
end BART station is a stellar opportunity for us to encourage business to improve this
portion of the community so that it doesn't fall into disrepair and get bypassed by the
growth to the east.
7. What, if anything, should be done to enhance Downtown business districts?
We arranged a task force that has looked into this problem so I propose that we take their
findings directly to the property owners affected. We need to understand their long-range
plans and we must establish and set a timetable for whatever improvements are finally agreed
to with them. We need to understand that it is ineffective for one owner to make
improvements to his property when the one next to it remains outdated.
The City is the best forum for this communication and we need to ensure that we fully enlist
the properties owner's support, as well as listen to their ideas. Task force efforts should be
continued because there are no simple answers, and issues will continue to surface as changes
are made.
8. What considerations should the City be concerned with in future developments in Dublin?

Developers today pay many fees including traffic impact fees, infrastructure improvements,
and school building costs. I think that these revenue streams are sufficient to support the
functions intended but they should be monitored for consistency with other communities.
However, we should continually work through staff to monitor these fees and to compare
them to development projects in other cities. Additionally, we should seek opportunities for
corporate contributions that may benefit our schools, libraries or other public entities.
How do you feel about making a decision for the overall good of the community, but
unpopular with some neighbors?
An unpopular decision will eventually be accepted provided it benefits the community as a
whole. Therefore, I am comfortable with making decisions based on rational information, as
opposed to its popularity.
10. What is the most important contribution you can make as a member of the Planning
Commission?
I bring a great deal of experience to the Commission. I have worked with the Planning Staff
and members of the community and I am confident that I can fairly represent the interests of
community at large.
More specifically, I want to cultivate more communications between City and the businesses
that exist today in Dublin. I recognize that we can talk about a revitalized "downtown" area
but it will never happen without something more than a reactive approval process that can
only deny applications when they don't fit the desired tone. We need a plan that includes the
tone and the timeline for implementation so all parties are working together rather than in
piece-meal fashion.
Finally, technology has become an important component of the planning process. I want to
use my experience to advance Dublin to become a technological leader in City planning.
Properly applied planning methods will increase our resident's opportunity to telecommute as
well as attract technologically advanced businesses.

1o Why are you interested in serving on the Planning Commission?
I have a deep interest in city planning issues and I would like to use my experience and
education for the betterment of my community.
2. What is your knowledge of and experience in Planning and Zoning?
I have been actively involved in tri-valley planning issues for the last 14 years including:
1999 Public participant in City Of Dublin hearings on Western Dublin initiative
1998-2000 Tri Valley Vision Leadership Group
1993-99 Biodervisity Working Group(Sponsored by state and local agencies)
including East Valley Task Force 1997-1999
1995-96 ABAG Tri-Valley Sub-regional Planning Committee
1995 Successfully completed the AICP (American Institute of Certified Planners)
exam (currently inactive)
1993-94 UC Davis, Certificate - Land Use & Environmental Planning
Course emphasis on Conflict Resolution and CEQA compliance
I have regularly provided comments both written and oral on Dublin planning issues since 1986.
3. How do you feel about the growth that has occurred in recent years in Dublin
My primary concern has been a lack of innovation in what has been built to date. I believe
Dublin should try to develop an identity of its own with its urban architecture. Further, I am
concerned about the lack of affordable housing in the city.
4. What should the City's position be regarding growth?
Dublin should be looking for a long term sustainable growth pattern. By this I mean a steady
rate of growth that allows infrastructure to keep pace and balances commercial development
with residential and quality of life.
5. What type(s) of housing do we need?
Dublin needs a full range of housing. We need to pay particular attention to providing housing
that is affordable to local teachers, city employees; and public safety personnel.
6. What do you think are the major concerns of Dublin residents regarding future planning?
Traffic has become a major concern and a topic of discussion when people gather. It will also
be important to keep all parts of the linked by improving Downtown. Residents have also
expressed their preference for open space in the western hills. Requests to find funds(public
& private) for permanent protection by easement or outright purchase will be brought to the city
by residents and property owners.

7. What if anything, should be done to enhance the Downtown business district?
The business districts need to be more pedestrian and transit friendly. Downtown needs to
a destination of its own. We should also be considering how best to reuse sites that have
become or soon will be obsolete.
8o What considerations should the City be concerned with in future developments in Dublin?
We need to balance large job producers with providing housing in line with the salaries those
jobs offer. Efforts need to made insure that BART station(s) and Camp Parks are fully
integrated in the city. City staff and the Planning Commission should actively encourage
outreach to the community as early in the panning process as possible. Dublin should consider
a complete overhaul of the General Plan which incorporates the current Specific plans and
provides more specific guidance to developers and residents.
9. How do you feel about making a decision for the overall good of the community, but
unpopular with some neighbors?
Planning Commissioners are appointed to represent the best interests of all Dublin residents.
However, planning departments, commissioners, and designers are not infallible and good
suggestions for improving development have been provided by critics. I believe that a stronger
effort to provide the public with information on planning issues including:the:use of the city web
site will improve the tenor of discussion at meetings.
10. What is the most important contribution you can make as a member of the Planning
Commission?
My most important contribution to the Planning Commission will be careful reasoned
deliberation and a willingness to listen and consider the needs of all parties.

Planning Commission Application Addendum
As a resident of the City of Dublin for over ten years, and a real estate development
professional, I am extremely interested in the growth and development that is taking
place in the City. As a Planning Commissioner I have enjoyed participating in
helping to determine the future course of development for Dublin's future. I feel that
as both my experience and education real estate development and urban planning
brings allot of experience and expertise to the Planning Commission. I have both a
Bachelors of Science and a Masters Degree form the California State Polytechnic
University at Pomona and San Jose State University respectively. In addition, I have
24 years of real estate development experience developing both commercial/industrial
and residential developments. This experience and education in real estate has given
me insight to those proposals that have come before me at the Commission and aided
my fellow Commissioners through thoughtful discussion and questions posed to the
developers of those proposals that have come before us.
I have a thorough knowledge of and in depth experience in planning and Zoning. I
have both a Bachelors of Science and a Masters Degree form the California State
Polytechnic University at Pomona and San Jose State University respectively. In
addition, I have 24 years of real estate development experience developing both
commercial/industrial and residential developments. I have worked as an urban
planner for two cities, worked for two civil engineering firms and for one
commercial/industrial and five residential developers (Pulte Homes, Signature
Properties, Braddock & Logan, Suncal and The Olson Company).
I'm very proud of the development that has taken place in Dublin in recent years and
very pleased that it has turned out well for the City. I'm very pleased and proud that
our City won a Gold Nugget planning award for the best master planned community
in the western United States. I feel that Dublin is headed in the fight direction with its
plans for the community and the implementation of those plans for the City.
The City should be responsive to the residents of the City of Dublin in guiding
Dublin's future growth and development. But at the same time the City needs to its
own needs in determining its future. The challenge is doing what is right and in the
City's interest in the face of public support or opposition to new development.
The City currently has a good mix of housing types and product mix as it exists in the
City and as it's proposed in the eastem Dublin Specific Plan. However, there is a real
need for both worker housing for teachers, firemen and other professionals in the City
as they are becoming increasingly priced out of the housing market as home prices
escalate. There is also a real need for senior housing to accommodate our aging
population.
In discussing Dublin' s future with friends and people that I have met in town there is
real concern over development in the west Dublin hills, traffic congestion and
revitalization of the old downtown area of town. Ther seems to be less concern over
the development that is taking place in east Dublin but that may soon change as more
people move into the east Dublin area.
I feel the addition of the new BART station to the downtown, along with our recent
approvals by the Planning Commission of the Downtown Specific Plans will help to
enhance the revitalization of the downtown business district.

developments in the City including but not limited to:

I have on many occasions as a member of the Planning Commission had to make the
difficult choice between deciding what the residents in a neighborhood might want
versus what's in the City's best interest to do. I have always decided to choose
what's in the City's best interest over neighborhood interests.

my education and experience as an urban planner and real estate development

Havinq served for one year as the first Chair of the Heritage & Cultural Arts Commission, I feel like

Community Development Advisory Council.

I have a BA and MA in art education from the University of Illinois. I was an adjunct faculty member
in art education at Idaho State University, I tau.clht iunior high and hi.qh school art and art history. I am
currently the Department Head of Technical Information at Lawrence Livermore National kaboratorv,
mana.qin.q 200 employees, includina artists, writers, and librarians, as well as output technicians for
publication, presentation, and display.

St. Patrick's Day Festival, Pasta Festival, . visits to the Herita.qe Center, etc. When the Heritaqe
Center chan.qed its hours, I helped with the children's activities.

Since workinc~ on the Herita.qe & Cultural Arts Commission, I have found that the Center was in
need of stora.qe space - we recommended the purchase of a stora.qe building; and that more visitors
were needed - we recommended special exhibits and a chan.cle in the hours.
7. What knowledge do you have of the programs sponsored by the Dublin Fine Arts
Foundation?
Lynn Baer has done a lot of work with art and school children, instituted art in the park projects, and
most recently, will sponsor "Dublin Collects" exhibits in the City Building Lobby. The foundation has
made .qreat efforts to provide art around the City Center.
8. Ho~v do you feel about making a decision for the overall good of the community that may be
unpopular with neighbors and Organizations?
One of the reasons I felt that the Arts Assessment was important was so that we could take the
pulse of the community before amounts of money would be expended. As we suspected, Dublin
residents felt that art was important, but they were not ready for extreme avant .qarde productions of
public art. Also, for most of the public art proiects, I personally recommend community participation
at some staqe of the art development and installation.
9. What is the most important contribution you feel you can make as a member of the Heritage
& Cultural Arts Commission?

exchan.qing cultural exhibits, and working collaboratively with universities, local museums, and
business and industry.

Why are you interested in serving on the Senior Center Advisory
Committee?
I have lived in Dublin for 27 years and welcome the opportunity to help and serve the senior
community.
What knowledge do you have of the programs and services offered for
eider adults at the Dublin Senior Center?
I have participated in many of the services and programs offered the Dublin Senior Center.
Have you or a family member taken advantage of the programs and
services offered at the Dublin Senior Center?
Yes, I frequently take advantages of the programs offered at the Dublin Senior Center. I
regularly participated in the nutrition program, Fitness for Fifty classes, craft workshops, and
trips.

Are there additional programs needed for eider adults in our
community? Please describe.
With the understanding that there is a need for more meeting rooms, I see a need to expand
current programs. For example, different levels of fitness programs, and computer classes.
What do you feel are some of the most pressing issues facing eider
adults in our society?
Some of the most pressing issues facing eider adults include health care, and adequate and
affordable housing for moderate to low income seniors.
How do you feel about making a decision for the overall good of the
community but unpopular with neighbors or organizations?
I would have no problems making decisions for the good of the community whether popular or
unpopular. I have volunteered at senior centers on many projects and not afraid to speak up.
What is the most important contribution you can make as a member'of
the Senior Center Advisory Committee?
As a retired elementary school teacher with 3 5 years of experience, I have been fortunate to have
the opportunity to travel extensively and teach oversees. Through my experience working both
in the United States, and abroad, I feel that I am accepting of the cultural diversity of our
community and sensitive to the needs of our senior population.
