SB 343
Senate Bill 343 mandates supplemental materials that have been
received by the City Clerk's office that relate to an agenda item after
the agenda packets have been distributed to the City Council be
available to the public.
The attached documents were received in the City Clerk's office after
distribution of the May 20, 2014 City Council meeting agenda packet.

Dan Cunningham Hinds to review planned development for the Wallis Ranch area of Dublin,northwest of

In our meeting,we reviewed the proposed developments and discussed potential General
Greg Tomlinson Plan Amendments that Trumark Homes has submitted to the City for consideration. The

proposed changes alter the product to be built and hence change student generation rates.
They do not,however,increase the number of anticipated students that will be generated.
The change in product shows a reduction from 935 units in the approved land plan of
2007 to 806 units in the proposed land plan. The change in product shows a reduction of
about 41 students generated by these homes, from 403 to 363 (K-12). The District's
demographer shows a student generation rate that is similar to these numbers which were
generated by Trumark Homes.
The District has formed a Boundary Committee that is working on setting boundaries for
all of the schools in the east of our community. Schools involved in this process will
include Amador,Dougherty,Green, Kolb,and E-5 (yet to be named)elementary. At this
point,the school where the elementary students from Wallis Ranch will attend has not
been set. The middle school for these students will likely be Fallon and Dublin High
School will be the high school. We anticipate a recommendation coming to the Board
this coming August. Thereafter the decision on boundaries will be communicated to all
developments in the east of the community,well ahead of when the first product from
Wallis Ranch will be completed.
Amador Elementary School is under construction and will open in the fall of 2015. This
will alleviate some of the overcrowding that we are experiencing in the east for a short
time. While the students generated from the Wallis Ranch development will not likely
be attending Amador School,the additional capacity in the east and the change in
boundaries will accommodate this development. We see no adverse effect from the
development nor the change in product as suggested by Mr. Davenport.
We anticipate that the increase in developments primarily in the east and the students
generated from them will again tax the capacity of our schools there within two or three
years of the opening of Amador. If the growth continues at the current pace,we anticipate the need for a
school in the Jordan Ranch area shortly thereafter. Key here will be the district's ability to build a
school. This is problematic as currently there are no state bond dollars available and the district,
through developer fees alone will not have sufficient funds to build the next school. We are hopeful that
a measure for a new state bond measure will be before the voters of California very soon.
The District remains supportive of growth throughout the community and is committed to serving
students from wherever they are generated. Ongoing communication regarding these and any other
potential General Plan Amendments is important. We greatly appreciate the City's efforts to keep us
informed as well as the ongoing partnership between the City and the School District.
