Authorize City Manager to initiate Strategic Planning
Consultant selection process.
Appoint two (2) members of the City Council and the City
Manager to serve on an Ad-Hoc Consultant Selection
Committee.
FINANCIAL STATEMENT:
Funding has not been included in the Fiscal Year 2003-2004 Budget
for these services. An additional budget authorization would be
required by the City Council if a consultant is selected.
DESCRIPTION: The City's Goals & Objectives Program has historically provided the
City Council with an annual means of identifying high priority programs and projects to be undertaken by
the City Staff. In an effort to further strengthen the City's Goals & Objectives process, Staffis
recommending that the City Council conduct a strategic planning workshop as a first step in the
development of the Fiscal Year 2004-2005 Goals & Objectives Program. A Strategic Plan will assist the
City Council in establishing the City's mission, vision and operating philosophy. It will also provide the
City Council with the opportunity to identify significant challenges the City will face in the furore and
develop long-term goal and strategies, and short-term goals and objectives to address those issues.
Staff anticipates that the workshop would involve the City Council and Senior Staff. Once this plan is
developed, Staff anticipates that the Goals and Objectives Program could then be developed as it has in
past years, but within the framework of the new Strategic Plan. Staff believes that the services of a
professional consultant who has a background in developing strategic plans and facilitating workshops
would be helpful in this endeavor. Staff estimates that the cost of these services will not exceed $15,000.
Recommendation:
Staff recommends that the City Council authorize the City Manager to initiate the Strategic Planning
Consultant selection process.
Staff would also recommend that the City Council appoint two members of the City Council and the City
Manager to an ad-hoc committee to select a consultant. Once the interview process is completed, a
recommended consultant, scope of services and budget change would be presented to the City Council for
its consideration in December 2003.
