A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING RESOLUTION NO. 96-84
TO ALLOW WAIVER OF FEES AND CHARGES FOR SPECIFIED ACTIVITIES
SPONSORED BY DUBLIN BASED NON-PROFIT GROUPS & ORGANIZATIONS
WHEREAS, the City Council has duly adopted Resolution
NO. 96-84 Adopting Fees, Charges and Bond Amendments for Certain
Municipal Services; and
WHEREAS, the City Council has adopted a policy of
waiving specific fees on a case by case basis; and
WHEREAS, the City Council is desirous of amending
Resolution No. 96-84 to allow for specific fees to be waived
throug~ an administrative procedure.
NOW, THEREFORE, BE IT RESOLVED that Resolution No.'96-84
shall be amended to allow for the waiver of fees related to the
following: Administrative Conditional Use Permits, Parade Permits
and One Day Alcoholic Beverage Permits.
BE IT FURTHER RESOLVED that the waiver of fees shall be
conducted in accordance with City of Dublin Policy for Waiver of
Fees (Exhibit A). Said exhibit is attached hereto and shall be
considered a part of this Resolution.

FEE WAIVER POLICY
The intent of this policy is to establish an administrative
procedure for the waiver of specific fees for activities
sponsored by non-profit Dublin based organizations. The waiver
of any fee or charge not specifically addressed in this policy
shall require City Council action.
1. Applicable Fees and Charges
The following three (3) fees and charges shall be subject to
the procedures outlined in this policy:
Police Services Fees and Charges
a. Parade Permit
b. One Day Alcoholic Beverage Control Permit
Planning Department Fees
a. Administrative Conditional Use Permit
2. Waiver Eligibility
Only events and activities sponsored by a Dublin based
,bonafide church, school, neighborhood group or Dublin based non-
profit, non-restrictive civic or service organization shall be
allowed to file for a waiver of fees. Any application submitted
which does not meet these requirements shall be grounds for
denial of the waiver. The event shall not conflict with the
interest of the City or the general public health~ safety and/or
welfare.
3. Processing of Waiver
A. The applicant must submit to the City Manager in
writing, a request for the waiver of fees. The information
shall be submitted on a form designated by the City Manager
and must be signed by an authorized representative of the
organization requesting the waiver.
B. The City Manager shall act within five business days to
either approve or deny the request for the waiver. The
applicant shall be notified in writing of the decision. The
City Manager shall reserve the right to direct the request
to the City Council for their review and decision at their
next regular City Council meeting.
4. Appeal of Denial
If the waiver is denied, the group may request an appeal to
the City Council. It shall be the responsibility of the
applicant to provide sufficient time between the date of the
event and when an appeal may be heard at a regular City Council
meeting. The action of the City Council shall be final and
binding.
