HomeMy WebLinkAbout8.2 TaskFrceFalonSprtPk AGENDA STATEMENT CITY COUNCIL MEETING DATE: CITY CLERK File # 600-30 & 110-30 November '18, 2003 SUBJECT: Fallon Sports Park Master Plan Consultant Services and Formation of a Task Force Report by: Herma Lichtenstein, Parks & Facilities Development Manager EXHIBITS ATTACHED: 1) 2) Request for Proposals Task Force Application RECOMMENDATION: 1) Approve RFP for Fallon Sports Park Master Plan and authorize Staff to advertise for consultants Approve formation of Fallon Sports Park Task Force and authorize Staff to advertise for openings FINANCIAL STATEMENT: $104,200 has been included in the 2002-2007 Capital Improvement Program for consultant services DESCRIPTION: One of the park projects included in the 2002-07 Capital Improvement Program and scheduled for Fiscal Year 2003-2004 is the development of a master plan for the 60+ Fallon Sports Park which is located on Fallon Road between the Central Parkway and Gleason Drive. In order to proceed with development of the master plan, Staff has prepared a Request for Proposals (attached) seeking the services of a consultant to work with Staff to develop the ultimate uses for this park. As part of the planning of the park Staff is recommending the formation of a Community Task Force similar to one established for the Emerald Glen Park Master Plan process. The purpose of the Task Force is "to provide input and direction on the development of a comprehensive master plan for the 60 __+acre Fallon Sports Park". The Task Force will be charged with the following tasks: · To identify the recreational needs of the residents who reside in the proximity of the park. · To identify the recreational needs of the overall Dublin community who will be served by the park. · To identify the recreational and sports facilities that should be included in the park. · To identify logical phases for development of the park and determine the park and recreational amenities that should be included in each phase. · To insure that the park is designed in accordance with the standards contained in the Parks and Recreation Master Plan. Staff recommends that' the Fallon Sports Park Task Force be open to all members of the community; as was done for the Emerald Glen Park Task Force. In an effort to seek balanced representation from all facets of the community, Staff would recommend that interested community members apply for the Task COPIES TO: ITEM NO. In order to solicit participation in the Task Force, Staff will place a display advertisement in the local newspaper and send notices of the Task Force openings to the following: 1) Dublin Unified School District; 2) Dublin San Ramon Services District; 3) Dublin Chamber' of Commerce; 4) Eastern Dublin property owners and new homeowners; 5) youth and adult sports groups; 6) service clubs; and 7) local non-profit groups. In addition, Staff would recommend that a member from the Parks and Community Services Commission Heritage and Cultural Arts Commission, Youth Advisory Committee and the Senior Center Advisory Committee serve on the Task Force. (The bylaws and rules of procedure for both of these bodies provide that the Chairperson may appoint representatives to committees and task forces as appropriate.) The Parks and Facilities Development Manager will provide staff support to the Task Force and the Task Force will work closely with the consultant team who will prepare the Fallon Sports Park Master Plan. RECOMMENDATION: It is the recommendation of Staff that the City Council take the following action: 1) Approve the Request for Proposal for Fallon Sports Park Master Plan and authorize Staff to advertise for consultants; 2) Approve formation of Fallon Sports Park Task Force and authorize Staff to advertise for openings. REQUEST FOR PROPOSALS T° Provide Professional Design Services in the Development of a Master Plan for Fallon Sports Park Closing Date For Submittal of Proposals December 18, 2003 Contact Person Herma Lichtenstein Parks & Facilities Development Manager City of Dublin 100 Civic Plaza Dublin, CA 94568 Background: The City of Dublin adopted a Parks and Recreation Master Plan in July of 1994. The Master Plan provides direction for addressing the long-term recreational needs of the City and its changing population through buildout of the City. The plan contains goals, long-term policies and standards to guide the City in the acquisition, development and management of park and recreation facilities. The Parks and Recreation Master Plan includes standards for the following park and recreation facilities: · Emerald Glen Park · Community Center · Fallon Sports Park · Recreation Center · Neighborhood Park/Square · Aquatic Center · Historical Park · Senior Center · Community Theater/Cultural Arts Center · Additionally the Master Plan includes prototypes for the following parks:' Fallon Sports Park; Neighborhood Park; and Neighborhood Square. Emerald Glen Park; The City of Dublin anticipates growth that will nearly, double its current population. It is anticipated that the majority of the new park and recreation facilities will be located in the Eastern expansion area. The Proiect: The proposed project entails the development of a comprehensive master plan for the new 60+ acre Fallon Sports Park which is lOcated on Fallon Road between the Gleason Drive and Central Parkway in Eastern Dublin. The Sports Park Standards as contained in the Parks and Recreation Master Plan envision that this park should offer a park facility to accommodate the majority of competition ball fields in the City. The Park activities will focus primarily on sports facilities such as softball, baseball and soccer however, other recreational opportunities that attract a wide range of local age groups and interests should also be ATTACHMENT 1 explored. These features could include; informal open space areas, unique natural and cultural areas as well as group picnic areas, bicycling and hiking trails. An extensive community input process is anticipated for this project. The consultant will be working closely with a community task force to identify the recreational needs of the residents who reside in the proximity of the park as well as the recreational needs of the overall Dublin community who will be served by the park. Work to be Undertaken as part of this project includes, but is not limited to: Review of the Parks and Recreation Master Plan and other related planning documents. · Evaluation of existing inventory of park and recreational facilities. · Assessment and prioritization of recreational needs of the community. · Site survey and preliminary mass grading plan. · Preparation of opportunities and constraints map of the site. · Preparation of preliminary design alternatives for the site. · Preparation of master plan identifying recreational amenities planned for the site including the location and configuration of all site elements. · Preparation of phasing plan for the park which identifies logical phases for development of the park and designates the park and recreational amenities which will be included in each phase. · Preparation of a preliminary cost estimate for the proposed project. The City anticipates a high level of interest in this project. The consultant should prepare a proposed public input process that incorporates meetings with the Task Force, stakeholders, a minimum of three (3) Parks and Community Services Commission meetings and three (3) City Council meetings. In conjunction with the master planning process the City is requiring a site survey and mass grading plan for the site. The Developers in the Eastern Dublin area are currently grading for site infi'astructure and the City would benefit from excess fill from these operations being placed on the park site to raise grades to adjacent property boundaries. The mass grading plan will provide a bench mark for the developers to place fill as operations are underway. Note that this will be a priority and should be shown in the schedule as a separate item. Selection Process: Five copies of your proposal should be submitted to the offices of the Parks and Community Services Department by 5:00 p.m., December 18, 2003. Proposals may be hand delivered or mailed to 100 Civic Plaza, Dublin, California, 94568. The following information should be provided as part of your Proposal: · A brief narrative describing the firm's approach to accomplishing the project. (Limit to two pages). · A summary of the firm's background and capabilities, including information on the firm's history and areas of specialization, or particular expertise including green building experience. (Limit to one page). · Identification and background of the individual(s) who will perform the work and be the City's regular contact. · An organization chart should be included as well as resumes for each individual. ATTACHMENT 1 A detailed project schedule A public input process plan Identification and background of any other consultants who are proposed to assist' in the development of this project. A statement of qualifications including a list of relevant projects that the firm has completed which are similar to the project described above. Submittals should include reference names and phone numbers. (Minimum of five references on a separate Sheet). · Consultant fee schedule (in a separate envelope). · Statement of professional liability coverage. Following a review of the proposals, the City will conduct interviews with qualified firms. The City will notify selected consultants' two weeks after the proposal submittal date to set up interviews.
