The PD established, among other things, the permitted and conditionally permitted uses within the PD Zoning District, as well as the site area and densities for a 37-acre portion of the PD referred to as Parcel 1. Parcel 1 contains existing buildings 1-5 and future buildings A-F. The remaining 12.7 acres is identified in the PD as Parcel 3, and is designated as "Future Study Area" (see attached Site Plan). Until such time as a Stage 2 Planned Development rezoning is approved by the City Council, uses on Parcel 3 are restricted to those permitted in the Agricultural (A) zoning district. In 2003 there were 118,300 square feet of building area existing on the site (Buildings 1-5). The PD allows for 187,000 square feet of new building area that could be constructed in the future as Buildings A-F. This additional future square City Council footage results in a total maximum building area of 305,300 square feet being (925)833-6650 City Manager permitted on Parcel 1. (925)833-6650 Community Development Since the adoption of the PD in 2003, Valley Christian Center has received approval (925)833-6610 Economic Development for, and started construction on, a new 15,700 square foot sanctuary which, when (925)833-6650 Finance/AdminServices subtracted from the 187,000 square feet of new building area approved in 2003, (925)833-6640 results in a remainder of 171,300 square feet of new building area that may be Fire Prevention (925)833-6606 constructed in the future within Buildings A-F. Human Resources (925)833-6605 Parks&Community Services Current Request (925)556-4500 Police Valley Christian Center is requesting approval of a Site Development Review Permit (925)833-6670 Public Works/Engineering (PLPA-2013-00012) for a facade renovation of their science classrooms building (925)833-6630 which is referred to as "Building 3" in the PD. Building 3 existed at the time of the Valley Christian PD adoption, and its maximum building area was limited by the PD to the as-built square footage of 8,800 square feet. The proposed project currently Dublin under review would result in the expansion of Building 3 to a total building area of hiket 10,725 square feet,or 1,925 square feet more than what is permitted in the PD. Al-acla I I In order to permit the expansion of any buildings beyond their approved maximum total area, the PD must be amended to allow for the transference of building area 2011 from the un-built 171,300 square feet of remaining new building area (Buildings A- www.dublin.ca.gov F). In the case of Building 3 and the Site Development Review Permit currently under consideration (PLPA- 2013-00012), it would necessitate transferring 1,925 square feet from the remaining new building area, thereby increasing the maximum total building area for Building 3 to 10,725 square feet. Doing such would make the proposed renovation of Building 3 permissible under the PD, and it would also result in a reduction to the remaining new building area by 1,925 square feet, resulting in a remaining total of 169,375 square feet that may be constructed in the future within Buildings A-F. Minor Amendment to a Planned Development(PD)Zoning District A minor amendment to an adopted PD may be approved administratively by the Community Development Director upon a finding that the amendment substantially complies with and does not materially change the provisions or intent of the adopted Planned Development Zoning District Ordinance for the site (DMC 8.32.080). Approval Because 171,300 square feet of the approved future building area has not been constructed to-date,the transference of 1,925 square feet from the remaining approved future building area (Buildings A-F) to Building 3 would be in substantial compliance with,and not materially change the provisions or intent of the adopted Planned Development Zoning District for Valley Christian Center as originally studied. The net result of this square footage transfer would be that the future building area for Buildings A-F would decrease by 1,925 square feet (thereby resulting in a total of 169,375 square feet that may be constructed within Buildings A-F in the future)and Building 3 could expand by 1,925 square feet. The total maximum building area approved for Parcel 1 would remain unchanged at 305,300 square feet.
