OF THE CITY OF DUBLIN
SPECIAL MEETING — MAY 16, 2014
A special meeting of the Dublin City Council was held on Friday, May 16, 2014, in the City
Dublin Library Community Room for the purpose of a Health and Fitness Roundtable meeting.
The meeting was called to order at 7:30 a.m. by Mayor Sbranti.
ROLL CALL
PRESENT: Councilmembers Biddle, Hart, and Mayor Sbranti
ABSENT: Councilmembers Haubert and Gupta
PLEDGE OF ALLEGIANCE
The pledge of allegiance to the flag was recited by the City Council, Staff and those present.
PUBLIC COMMENTS
No comments were made by any member of the public at this time.
Review of January Meeting: Mayor Sbranti provided an overview of the prior Health and
Fitness Roundtable meeting held on January 23, 2014.
Program Updates: Micki Cronin, Assistant Director of Parks and Community Services,
provided an overview of the suggested City programs. The group discussed the following
programs and processes offered by the City in relation to Health and Fitness.
Shamrock 5K Fun Run /Walk — Health and Fitness Zone: Ms. Cronin provided a recap
of the 2014 Run /Walk. The group discussed potential ways to expand participation in the
Health and Fitness Zone at the Shamrock 5K Fun Run and Walk. The group also discussed
the potential for other runs in the community.

School District Health and Fitness Screenings: Alexandra Meadows from Dublin
Unified School District (DUSD) provided an overview of the District's health screening programs
which include a mandated kindergarten oral health assessment, scoliosis for 7t" and 8th
graders, height and weight for 7t" and 9t" graders, fitness testing in Physical Education (PE)
classes, and vision and hearing screenings.
Free Fitness Fridays: Ms. Cronin provided an overview of the concept of the "Free
Fitness Fridays" program which could be promoted through the City's Recreational Activity
Guide and website.
Live Healthy Dublin — Business Challenge /Partnership: Shari Jackman, with the City
Manager's office, provided an overview of the Live Healthy Dublin program and recognized
Kaiser Permanente for their continued support of the program.
Health and Fitness Community Resource Fair: Ms. Jackman provided an overview of
the proposed Health and Fitness Community Resource Fair at the September 25, 2014,
Farmers' Market. She stated that there would be a small fee to participate and the Fair could
kick -off the start of the "Free Fitness Fridays" program and could include demonstrations.
Health and Fitness Business Expo: Ms. Jackman provided an overview of the Health
and Wellness Business Expo program.
Wrap Up: Members of the Roundtable were offered a chance to sign up for each of the above -
mentioned programs.

9:00 a.m.

Drought Emergency Continuance

On motion of Vm. Biddle, seconded by Cm. Gupta and by unanimous vote, the City Council, as
required by Government Code Section 8630(c), which states that the City Council shall review
the need for continuing a local emergency at least once every 30 days until the governing body
terminates the local emergency, continued the State of Emergency that was declared on
March 18, 2014, based on the fact that extreme drought conditions continue to exist within both
the State of California and City of Dublin, and the threat to the safety and welfare of Dublin
residents remains.
NEW BUSINESS
Dublin Land Company (SummerHill Homes /DiManto)- Update to the General Plan &
Eastern Dublin Specific Plan Amendment Study for Parcels 3 & 4; and, General Plan &
Eastern Dublin Specific Plan Amendment Study Initiation Request for Parcel 2

Mayor Sbranti stated he had to recuse himself from making and participating in any decisions
regarding the SummerHill /DiManto project. He did so because he owns property at 4243
Clarinbridge Circle and certain common areas of the housing complex are within 500 feet of
Parcel 2 of the subject property. Although not all the parcels at issue tonight are within 500 feet
of his property, namely Parcels 3 and 4, there is an inherent linkage between the properties
given that it is the same land owner and same developer and a lot of the issues are discussed
in commonality. Therefore, he recused himself from all actions this evening. He turned the
meeting over to Vm. Don Biddle and left the dais and the City Council Chamber.
