Foss, City Manager SUBJECT: Appointments to Youth Advisory Committee and Student Representative to the Parks and Community Services Commission Prepared by Rhonda Franklin, Administrative Analyst EXECUTIVE SUMMARY: Mayor Sbranti is recommending the appointment of three middle school and 10 high school youth, along with three alternates, to the Youth Advisory Committee for the term of June 2014 through May 2015. Mayor Sbranti is also recommending the appointment of Alicia Tran as the Student Representative to the Parks and Community Services Commission. FINANCIAL IMPACT: None. RECOMMENDATION: Staff recommends that the City Council confirm the Mayor’s appointments to the Youth Advisory Committee and the Student Representative to the Parks and Community Services Commission for the 2014 – 2015 terms. Submitted By Reviewed By Parks and Community Services Director Assistant City Manager DESCRIPTION: Youth Advisory Committee Appointments The term of office for the current Youth Advisory Committee expired on May 31, 2014. During the month of April 2014, recruitment efforts took place to encourage middle school and high school students to apply for appointment to the upcoming term of office. Per the Bylaws and Rules of Procedure for the Youth Advisory Committee, the composition of the Youth Advisory Committee is composed of a minimum of nine and a maximum of 13 youth members and three alternates. At least three must be from middle school and six from high ITEM NO. 3.5 Page 1 of 3 school. In the event that there are insufficient applications to meet the middle school to high school ratio, the Mayor may make appointments from any of the grade levels. Additionally, there are four non-voting adult members representing Dublin Police Services, Dublin Unified School District, Dublin Chamber of Commerce, and the At-Large Community. The Mayor, with the approval of the City Council, appoints the youth members, the one at-large adult member and the three alternates. The remaining three adult members are appointed by their representing agency/body. Twenty-nine applications were received for the youth member positions; three are middle school students and the remaining 26 are high school students. This year, no applications were received for the adult at-large community member. The application period for the adult at-large community member will remain open until filled. The Mayor recommends appointment of the following middle and high school students to the Youth Advisory Committee: Members Grade School Smruthi Balajee 8 Fallon Middle Ivan Fong 8 Fallon Middle Ryan McCorriston 8 Fallon Middle Neil Bedi 9 Dublin High Nicki Butler 9 Dublin High Alexa Padnos 9 Dublin High Loic Alini 10 Dublin High Meghan Butler 11 Dublin High Nicole Chen 11 Dublin High Sophia Bafaiz 12 Dublin High Parin Patel 12 Dublin High Kush Rastogi 12 Dublin High Jessica Sher 12 Dublin High The recommended alternates to the Youth Advisory Committee are: Alternates Grade School Rebecca DeGuzman 10 Dublin High Ianna Fong 11 Bishop O’Dowd Shivi Bhatnagar 12 Foothill High Student Representative to the Parks and Community Services Commission The current term of the Student Representative to the Parks and Community Services Commission expires on June 30, 2014. During the month of April 2014, recruitment efforts took place to encourage high school students to apply for the position for the upcoming term of office. A total of nine applications were received by the application deadline. Mayor Sbranti recommends the appointment of Alicia Tran as the Student Representative to the Parks and Community Services Commission for the term commencing in July 2014 and expiring in June 2015. Ms. Tran will be a senior at Dublin High School. Page 2 of 3 NOTICING REQUIREMENTS/PUBLIC OUTREACH: The openings for the appointments were advertised at the local middle and high schools, on the City’s website and a press release was distributed to local media.
