DESCRIPTION:
On April 15, 2014, the City Council authorized Staff to solicit bids for Fallon Sports Park Phase II
— Preschool Relocation. The work is being completed in preparation for the construction of the
Emerald Glen Recreation and Aquatic Complex and was scheduled for this summer so as to
minimize its impact on preschool programs. After a three -week bid period, the project received
only one bid from Suarez and Munoz Construction, Inc., which was significantly higher than the
Engineer's Estimate as shown above in the Financial Impact section.
Page 1 of 2 ITEM NO. 4.10
The most significant differences in the contractor's bid and the Engineer's Estimate was in
relation to the dismantling, transportation and reinstallation of the modular building and
playground equipment, as well as the project mobilization costs. It is likely that the market
conditions, the small size of the project and high demand at this time of year for companies that
install modular buildings on school sites contributed to the cost overrun.
If the City Council agrees with Staff's recommendation to reject the bid, Staff will, during the
summer period, evaluate modifications to the scope in order to reduce the cost of the project, in
addition to having, potentially, a more favorable bidding climate later in the year. Staff would
then rebid the project in the fall. This would allow the City to schedule the move around the
Winter Break holiday and will likely have a short term impact on pre - school programs into mid -
January; specifically on the location of classes. Staff is currently considering alternatives to
minimize the disruptions to the pre - school program.
