HomeMy WebLinkAbout4.1 DRAFT Joint Mtg Minutes 04-21-2014 CITY OF DUBLIN JOINT MEETING PARKS AND COMMUNITY SERVICES COMMISSION AND HERITAGE AND CULTURAL ARTS COMMISSION Draft Minutes April 21, 2014 The April 21, 2014 Joint Meeting of the Parks and Community Services Commission and Heritage and Cultural Arts Commission was called to order at 6:03 PM at the Dublin Civic Center, Dublin, California, by Heritage and Cultural Arts Commission Chair Deets. PLEDGE OF ALLEGIANCE Cm. Carr led the Pledge of Allegiance. ROLL CALL Commissioners (Cm.) Present: Parks and Community Services Commissioners: Ballesteros, Boboc, Elias, Mack, Sung,Totaro Heritage and Cultural Arts Commissioners: Carr, Deets, Iharosi, Minniear, Tutino, Vanderpool, Commissioners Absent: Heritage and Cultural Arts Commissioner: King ORAL COMMUNICATIONS 3.1 PUBLIC COMMENTS None APPROVAL OF MINUTES None WRITTEN COMMUNICATIONS None PUBLIC HEARING None UNFINISHED BUSINESS None NEW BUSINESS 8.1 Public Art Recommendation for the Emerald Glen Recreation and Aquatic Complex Ms. Ann Mottola, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in the Staff Report. Mr. Todji Kurtzman, artist, presented his artwork proposal for the public art at the Emerald Glen Recreation and Aquatic Complex (EGRAC). Vice Chair Iharosi asked Mr. Kurtzman if the sculpture will be safe for children. Mr. Kurtzman stated the sculpture will have no sharp edges and will have round soft edges to emulate water. Cm. Vanderpool stated that she loves the sculpture as it brings back childhood memories. Cm. Vanderpool asked if solar lighting will be considered to illuminate the sculpture at night rather than traditional light bulbs. Mr. Paul McCreary, Parks and Community Services Director, stated solar lighting would be considered at a future phase for elements of the entire Complex. Vice Chair Mack asked about the process of selecting the artist and artwork - for the EGRAC. Mr. McCreary stated Staff is currently working on a legal agreement for the artwork - and it will be presented to City Council following the Commissions' recommendation for approval of the proposal. Chair Totaro asked if artists submitted their qualifications or their proposals in response to the "Call for Artists." Ms. Mottola stated the "Call for Artists" requested qualifications only. Chair Totaro asked Mr. Kurtzman how he came up with the concept for his art piece, "The Spirit of Alamilla Spring." Mr. Kurtzman stated he researched the concept on his own. Ms. Mottola stated all the finalists were provided the same set of information about the City and the project site. Each artist presented their artwork-with a different perspective and theme. Chair Totaro commented that he loved the idea and thinks children will like the sculpture. Chair Totaro asked if children would be able to walk into the "puddle" portions of the artwork. Mr. Kurtzman stated children would be able to walk into the "puddles" and touch the pieces of the sculpture. The largest "puddle" or "splash" would be six feet in diameter. Cm. Elias asked about the platforms for the sculptures. Ms. Mottola stated the platforms would be part of the construction of the building and not a part of the artwork. The surface for the platforms has not been determined at this time. The artist will work with the design team, architect, landscape architect and project manager to design the raised platform that the sculptures will be placed on. The platforms will also serve to meet American Disabilities Act requirements. Cm. Boboc asked if any actual water will be incorporated in the artwork. Mr. Kurtzman stated there will not be any water features due to the Request for Proposals limitations. Cm. Minniear asked how the sculpture will represent the four different periods of Dublin's history as mentioned in Mr. Kurtzman's presentation. Mr. Kurtzman stated the first splash will represent the American Indians who were the original settlers; the second splash will represent the second era of Spanish Colonists and Missions era; the third splash will represent the Mexican Ranches era; and the fourth splash, which has four splashes within itself, will represent the American era which includes the Gold Rush, Western Stage Coaches, Agriculture, World War II, American Hot Rods, the 1960s, and then Dublin today and in the future. Ms. Mottola explained this was a conceptual rather than literal interpretation of Dublin's history. Cm. Boboc asked if there would be any plaques explaining the artwork. Mr. Kurtzman stated that plaques could be added. Ms. Mottola stated Staff could work with the artist to incorporate the story behind the artwork. Chair Deets stated that he likes the artwork - and thinks it will generate discussion on not only art but science, health and many other conversations. Chair Totaro commented that the artwork - could serve as an educational history lesson for those that are observing the piece. Cm. Tutino stated she was on the EGRAC Public Art Selection Panel and what impressed the Panel the most about Mr. Kurtzman's artwork was the timelessness of the bronze and the connection to the City P&CSC and H&CAC Joint Meeting Draft Minutes—April 21, 2014—Page 3 of 4 of Dublin. She likes the representation of the City and the way it connects the amphitheater and the building. Cm. Ballesteros asked about the size of the woman in the sculpture. Mr. Kurtzman stated she will be six feet tall. Ms. Mottola added they are trying to increase the scale to reach closer to seven feet tall. Cm. Ballesteros stated she was on the EGRAC Public Art Selection Panel as well. She loves how the artwork connects the amphitheater and building together, ties into Dublin's history and how it is an interactive artwork. Chair Totaro asked about the time frame for the artwork. Mr. McCreary stated ground breaking is scheduled for January 2015 and would be integrated with the construction of the EGRAC which has an anticipated opening date in 2016. Mr. Rich Guarienti, Dublin resident and Dublin Heritage Park and Museums Volunteer, stated he appreciates the theme of the artwork because the location is where the hospital at Camp Shoemaker used to be located. Cm. Tutino commented that the quality of artwork - submitted from the finalists were exceptional. Ms. Mottola brought in great diversity and the pool of artists going forward would bring an eclectic creativity to future artworks. On a motion by Vice Chair Mack, seconded by Cm. Boboc and by a vote of 6-0-0, the Parks and Community Services Commission unanimously voted to recommend approval to the City Council of Mr. Todji Kurtzman for the design, fabrication and installation of the public artwork at the Emerald Glen Recreation and Aquatic Complex, and recommend approval to the City Council for the following artists be retained in a pre-approved pool for consideration of public art projects proposed in the 2014-2019 Capital Improvement Program: Troy Corliss; Benjamin Ball and Gaston Nogues; Blessing Hancock; Todji Kurtzman; Heath Satow; Christopher Weed; and Susan Zoccola. On a motion by Cm. Tutino, seconded by Vice Chair Iharosi and by a vote of 6-0-0, with Cm. King absent, the Heritage and Cultural Arts Commission unanimously voted to recommend approval to the City Council of Mr. Todji Kurtzman 1 for the design,fabrication and installation of the public artwork at the Emerald Glen Recreation and Aquatic Complex, and recommend approval to the City Council for the following artists be retained in a pre-approved pool for consideration of public art projects proposed in the 2014-2019 Capital Improvement Program: Troy Corliss; Benjamin Ball and Gaston Nogues; Blessing Hancock; Todji Kurtzman; Heath Satow; Christopher Weed; and Susan Zoccola Mr. McCreary stated this item would be presented before City Council for at the May 6, 2014 City Council Meeting. 8.2 Five-Year Capital Improvement Program, 2014-2019 Mr. Paul McCreary, Parks and Community Services Director presented the specifics of the item as outlined in the Staff Report. Cm. Minniear recused himself from the discussion to avoid any conflicts of interest or potential bias as he is an officer for the Dublin Historical Preservation Association. P&CSC and H&CAC Joint Meeting Draft Minutes—April 21, 2014—Page 4 of 4 Ms. Ann Mottola, Heritage and Cultural Arts Manager, informed the Commissions about the public art ideas for the Dublin Crossing location. One idea is to develop a revolving outdoor gallery for temporary sculptures that would change approximately every two years. Vice Chair Mack asked if a dog park would be included in the Jordan Ranch Neighborhood Park. Mr. McCreary stated the Jordan Ranch Community Park is the selected site for a dog park in Eastern Dublin; however, it is beyond the Five-Year Capital Improvement Program (CIP). Staff will continue to look for other opportunities in Eastern Dublin as there continues to be frequent requests for a dog park. Cm. Boboc asked if Sean Diamond Park had an earlier timeline in the past. Mr. McCreary stated it was previously scheduled to start construction next Fiscal Year. However, since additional amenities at Fallon Sports Park and the Emerald Glen Recreation and Aquatics Complex were prioritized by City Council, the Sean Diamond project timeline was extended to a later date. Chair Totaro asked if the Commissions are being asked to prioritize the CIP projects. Mr. McCreary stated the Commissions could make recommendations if they have a different opinion on how the projects are prioritized. Mr. McCreary added that removing a funded item, does not necessarily allow an unfunded item to be able to move forward. Cm. Elias asked if the City will receive less development fees if slow growth/anti-growth measures are added to the ballot. Mr. McCreary stated the ballot measures are currently for areas outside of the current East Dublin Specific Plan and City boundaries. Chair Deets asked if the soccer field and cricket field availability concern at Emerald Glen Park addressed at a prior City Council Meeting has been taken into consideration. Mr. McCreary stated Staff compiled an annual report that shows the field usage rates to review availability. As Fallon Sports Park will be adding two additional synthetic soccer fields that will be available year-round and at night, this should relieve some of the concerns regarding soccer and cricket field availability at Emerald Glen Park. On a motion by Cm. Boboc, seconded by Cm. Ballesteros and by a vote of 6-0-0, the Parks and Community Services Commission unanimously voted to confirm the project priorities as proposed by Staff in the Five-Year Capital Improvement Program, 2014-2019. On a Motion by Cm. Tutino, seconded by Cm. Carr and by a vote of 5-0-0 with Cm. Minniear recused and Cm. King absent, the Heritage and Cultural Arts Commission voted to confirm the project priorities as proposed by Staff in the Five-Year Capital Improvement Program, 2014-2019. Mr. McCreary stated this item would be presented before City Council for approval at the May 6, 2014 City Council Meeting. ADJOURNMENT Being no further business, the meeting adjourned at 7:20 PM.
