SUBJECT: Emerald Glen Cricket Field Conversion and Renovation

RECOMMENDATION: Staff recommends the Commission determine if one or both of the
following improvements should be recommended for approval to
the City Council:
1. Renovation of the existing Cricket Pitch at Emerald Glen Park
between Soccer Fields#3 and #4 including an upgraded pitch
and drainage remediation.
2. Construction of a new Cricket Pitch on Soccer Field #1 at
Emerald Glen Park.
FINANCIAL STATEMENT: There are sufficient funds available in General Fund Reserve to
complete the project if approved by the City Council.
DESCRIPTION: The demand for cricket field rentals has increased in Dublin and at
the request of City Council Staff has evaluated additional locations for cricket fields. Emerald Glen Park
contains a cricket pitch located between Soccer Fields #3 and #4 that is in need of renovation. Staff is
proposing to renovate the current cricket pitch and convert the use of Soccer Field #1 at Emerald Glen
Park to a cricket field to accommodate this growing need in our community and reduce the number of
overlaying sports fields as mentioned in the 2006 Parks Master Plan. This would also create a unique
venue in the region and a potential destination for tournaments as it would be one of the only places in
the area with two pitches in one park.
The existing cricket pitch located between Soccer Fields #3 and #4 requires renovation to correct
drainage issues due to its location in a low point between the fields.The construction project will include
the removal of old turf, cleaning of the cement base; installation of new surfacing over the pitch;
installation of synthetic turf around the pitch to maintain a smooth transition from the pitch to the turf;
and, re-grading the natural turf area surrounding the pitch and modifying the irrigation to alleviate
drainage issues.

Conversion of Soccer Field #1 to a cricket field is the result of discussions and agreement with
representatives from local soccer and cricket leagues. On October 22, 2013 Staff and its consultant,
Carducci and Associates, met at Fallon Sports Park with representatives from Dublin Little League, Dublin
United Soccer, and Dublin cricket players. In discussions with cricket and soccer representatives the
direction regarding use of the cricket pitch was to work towards coordinating scheduling of the cricket
and soccer fields at Emerald Glen through City facility reservation staff. It was decided that a cricket
pitch would not be installed as part of Fallon Sports Park - Phase II, but that Staff would work with
cricket players on an alternate natural turf location for a dedicated cricket field.
Conversion of Soccer Field #1 to cricket field would provide a field dedicated to cricket that does not
need to be shared with other sports. Soccer Field #1 lies just northeast of Soccer Fields #3 and #4 and is
the least used soccer field in Emerald Glen Park. Soccer Field #2 is a shared field that is overlaying the
baseball fields east of the tennis courts. Soccer Fields #2, #3, and #4 at Emerald Glen Park would remain
soccer fields and continue to be available for permitted use. In the near future the anticipated soccer
field demand will be accommodated by the two new synthetic turf soccer fields proposed as a part of
Fallon Sports Park- Phase II as approved by the Parks and Community Services Commission in December
2013 and the City Council on February 18, 2014.
It is anticipated that the conversion of Soccer Field #1 to a cricket field and the renovation of the existing
cricket pitch between Soccer Fields #3 and #4 would occur between November 2014 and March 2015
when the fields are typically closed for maintenance.
