FINANCIAL STATEMENT : Cost to City $27, 000-$35, 800
DESCRIPTION • Staff has received a request from the
Principal of Dublin High School to utilize the Valley Community
Swim Center (VCSC) for their swim team (Exhibit A) , commencing
February 8, 1988. As you will recall, the City assumed the
aquatic programming responsibility at VCSC from the Dublin San
Ramon Services District effective January 1, 1988; however the
District is responsible for maintaining the pool until June 30,
1988. As part of our agreement with DSRSD, the pool will not be
heated until June 1, 1988. If the City is interested in
opening the pool sooner than June 1, we need to secure permission
from DSRSD as well as pay all associated costs.
In the correspondence received from Mrs. King, she states that in
past years the swim team has utilized the pool at California High
School in San Ramon, sharing the pool with Cal High and Monte
Vista High. Due to the growth of the swim teams at all three
schools, it is her understanding that there may not be ample room
and convenient times to accommodate Dublin High's team. It is
Staff's understanding that representatives from the Cal High and
Dublin High Swimming Programs are working with the City of San
Ramon to see if scheduling arrangements could be made to
accommodate both programs. Staff will make a verbal report at
the City Council meeting on the results of those discussions.
As the pool has not traditionally been open during the Winter and
Spring months, it is difficult to determine the cost to operate
the pool from February through May. The DSRSD Park Maintenance
Superintendent has provided staff with the following cost
estimates:
Gas & Electricity
Initial Startup $1, 300
Each Additional Day $200-$300
Chemicals $2, 500
If the pool were to be opened prior to June 1, 1988 the Park
Maintenance Superintendent has indicated that there would not be
any additional maintenance costs to the City as he has staff in
place who maintain the San Ramon Olympic Pool.
Staff has been notified by DSRSD that before the pool can be
opened, whether in February or June, the pool deck needs to be
either replaced or resealed. If the deck were to be replaced,
the preliminary cost estimate received by staff is $60, 000 to
$65, 000. To reseal the deck, the estimate is $4, 800. It is the
recommendation of staff that we pursue having the deck resealed
for the 1988 swim season and include the deck replacement in the
1988-89 Capital Improvement Program. It is anticipated that the
resealing of the deck will take approximately one week, weather
permitting.

The earliest that the pool would be available for use by the swim
team would be February 29 , 1988 . Using this date as a point to
start, staff has calculated the cost to operate the pool as
follows:
Gas & Electricity February 29 (startup) $1 ,300
March 1 -3 $ 800
March 5-31 $5,400-$8,100
April 1 -30 $6,000-$9,000
May 1 -31 $6,200-$9 ,300
Chemicals $2 ,500
Deck Resealing $4 ,800
TOTAL $27,000-$35,800
The Amador Valley Joint Union High School District does not
provide the high schools with funds to operate pools, but instead
leaves it up to the individual schools to secure practice space
for swim teams and provide the necessary funds to pay for the
space. However, AVJUHSD will provide liability insurance
coverage. At Amador and Foothill High Schools, the Athletic
Booster Club raises funds to open the pool at Amador High and the
cost is shared with a private swim team.
As the City has only recently accepted the aquatic programming
responsibility, staff does not feel that we are in the position
to offer any programming for the public until late May.
Therefore, the high school would be the sole user of the pool
from February 29 to May 27.
In the event that the City Council is willing to subsidize the
operation of the Valley Community Swim Center for use by Dublin
High School, it will be necessary to transfer the funds from the
City' s Contingent Reserve.
It is recommended that the City Council take the following
action:
1 . Request DSRSD to Reseal the Swimming Pool Deck at a
Cost of $4,800
2. Consider Request from Dublin High School for Early
Utilization of the VCSC

Dear Diane,
The past several years Dublin and Monte Vista have "rented" lanes
at Cal's pool for their swim teams to use during the season of
sport (Feb. 8 to May 30) . Our fee was $1000.00 each year. This
year we have been told that Cal's team & Monte Vista's teams are
so large that there won' t be room for us. We hired a new on—
campus coach for our swim team this year and our team has grown
in numbers too. Forty swimmers are cleared and ready to swim but
we have no pool. If we could use the Dublin pool there would be
60 swimmers on the team easily. If the pool were available we
could also offer swimming daily in our physical education
classes. From 10:00 to 11 :00 a.m. (there are no P.E. classes
this hour) the pool could be used to teach swimming to the
handicapped. That program is housed on our campus. The
recreation department could offer swim related exercise classes
in the early evening or allow the community to use the pool for
leisure swimming. If we had "our wish" we'd offer a year round
swim program and even form a water polo team.
Swimming is such an outstanding activitiy that it is our hope
that the city will allow us the use of the pool even if on a
limited basis. Thank you for you consideration of this matter.
