HomeMy WebLinkAbout8.1 Use of Dublin Swim Center x CITY OF DUBLIN AGENDA STATEMENT City Council Meeting Date: January 9 , 1989 SUBJECT Request from Dublin Joint Unified School District to Utilize the Dublin Swim Center (Report prepared by: Recreation Director Diane Lowart) EXHIBITS ATTACHED Correspondence from Heinz Gewing, Superintendent RECOMMENDATION Consider Request FINANCIAL STATEMENT : 1 ) Estimated cost to operate the Swim Center from February to May: $30 ,250 to $31 ,250 2 ) Estimated cost for necessary pool repairs : $25 ,000 to $30 ,000 DESCRIPTION Correspondence has been received from the Superintendent of the Dublin Joint Unified School District, Heinz Gewing, requesting use of the Dublin Swim Center for the Dublin High School Swim Team. As stated in the attached correspondence, use is requested from February 2 to June 1 , Monday through Friday, during the hours of 3 :00 to 5:30 p.m. Currently, there are over forty-five students signed up for the team and ready to swim. Mr. Gewing states that the School District will be forced to cancel the swim program in the event that the Swim Center is unavailable. Prior to addressing the School District ' s request, Staff has prepared an update for the Council on the condition of the Dublin Swim Center. In July of 1988, the Council approved Staff ' s request to retain a pool consultant to evaluate the operation and condition of the existing pool complex in order to determine the efficiency and capability of various elements of the system. After an initial inspection of the pool by pool consultant August Waegemann, it was determined that many parts of the system were not functioning and there appeared to be leaks at points unknown. Additionally, repairs and alterations to the system had been made over the years which may have altered the basic operation of the pool. Consequently, he prescribed a series of tests and repairs that needed to be accomplished prior to completion of the final report. The City ' s pool maintenance company, Pool Time, has recently completed testing on the Swim Center. Staff has met with the pool consultant to discuss the test results and anticipates that the consultant ' s final report will be completed for presentation to the City Council at the January 23 , 1989 , meeting. Although the final report has not yet been completed, Staff feels that it is possible that the pool could be made available for the February 2 , 1989 , opening date as requested by the School District. Based on the initial review, Staff has prepared a three-fold approach for renovation of the Swim Center as follows: Items Needing Immediate Repair (Prior to Opening) 1 . Replace expansion joint material near top of pool in several locations. 2. Temporarily patch pool gutter system. 3. Recover all 120 filter elements in pit. 4. Repair sump pump in pump pit. 5. Repair or replace skimmer/vacuum. 6. Replace galvanized plumbing on heater inlet/outlet. 7. Repair Strantrol controller. 8. Replace pool covers. 9. Reseal aggregate deck. Items to be Corrected Upon Completion of 1989 Swim Season 1 . Replaster or fiberglass pool. 2. Re-fiberglass pool gutter system. 3. Replace pool deck. 4. Replace skimmer #7 and related plumbing repairs. Although cost estimates are not yet available, Staff anticipates that the repairs under the first two subheadings will not exceed $25,000 to $30 ,000 . Preliminary estimates have been received for replacement of pool covers and recovering the filter elements in the pit. Both estimates exceed $5 ,000 . Consequently competitive bidding for these items is required. Sufficient funds are available in the 1988- 93 Capital Improvement Program to cover these repairs. With regard to the use of the pool by the Dublin High School Swim Team, Staff has prepared cost estimates for operation of the Swim Center for the months of February through May. Legi lation has recently been introduced which adds the following ve : re to the Health and Safety Code: "24100.3. Persons providing aquatic instruction, including, but not limited to, swimming instruction, water safety instruction, water contact activities, and competitive aquatic sports, at a public swimming pool shall possess an American Red Cross or Y.M.C.A. Advanced Life Saving or Life Guard Training Certificate, or both, or have equivalent qualifications, as determined by the State Department. In addition, these persons shall be certified in standard first aid and cardiopulmonary resuscitation (CPR) . All of these persons shall meet these qualifications by January 1 , 1990. Persons who only disseminate written materials relating to water safety, are not persons providing aquatic instruction within the meaning of this section. " AGENDA STATEMENT - Request from Dublin Joint Unigfied School District to Utilize the Dublin Swim Center January 9 , 1989 Page Three Although this legislation is not scheduled to go into effect until January 1 , 1990 , Staff feels that it would be prudent to begin implementation immediately. In the event that the Swim Team Coach does not possess the aforementioned qualifications , it would be necessary to hire a lifeguard to supervise the use of the pool by the Swim Team. This would increase operational costs by approximately $1 ,000. The City entered into joint use agreements with th both the Dublin San Ramon Services District and the Amador Valley oint Unified School District to operate the pool for use by Dublin High School during FY1987-88 . The estimated costs by DSRSD for the months of March, April, and May of 1988 were $27 ,000 , which excluded water, operating supplies , and base Staff salaries of the DSRSD personnel . Due to delays in approval of the joint use agreements, the pool was not made available until March 17 , 1988. The actual costs billed to the City for use from March 17 through May 31 , 1988, were $13 ,404 .76. As per the City ' s agreement with AVJUSD, the City was reimbursed $25 .00 for each of the 21 registered swimmers, which totaled $525.00 ; thus , the net cost to the City for early opening of the Swim Center in 1988 was $12 ,879.76 . In terms of City-sponsored aquatics programs, it is anticipated that seasonal Staff will be hired during spring break (March 20-24 , 1989 ) , with the pool tentatively scheduled to open in early May. Consequently, the high school would be sole user during February, March, and April. In the event that the City Council is in favor of making the pool available for use by the Dublin High School Swim Team, it is recommended that the City Council take the following action: 1 . Direct Staff to ascertain the financial commitment that the School District is willing to make towards the operation of the Swim Center. 2. Direct Staff to develop a Joint Use Agreement between the City of Dublin and the Dublin Joint Unified School District for use of the Swim Center. 3. Authorize Staff to undertake those repairs necessary to make the Swim Center operational. 4.
