DESCRIPTION: The Parks and Community Services Department develops and
implements quality programs that strengthen community image, provide recreational experiences,
encourage healthy lifestyles and preserve the City's heritage. This is accomplished by providing
innovative recreational and social programs. Following is a summary of the programs and events held in
the winter quarter.
RECREATIONAL ACTIVITIES
Recreational Activities provide opportunities for positive recreational experiences that enhance health,
well-being and create balance in life. The classes are taught by contracted specialty instructors as well
as commercial recreational providers in the area. The following is a summary of registration.

There was a 29%decrease in registrations this year. This is attributable to 28%fewer classes held, which
also resulted in a 35% decrease in the number of classes cancelled. Another contributing factor could be
that there was a time change for one of the Zumba sessions, which is one of our most popular activities.
In addition, Compu-Child Lego Robotics class, which was offered in winter of 2013, was not offered this

year due to an instructor conflict. Lastly, additional cultural arts activities were offered in comparison to
recreational activities (81 cultural arts activities and 66 recreational activities). Staff continues to work
towards offering classes that are of interest to the community and that are more likely to run. Popular
classes during the winter quarter included Zumba, Bombay Jam Fitness, Pilates, Gymnastics, Yoga,
Science and Engineering, and Karate. Attachment 1 is a detailed registration report.
DUBLIN PRESCHOOL
The Dublin Preschool is a recreational preschool program that provides the opportunity for social and
educational development under the instruction of qualified early childhood educators. Children in this
program participate in activities such as games and learning activities, outdoor play, arts and crafts,
music, story time and circle time. The Dublin Preschool Program is at the Shannon Community Center
and the Emerald Glen Activity Center. Classes are offered in two-day and three-day formats both in the
morning and afternoon. There is also a four-day per week option for the Junior Kindergarten program.
There were a total of 237 registrations for Session II for the winter quarter; the three year old classes
had 109 registrations. There were 107 registrations for the four-year old classes, and the Junior
Kindergarten program had 21 registrations. Due to the Dublin Unified School District offering a
"Transitional Kindergarten" class for youth ages four to five, Staff has seen a decrease in enrollment for
the Junior Kindergarten program as well as the four-year old afternoon classes. At the Emerald Glen
Activity Center the four-year old Monday/Wednesday/Friday afternoon class was canceled due to low
enrollment, however, the Tuesday/Thursday classes continued being offered. At the Shannon
Community Center the afternoon Monday/Wednesday/Friday and Tuesday/Thursday four-year old class
were also canceled due to low enrollment. Following is a summary of registration for the winter quarter.

Little Lovies"Story Time
This new program is a weekly story time session for children ages 18 months to four years. Staff fosters a
warm and caring story time environment where each child can listen to an enhancing story, enjoy a
small craft, or simply just have fun. The program takes place on Mondays and Wednesday mornings.
There were a total of 102 children registered for the winter session.

After School Recreation
After School Recreation is a supervised after school program for children in first through fifth grades that
operates on school days at all public elementary schools in Dublin. Participants engage in a variety of
activities such as indoor and outdoor games, craft projects, and quiet time for homework. The After

School Recreation program provides elementary school students the opportunity to participate in
recreational, as well as, educational activities in a supervised environment. There were 380 youth
registered for the winter session, which was a continuation of Session I for the school year that began
during the fall quarter. Currently, there is a waitlist at Green Elementary School for full session and 20-
day pass participants; these waitlists are due to space limitations at the site.

Student Union After School Program
Student Union is an after school recreation program designed specifically for middle school students. It
provides a safe place after school to engage in positive activities that will enhance social, intellectual,
physical and emotional development. An emphasis is placed on academic enrichment and homework
help. Student Union programs are held in two eighteen-week sessions at Wells Middle School and
Fallon Middle School. The program offers the popular homework hour with a credentialed teacher and a
variety of fun activities including sports and games during the recreation portion of the activity. There
were 98 students registered for the winter session, which was a continuation of Session I for the school
year that began during the fall quarter. The following is a summary of registration.

SPORTS
Basketball Clinics
The City offered three types of pre-season youth basketball clinics. The multiple-day clinic focused on
teaching a new skill each session and was conducted by City Staff. A half-day clinic of fundamental
basketball instruction for younger ages was taught by Chris Meredith, a basketball coach at Dublin High
School. A half-day clinic on shooting for older ages was taught by Pro Shot Shooting. Overall attendance
for clinics was down slightly at 3%, primarily due to a decline in Pro Shot attendance.

Youth Basketball League
The Junior Warriors Youth Basketball League is for boys and girls in kindergarten through eighth grades.
Games were played on Saturdays at Stager Community Gymnasium and Wells Middle School beginning
January 11 and ending on March 8. There was an increase in registration of 8% from last season to 690
participants on 70 teams. This was an all-time high. Six of the ten leagues were completely full. Over 50
additional players were accommodated over last year's totals. A total of 23 participants were on
combined waitlists but were not great enough in any individual league to form an additional team. This
year, boy's middle school teams were formed from Fallon Middle School and Wells Middle School,
allowing sixth grade boys the option to participate in the higher seventh & eighth grade league if they
were a part of a middle school team. Games and practices were held weekly. Following is a summary of
registration for the league.

Contracted Sports Programs
Each quarter the City offers several sports programs by utilizing contracted specialty instructors.
Contracted classes offered during the winter included Arora Tennis, California Player Development

Academy, Kidz Love Soccer, Make Me a Pro (Winter Break basketball camp) and Wee Hoop. Registration
for contracted sports programs increased 22% from the previous year and set an all-time high for the
winter quarter. This increase was primarily due to good weather for the tennis program which grew by
56%from the previous winter.

Adult Basketball League
Men's 5-on-5 "C" and "D" leagues were conducted during the winter quarter. The league began in
January and ended in April. Games were held on Sundays at Stager Community Gymnasium and Wells
Middle School Gymnasium. The league had a total of 12 teams this season, up from eight teams last
year. Staff did some direct outreach marketing this past summer and fall by making visits directly to
Dublin businesses and explaining the City's adult league opportunities to their organizations.

SENIOR CENTER
The Dublin Senior Center offers activities and events that promote healthy living for seniors, and the
opportunity to build new friendships through recreation. The following is a summary of the 2014 winter
quarter. A detailed attendance report can be found in Attachment 2.

The Senior Center experienced a 5% increase in Programs and Activities attendance, and 4% increase in r
total Senior Center attendance. Total volunteer hours decreased by 13%. Staff attributes this to a few
long-time key volunteers who moved away or reduced their hours due to a variety of personal reasons.

Some programs showing large increases in attendance were Ballroom Dance, Tai Chi Chaun and
weekend Art classes.
A crowd of 88 dancers enjoyed the music of the TNT Band at the Holiday DancEscape in December. The
DancEscape Social in February featured the Cooltones Swing Big Band with an attendance of 77. Ten
participants learned how to make wreaths for the holidays. Forty-one participants celebrated the
December Holiday Luncheon with entertainment provided by the Wells Middle School Jazz Band.
SPECIAL EVENTS
Tree Lighting Ceremony
The City's 29th annual Tree Lighting ceremony featured musical performances by the Dublin High School
Jazz Combo and the 100-member Dublin Unified Elementary School Choir which represented each of
Dublin Unified School District's public elementary schools. As the concert came to a close, Santa
appeared to the delight of the nearly 600 guests who came to enjoy the concert, cookies, and hot
chocolate.
Breakfast with Santa
Breakfast with Santa is a family-oriented special event co-sponsored with the Dublin High School Band
Boosters. The event was held at the Shannon Community Center on Saturday, December 8, and had
three seating times. Each seating had an average of 166 participants. The City provided the facility,
decorations, novelty items, staffing, and promotions for the event. The Band Boosters provided a
breakfast of pancakes, sausage, juice, fruit, milk and coffee. The band members served the breakfast
and operated the "Photos with Santa" area. There were 499 participants this year, a 12% increase over
last year.

YOUTH FEE ASSISTANCE PROGRAM
The Youth Fee Assistance program promotes access to City recreational classes and activities by
providing eligible Dublin youth financial assistance with registration fees. During the 2014 winter
quarter 97 scholarships were awarded with 5 on the waitlist. The Youth Fee Assistance Program fund is
funded by a mix of private donations and up to $5,000 matched by the City.
