Report from August E. Waegemann, qfle(/ Consulting Civil Engineer RECOMMENDATION • 1 . Review the report prepared by the Pool Consultant 2 . Provide staff with input prior to preparation of the final scope of work and cost estimates FINANCIAL STATEMENT : Preliminary Cost Estimate: $139 ,805- $254,610 DESCRIPTION • In July of 1988 , the City Council approved staffs request to retain the services of a pool consultant to evaluate the operation and condition of the Dublin Swim Center. The pool consultant, August Waegemann, has completed the final report (shown in Exhibit A) and developed a proposed plan for renovation of the facility. It is suggested that the renovation of the swim center be broken into two categories: A. Temporary repairs to allow the operation of the Swim Center during the coming swim season. B. Permanent repairs to return the pool to a properly functioning entity with all components operating. Under temporary repairs, staff has summarized the recommendations of the consultant as follows: 1 . Further investigate pool shell to isolate the cause of water loss and seal leaks with underwater epoxy and/or recaulking. ESTIMATED COST: $500 2. Overhaul the boiler and heater and replace all defective controls , parts and/or fire box as required. ESTIMATED COST: $1 ,200-$3 ,500 3 . Replace 25HP pump and motor with two 10HP pump and motors. ESTIMATED COST: $8,000 (includes installation and time clocks) . 4. Re-calibrate griswold valves and set them so that the proper flow goes into each recirculation system. ESTIMATED COST: $250 5. Repair or replace DE filter leaf covers. ESTIMATED COST: $10 ,000 6 . Although not included in the pool consultants report, staff recommends replacement of the pool covers. ESTIMATED COST: $8 ,000-$10,000 TOTAL COST - TEMPORARY REPAIRS $27 ,950-$32 ,250 With regards to the aforementioned temporary repairs, staff previously received authorization from the City Council to proceed with boiler repair and replacement of the pump, DE filter covers and pool covers. The remaining two items , sealing of leaks and re-calibrating of griswold valves, can be accomplished through the repair budget for the Swim Center. Repair and/or replace skimmers and required deck work. ESTIMATED COST: $9 ,000 2 . Line entire pool and gutter with a fiberglass lining which will completely seal off all leaks in the pool shell. ESTIMATED COST: $56 ,000 3. Repair or replace deck coping. ESTIMATED COST: $6 ,000 (Epoxy Overlay)-$18 ,000 (Tile Coping) 4. Repair or replace entire deck. ESTIMATED COST: $30,000 (Epoxy and Aggregate Overlay)-$100 ,000 (New Concrete Deck) 5. Replace steel piping in the heating plumbing. ESTIMATED COST: $500 6. Option - Install a Chlorine Factory ESTIMATED COST: $20 ,000 TOTAL COST - LONG TERM RENOVATION $101 ,500-$203 ,500 The costs for long-term renovation, $101 ,500-$203 ,500 , warrant further investigation by staff prior to making a formal recommendation. Specifically staff intends to make field surveys of pools containing fiberglass surfaces as well as research the longevity and durability of epoxy/aggregate deck surfaces versus concrete deck surfaces. Based on the preliminary cost estimates included in the consultants report , it appears that the cost to renovate the Dublin Swim Center will fall between $139,805-$254 ,610 . Temporary Repairs $27 ,950-$32 ,250 Long-Term Renovation $101 ,500-$203 ,500 Consultants Fee $10 ,355-$18 ,860 Presently there is $101 ,200 available in the 1988-93 Capital Improvement Program for renovation of the Dublin Swim Center. This represents an approximate shortfall of $38,605-$153 ,410. Therefore staff will prepare final recommendations and cost estimates for the renovation prior to the development of the 1989-90 update to the Capital Improvement Program. It is staffs recommendation that the City Council review the report prepared by the pool consultant and provide staff with input prior to preparation of the final scope of work and cost estimates. Box 2340 Dublin, California 94568 Attn: Diana Lowart Director of Recreation Re: Dublin Swim Center Village Parkway Dublin, California Dear Ms. Lowart: In accordance with your request, I have made a second inspection of the subject pool. At this time, it is evident that the renovation of the subject project can be broken down into two categories: A. Temporary repairs to allow the operation of the swim center during the coming swim season. B. Permanent repairs to return the pool to a properly functioning entity with all components operating. To accomplish the objective of A. above, it will be absolutely essential to: 1. Exclude all water from the soil surrounding the pool, and 2 . Repair the essential components of the pool to secure optimum operation. In order to accomplish of 1) above, the following work will have to be done: A. Further inspect and determine that the two plugs in the wading pool are truly watertight. January 9, 1989 Page 2 B. Dye test all three expansion joints to determine the exact point of leakage and seal with underwater epoxy and then retest. C. Establish by dye test, exactly which gutter cracks leak and seal these cracks with underwater epoxy and retest. D. Replace all missing grout on the three skimmers and . dye test to determine if further leaks exist. Recaulk and seal until tight. E. Close off skimmer #7 so it will not operate to cut down on its leakage. F. Dye test all inlet fittings, light niches, vacuum fittings, main drain sump, and if leaks are detected, seal these areas with underwater epoxy putty. G. Replace sump pump in the main filter pit. See subsequent discussion. After all of this work is done, items A through G, the pool shell and mechanical system should be tight and can operate this coming season. All the above work can be done by Pool Time. In the mechanical room, certain work must be accomplished for this coming season's operations as follows: A. Overhaul the Brian boiler and heater and replace all defective controls, parts and/or fire box as required. A specialty contractor who can do this work is: Larry Ely 462-3773 The cost for this overhaul can range from $1,200.00 to $3, 500.00, depending on the amount of replacement required. B. Contact Paco Pump Company to determine the cost of repairing the main pump. If the current repair costs exceed $4, 000. 00, you might want to replace the pump and motor with one of the following alternatives: January 9, 1989 Page 3 1) One 15 HP pump and motor capable of 1, 150 gpm @ 40 ' TDH, 1,750 RPM #5095-7 with an impeller trimmed to 8". The cost of this pump delivered only is $3, 008.00 and weighs 500 pounds. with One 5 HP pump and motor capable of 300 gpm @ 40 ' TDH, 750 RPM #3070-7 with an impeller trimmed to 7.0" . The cost of this pump delivered only is $1,708.00 and weigh 200 pounds. or 2) Two 7-1/2 HP pump and motor capable of 600 gpm @ 40 ' TDH, 750 RPM #4095-5 with an impeller trimmed to 8. 19". The cost of this pump delivered only is $2,233.00 each and weights 310 pounds each. See discussion under long range repairs for the reasoning behind two motors. Note that should you elect to install 1) above for a total pump and motor cost of $4,716.00, then the total installed cost, complete with time clocks will be approximately $8,000.00. This work will require an engineering sketch. C. Have "Pool Time" contact the representative for griswold valves and have them calibrate all three griswold valves on the system and set them so that the proper flow goes into each recirculation system. These flow rates should be as follows: 6" pipe 525 gpm 6" pipe 525 gpm 3" pipe 100 gpm The cost of this work should be approximately $250. 00. D. Install stainless steel floats approximately 8" in diameter on the two main drain valves in the filter pit and set them so that the main drain lines start to open when the pit water line is 9" above the top of the filters. A (170) 411 January 9, 1989 Page 4 E. Repair holes in the filter elements by gluing patches over rips, tears and holes with epoxy cement, silicone or PVC glue. Sewing with leader lines is also acceptable. F. Start up the system and adjust all inlets in the pool to approximately 25 gpm in the shallow or middle section; 35 gpm in the deep end and 20 gpm in the kiddy section and wall inlets. When all of the above is completed, the pool can operate for the coming season with relative efficiency and performance. 2 . For a long term renovation, the following items can be undertaken in any order desired, or can be done . all at one time. A. Replace piping at skimmer #7 and repair all other leaking skimmers $ 1,000.00 B. Line the entire swimming pool and gutter with a fiberglass lining which will completely seal off all leaks in the shell, both current and future, for an approximate cost . of 56,000.00 C. Cut 16 tile notches in the gutter lip to reinstate the uniform skimming action required for healthful swimming 8,000.00 D. Tile the coping around the entire pool as an option Tile coping cost 18,000.00 Epoxy overlay cost 6,000.00 E. Replace the entire deck with new concrete colored and scored, complete with drainage 110,000.00 As an alternative, consider patching the existing epoxy with new epoxy and aggregate 30, 000.00 F. Replace all DE filter leaf covers 10,000.00 (:) January 9, 1989 Page 5 G. Replace steel piping in the heating plumbing. This steel piping is causing the rust stains in the existing pool. 500.00 H. Install parallel pump and time clocks which will save approximately 40% of the pumping energy costs 5,000.00 • This item is strictly an option. I. Install a Chlorine Factory which will eliminate the liability of gaseous chlorine and will save approximately 2/3 of your current chemical costs 20,000.00 This item is strictly an option. From the above itemization, it is evident that the renovation of the Dublin Pool can vary from $110,000.00 to $227,000.00. In order to properly select the alternates, the pros and cons must be analyzed and the results compared with the available budget. In the case of the deck, a very substantial difference ($80, 000.00) in the budget occurs. I feel certain that an acceptable overlay on the existing deck can be found within the $30,000.00 budget presented, but a considerable amount of research will be required before actual prices and comparisons can be made and presented. The work involved will require plans and specifications and competitive bids. I would be pleased to prepare the plans and specifications for 8% of the lowest bona fide bid, or of the estimate of cost based on the final plans, whichever is lower. Should the work to be done be less than $40,000.00, then the design fee will be 10% of the lowest bona fide bid. My services would include inspection during the course of construction to insure a project completely in compliance with the plans and specifications.
