FINANCIAL STATEMENT : None
DESCRIPTION In July of 1986 , the City' s Recreation
Department assumed the Field Scheduling responsibilities for the
Dublin Sports Grounds from the Dublin San Ramon Services
District. As part of the City' s agreement with DSRSD, it was
agreed that the City would utilize the fee schedule adopted by
the DSRSD Board as well as enforce any applicable park rules and
regulations Exhibit A contains the fee schedules and reservation
information that is currently utilized.
One of the 1987 goals identified by the Recreation Department,
and approved by the City Council, was to develop a field use
policy for the Dublin Sports Grounds. This goal was initiated by
staff who wanted to develop a comprehensive policy outlining the
steps involved in reserving a ball field, and by the Park and
Recreation Commission who wanted consideration given to waiving
fees for organized youth leagues.
Prior to developing a field use policy, staff met with the
various user groups to solicit their input and also obtained
field use policies from neighboring agencies. In addition, staff
sent out a questionnaire to the current user groups to obtain
more detailed information about their specific needs.
The Park and Recreation Commission considered development of a
field use policy at their August 11, 1987 and September 8, 1987
meetings (Exhibits B & C) . Based on the input received from the
Commission and the public, staff developed the proposed Dublin
Sports Grounds Field Use Policy as shown in Exhibit D.
The proposed policy divides users into five classifications and
identifies a priority system for use. The policy also outlines a
reservation procedure that staff feels will simplify the issuance
of permits . The fee schedule shown reflects the fees previously
charged by DSRSD. Although the Commission was initially in favor
of reducing or eliminating fees, they agreed to defer
consideration of a new fee schedule until the City had a more
accurate idea of the costs associated with operating and
maintaining the fields.
Therefore, it is the recommendation of staff that the City
Council adopt the following resolutions:
1. Resolution Establishing Policies and Procedures for the
Use of the Dublin Sports Grounds
2. Resolution Establishing Field Use Fees for the Dublin
Sports Grounds
The new policy will go into effect for the 1988 season beginning
March 1, 1988.

DUBLIN SPORTS GROUNDS USE POLICY
The Dublin Sports Ground are available to groups and individuals
on a permit basis. facilities available include 4 baseball
fields, 5 soccer fields (1 lighted) and 2 lighted softball fields.
The following classifications shall apply for the purpose of
determining applicable fees and charges as well as priority use:
CLASSIFICATION OF USERS AND PRIORITY USE:
I. Activities sponsored by the City of Dublin.
II. Organized youth groups and school districts with whom the
City has a reciprocal Facility Use Agreement.
Organized groups whose members are under 19 years of age,
under adult supervision and are recognized as having youth
serving purposes as their major objectives. Fifty-one
percent ( 51% ) of youth must be residents of Dublin.
A roster will be requested with names and addresses of
members.
III. Organized non-profit adult groups with 51% of their
membership being Dublin residents. A roster must be
submitted with a list of the members and their addresses.
IV. Private individuals or community groups (youth or adult ) not
open to the public and which are using the sports grounds for
private purposes. In this group are businesses located in
the City of Dublin and private individuals who reside within
the City of Dublin.
V. Non-resident individuals or groups with less than 51% of
their membership residing within the City of Dublin.
Use of the Dublin Sports Grounds shall not be granted:
a) To persons, groups, associations, clubs or organizations
desiring such use for "private gain", which term is
defined and herein to mean use for the principal purpose
of making a profit not pledged to be devoted to public
or welfare uses.
b) To any individual or group, political or otherwise, that
advocates the overthrow of the government of the United
States of America or the State of California by force,
violence or any other unlawful means.
c) When determined by the Director of Recreation, such use
may not be in the best interest of the City.
RESERVATION PROCEDURE:
1. In order to reserve the Dublin Sports Grounds a permit must
be submitted for classification approval. Use permits must be
picked up in person at the Dublin Recreation Department
Office, located at 11600 Shannon Avenue, Dublin. Permits
will be accepted by appointment only, between 9:00a.m. and
4:00p.m. , Monday through Friday. FEES MUST BE PAID AT THE
TIME THE PERMIT IS ISSUED.
2. The following deadline is established for acceptance of
permits to accommodate requests by the priority system.
Groups not meeting the established deadline will be
considered on a first-come-first served basis, as field
availability permits. Applications submitted less than two
working days prior to the date requested will not be
accepted.

a) Classification I may submit schedules up to one year in
advance.
b) Classifications II & III may submit schedules up to four
months from season' s starting date. Groups will be
responsible to submit proposed schedules including
dates, times and requested fields for league play and
tournaments.
c) Classification IV may apply for permits up to two
months from date requested.
d) Classification V may apply for permits up to one month
from date requested.
3 . Applicants must be at least 18 years of age.
4 . Any scheduling conflicts within the same classification will
be worked out first between those groups involved before a
permit is approved.
FEE SCHEDULE:
Casual Use Without Lights With Lights
. Baseball $ 4 .00/hr per field
Soccer $10.00/hr per field $30.00/hr per field
Softball $ 5.00/hr per field $15.00/hr per field
Continuous Use (Five consecutive days or one day per week
for five consecutive weeks)

Baseball $2 .50/hr per field
Soccer $5.00/hr per field $25.00/hr per field

1. There is a non-refundable fee of $5.00 for processing
permits.
2 . There is a $25 . 00 refundable deposit on keys.
3 . There is a cleanup/damage deposit of $100.00 which is
refundable if additional staff time is not required for
cleanup and no damage is incurred.
INSURANCE:
All continuous users must provide insurance which is due at the
time payment is made. Groups wishing to use fields for
tournaments must also provide insurance.
Applicants shall provide the City of Dublin with a valid
Certificate of Liability Insurance written through carriers
acceptable to the City of Dublin. Such certificate shall provide
Bodily Injury and Property Damage Liability protection at a
minimum limit of $500 ,000 per occurrence. This Certificate of
Insurance shall name the City of Dublin and the Dublin San Ramon
Services District as an additional insured in conformance with the
Hold Harmless Agreement as outlined in the Facility Use
Application and must specify that the user groups insurance shall
be primary to any insurance carried by the City and the District.
The Certificate of Insurance is due at the time final payment is
made.
PAYMENT:
Payments can be made by check, money order or cash. Checks or
money orders must be made out to the City of Dublin. If paying by
• ' check, the check must be drawn on the account of the person listed
as the applicant on the Dublin Sports Grounds Use Permit.

Casual Use - At the time a permit is accepted, full payment is
due.
Continuous Use - At the time a permit is completed and approved,
full payment is due.
IN CASE OF RAIN:
Always check the Field Condition Board prior to use. No practice
or play is permitted if the rain indicator light is on. Groups
are responsible for assuring that all their teams observe this
rule. Groups are responsible for setup of their own message relay
system to notify their members and to have their members check the
Field Condition Board prior to facility use.
CANCELLATIONS:
Credit will be issued if facility is not used DUE TO RAIN only if
the user notifies the office within 48 hours after scheduled use
date. Credit must be used within the season dates and cannot be
• carried over to the next season. Credit will be issued if the
facility will not be used on a scheduled date, if notice is given
14 days prior to scheduled use date. Any schedule changes must be
made in writing and approved by the Recreation staff. Refunds
will not be granted.
KEYS:
Keys will be issued on a sign-out basis to those groups wishing to
use the restrooms or lights. Please call 829-4967 at least 24
hours in advance to setup an appointment to pickup keys. Keys
will be issued to the applicant only Monday through Friday,
9 :00a.m.-4 :00p.m. Duplication of keys will not be permitted.
Casual Use - Keys returned next working day following permit
period.
Continuous Use - Keys returned one week following the end of
permit period.
GENERAL REGULATIONS
1. Field maintenance (drag, water, lines, etc. ) is not included
in fees.
2 . Equipment is not available for use.
3 . Only Recreation Department issued locks will be permitted on
facilities. User will be charged for re-keying if keys are
lost or not returned.
4 . The Dublin Sports Grounds are not available for use between
December 15 and March 1 without written approval of the City.

DESCRIPTION In July of 1986 the City of Dublin
assumed the responsibility for the scheduling of the Dublin
Sports Grounds from the Dublin San Ramon Services District. As
DSRSD owned and maintained the fields, the City agreed to assess
the user groups the fees established by the District and remit
85% of the fees collected to the District.
At the July 8, 1986 meeting of the Park and Recreation
Commission, Comissioner Hudak indicated a desire to develop a new
Field Use Policy for the Dublin Sports Grounds with consideration
given to waiving fees for youth leagues such as Little League and
Soccer. As a result, a subcommittee of the Commission consisting
of Commissioners Hudak and Schmitt was formed to assist staff
with developement of a new policy.
To date, staff has met with the various user groups to obtain
their input on fees and charges for field use and has also
obtained field use policies from neighboring agencies . In
addition staff sent out a questionnaire to current user groups to
obtain further information (Exhibit A) . The summary of the
questionnaire results are contained in Exhibit B. However a new
policy has not yet been completed.
In the 1987 Goals and Objectives adopted by the City Council, the
Recreation Department identified 20 goals to be accomplished.
The sixth goal, and one receiving a high priority rating from the
City Council, is to develop a field use policy for the Dublin
Sports Grounds . Staff has identified an anticipated completion
date for this goal of October, 1987 . In order to meet this date,
a draft policy will be submitted to the Commission at their
September 8, 1987 meeting.
With regards to development of the policy, staff would like
feedback from the Commission on the following:

DESCRIPTION ▪ At the August 11, 1987 meeting of the
Park and Recreation Commission, the Commission discussed
development of a Field Use Policy for the Dublin Sports Grounds,
as well as revision of the use fees currently charged to user
groups. Based on the input received from the Commission, staff
has prepared a proposed Field Use Policy and three options for
fee schedules.
The proposed use policy Exhibit A divides the users into five
classifications and identifies a priority system for use. The
breakdown is as follows:
I. City of Dublin
II. Organized Youth Sports Groups (Resident/Non-Profit)
III. Organized Adult Sports Groups (Resident/Non-Profit)
IV. Dublin Residents and Businesses
V. Non-Resident Individuals and Groups
The proposed policy also outlines a reservation procedure that
staff feels will simplify the issuance of permits.
Three options for fee schedules have been prepared by staff .
Option I
This option provides for free use by those groups identified in
Classification II (youth sports, schools) . All other users would
be assessed an hourly charge.
Option II
This option assesses a $5.00 per member charge for those groups
identified in Classification II in lieu of an hourly charge.
Classifications III, IV and V are assessed an hourly charge.
Although charging a flat fee per member would simplify the
collection of fees, it poses a number of problems. Based on
current membership of the three users groups identified in
Classification II, the per member fee would increase the costs
for Dublin Little League and Valley Christian School, but reduce
the costs for Dublin United Soccer League. A comparison of
hourly charges verses a per member fee follows:

1. There is a non-refundable fee of $5.00 for processing
permits.
2. There is a $25. 00 refundable deposit on keys.
3 . There is a cleanup/damage deposit of $100.00 which is
refundable if additional staff time is not required for
cleanup and no damage is incurred.
INSURANCE:
All continuous users must provide insurance which is due at the
time payment is made. Groups wishing to use fields for
tournaments must also provide insurance.
Applicants shall provide the City of Dublin with a valid
Certificate of Liability Insurance written through carriers
acceptable to the City of Dublin. Such certificate shall provide
Bodily Injury and Property Damage Liability protection at a
minimum limit of $500 ,000 per occurrence. This Certificate of
Insurance shall name the City of Dublin and the Dublin San Ramon
Services District as an additional insured in conformance with the
Hold Harmless Agreement as outlined in the Facility Use
Application and must specify that the user groups insurance shall
be primary to any insurance carried by the City and the District.
The Certificate of Insurance is due at the time final payment is
made.
PAYMENT:
Payments can be made by check, money order or cash. Checks or
money orders must be made out to the City of Dublin. If paying by
check, the check must be drawn on the account of the person listed
as the applicant on the Dublin Sports Grounds Use Permit.

Casual Use - At the time a permit is accepted, full payment is
due.
Continuous Use - At the time a permit is completed and approved,
full payment is due.
IN CASE OF RAIN:
Always check the Field Condition Board prior to use. No practice
or play is permitted if the rain indicator light is on. Groups
are responsible for assuring that all their teams observe this
rule. Groups are responsible for setup of their own message relay
system to notify their members and to have their members check the
Field Condition Board prior to facility use.
CANCELLATIONS:
Credit will be issued if facility is not used DUE TO RAIN only if
the user notifies the• office within 48 hours after scheduled use
date. Credit must be used within the season dates and cannot be
carried over to the next season. Credit will be issued if the
facility will not be used on a scheduled date, if notice is given
14 days prior to scheduled use date. Any schedule changes must be
made in writing and approved by the Recreation staff. Refunds
will not be granted.
KEYS:
Keys will be issued on a sign-out basis to those groups wishing to
use the restrooms or lights. Please call 829-4967 at least 24
hours in advance to setup an appointment to pickup keys. Keys
will be issued to the applicant only Monday through Friday,
9:00a.m. -4 :00p.m. Duplication of keys will not be permitted.
Casual Use - Keys returned next working day following permit
period.
Continuous Use - Keys returned one week following the end of
permit period.
GENERAL REGULATIONS
1. Field maintenance (drag, water, lines, etc. ) is not included
in fees.
2 . Equipment is not available for use.
3 . Only Recreation Department issued locks will be permitted on
facilities. User will be charged for re-keying if keys are
lost or not returned.
4. The Dublin Sports Grounds are not available for use between
December 15 and March 1 without written approval of the City.
The undersigned acknowledges receipt of a copy of the Dublin
Sports Grounds Use Policy.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
A RESOLUTION ESTABLISHING POLICIES AND PROCEDURES
FOR THE USE OF THE DUBLIN SPORTS GROUNDS
WHEREAS, effective January 1 , 1988 the City of Dublin
assumed the responsibility for recreational activities and
programs, to include scheduling of the Dublin Sports Grounds from
the Dublin San Ramon Services District; and
WHEREAS, the Dublin Sports Grounds is a community park
utilized much of the time by youth and adult sports groups for
organized sports leagues; and
WHEREAS, in addition to use by organized sports leagues the
park will be utilized by the community; and
WHEREAS, the sound management of a facility requires written
policies and procedures outlining the appropriate use of the
facility.
NOW THEREFORE, BE IT RESOLVED THAT THE City Council of the
City of Dublin does hereby adopt the Dublin Sports Grounds Use
Policy contained in Exhibit A, which shall serve as the official
guidelines in the management of the Dublin Sports Grounds.

WHEREAS, effective January 1 , 1988 the City of Dublin

programs, to include scheduling of the Dublin Sports Grounds from
the Dublin San Ramon Services District; and
WHEREAS, the Dublin Sports Grounds is utilized much of the

leagues, a field use fee is charged; and
WHEREAS, the revenue derived from field use fees is retained
by the City; and
WHEREAS, the proposed fee schedule reflects the rates

NOW THEREFORE, BE IT RESOLVED THAT THE City Council of the
City of Dublin does hereby adopt the Field Use Fees for the
Dublin Sports Grounds as contained in Exhibit A.
