DESCRIPTION • On July 1 , 1988 the City of Dublin
assumed the control and operation of the Valley Community Swim
Center. During Fiscal Year 1988-89 , $101 ,200 is budgeted for the
renovation of the Swim Center. In order to assist staff in
determining the extent of the renovation necessary, it is
recommended that we seek the services of a professional swimming
pool design specialist to evaluate the pool complex.
Staff has been in contact with August E. Waegemann, Consulting
Civil Engineer, who specializes in pool operation and design.
Exhibit A is a proposed Letter of Agreement with Mr. Waegemann
and the City which provides for the following services. :
1 . Perform on-site reconnaissance at the Valley Community
Swim Center, 8151 Village Parkway, Dublin, to evaluate
the operation and condition of the existing swimming
pool complex in order to determine the efficiency and
capability of the various elements of the system.
2. Prepare a written report with recommendations for
repair, rectification and/or improvement as well as
preliminary cost estimates.
The fee for these services is estimated to be $500.00.
{ Additionally Exhibit B, correspondence received from
Mr. Waegemann, gives a brief resume of his background and
experience.
It is staffs recommendation that the City Council approve the
proposed Letter of Agreement and direct staff to initiate the
study at a cost of not more than $500.00.

This letter sets forth the terms and conditions with regards to
consulting services for the Valley Community Swim Center.
CODE ENFORCEMENT

If your district operates a pool built before 1970, it is
possible that it might need an overhaul, renovation or other
corrective action. It is also possible that your district
might be contemplating a new swimming pool or a new pool
project. In any event, I feel that as a swimming pool design
specialist, I can be of invaluable service to you.
Enclosed herewith please find a very brief experience resume
with a partial list of pools that I originally designed and/or
renovated. Please feel free to call any or all of the
enclosed list of owners and experience what it's like to talk
to a really satisfied customer.
As a swimming pool design specialist, I can present you with
all possible alternatives, complete with pricing so that you
can make intelligent decisions regarding scope and phasing of
the work. My presentations and convictions are unbiased since
I neither represent nor sell construction or products.

blown design of any magnitude.

SUMMARY OF EXPERIENCE IN THE
DESIGN AND RENOVATION OF PUBLIC
SWIMMING POOLS
The firm has been continuously active in the design of Public Swimming Projects since
1951 and during this 35 years of experience has designed over 200 major projects.
These projects range from the Big Games Pool in Montreal, Canada; the University Pool
in Mexico City; 5 pools for Bechtel in Saudi Arabia; Tulane University big ten
competitive pool in New Orleans and the University of Oklahoma pool in Ardmore,
Oklahoma and many pools for Universities; Colleges; Junior Colleges; and High Schools
throughout the State of California.
In addition, during the last five years, we have been involved in the renovation of
many pool projects ranging from $12,000 to $300,000. Included herewith please find a
partial list of pool projects designed or renovated.
