SUBJECT: Downtown Dublin Specific Plan Status Update

EXECUTIVE SUMMARY:
The City Council will receive a report on the Downtown Dublin Specific Plan, including an
overview of the plan, an update on development activity in the downtown, recommended
implementation actions, and options to amend the Specific Plan.
FINANCIAL IMPACT:
None at this time.
RECOMMENDATION:
Staff recommends that the City Council receive the Staff presentation and provide feedback as
appropriate.

DESCRIPTION:
The Downtown Dublin Specific Plan (DDSP) consists of a comprehensive set of guiding
principles, standards, and design guidelines that are intended to guide and aid in the
implementation of the vision for development in Downtown Dublin over the next 20 years. The
DDSP was originally adopted in 2011, and three years later, it is a good opportunity to review
the document, assess the development progress that has been made in the Downtown, and
discuss actions to be considered in the future.
Staff will make a presentation to the City Council regarding the DDSP that will cover the
following topic areas:

1. Specific Plan Overview. The DDSP provides a vision, and also includes flexibility to
respond to market conditions. The DDSP has several key concepts that govern new
commercial and residential development in Downtown, which will be described in the
presentation.
2. Development Activity. Staff will provide an overview of development activity that has
occurred since the DDSP was adopted in 2011. This includes development projects that
have been constructed, pipeline projects that are anticipated to start construction shortly,
and projects that are currently in the planning and entitlement phase.
3. Specific Plan Implementation. There are two implementation items in particular on
which Staff is seeking City Council direction and feedback. The first item is a proposal to
formalize the process to allocate residential units from the Development Pool to proposed
projects. The second item is a status update on the Village Parkway Pilot Parking
Reduction Program. This parking program was adopted in January 2013 for a two year
period and waives the parking requirements for properties on Village Parkway. Staff will
present information on how the program has worked to date and seek City Council
feedback on the desire to either expire, extend, and /or expand the program.
4. Options to Amend the Specific Plan. Certain property owners on the west side of San
Ramon Road have expressed an interest in residential development of their properties.
Staff will present the City Council with options to amend the Specific Plan and enable
residential development of these properties.
In addition to the topics noted above that will be a part of Staff's presentation, the City Council
may decide to discuss other topics relevant to the implementation of the DDSP.
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
Public noticing is not required to provide an update to the City Council and to seek policy
direction, however, a notice of this meeting was sent to all property owners and tenants within
the 284 -acre DDSP area. A copy of the Staff Report was provided on the City's website.
