The City Council is being asked to consider proposed changes to the City's current Personnel
System. The proposed adjustments are based on the need to add and amend certain job
classifications.
FINANCIAL IMPACT:
The proposed changes to the Personnel System, if approved by the City Council, will become
effective immediately. No additional funding is required for proposed changes occurring in the
current Fiscal Year.
RECOMMENDATION:
Staff recommends that the City Council adopt a Resolution Amending the Classification Plan;
adopt a Resolution Amending the Salary Plan.

The City Manager proposes to reallocate personnel resources within the Public Works and
Administrative Services Departments. The proposed modifications provide organization
improvements to address changing workload priorities and to meet the City's current business
needs. Revisions to the City's Personnel System are needed as a result of these organizational
improvements.

CLASSIFICATION PLAN AMENDMENT:
Pursuant to the City's Personnel System Rules, a job description must be adopted for each
classification within the organization. The job description typically includes key elements,
knowledge, skills, abilities and requirements of the position. The job descriptions make up the
City's Classification Plan. Periodically, the City amends jobs descriptions to reflect current duties
and creates new job descriptions based on changing business needs.
The City Manager requested that the Personnel Officer develop, modify and /or enhance
classifications with duties and titles that reflect current roles and responsibilities and other
changes in scope of duties for a number of existing positions.
In recognition of departmental roles and responsibilities, the City Engineer classification is
proposed to become the Assistant Public Works Director /City Engineer. Additionally the
classification of Public Works Transportation and Operations Manager has been revised to
reflect the addition of environmental services to the work unit under the City's traffic engineering
function.
Lastly, a recent assessment of City services surrounding financial services resulted in a
departmental reorganization within the Administrative Services Department. The City Manager
requested the creation of a Senior Accountant classification to address the City's future
business needs in the administration and implementation of the City's financial, auditing, and
accounting programs.
Attached to the Resolution (Attachment 1) is Exhibit A through C, which are classification
descriptions for the positions of: Assistant Public Works Director /City Engineer, Public Works
Transportation and Operations Manager and Senior Accountant.
SALARY PLAN AMENDMENT:
The City's Personnel System includes resolutions that address salary ranges for and full -time
personnel and management positions exempt from competitive service. The attached
Resolution (Attachment 2) is a proposed amendment to the City's Salary Plan for the positions
of Public Works Transportation and Operations Manager and Senior Accountant. No salary
change is warranted for the classification title change for Assistant Public Works Director /City
Engineer.

AMENDING THE CLASSIFICATION PLAN
WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted
Resolution No. 30 -84 and subsequent resolutions which comprise the Classification Plan; and
WHEREAS, it is necessary to periodically add job descriptions in the Classification Plan.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Dublin amends
Resolution No. 30 -84 and subsequent resolutions to include the following revised job description:
Assistant Public Works Director /City Engineer (Exhibit A)
Public Works Transportation and Operations Manager (Exhibit B)
BE IT FURTHER RESOLVED that the City Council amends Resolution No. 30 -84 and
subsequent resolutions to include the following new job description:

BE IT FURTHER RESOLVED that these documents shall become a part of the official
Classification Plan for the City of Dublin; and that the changes contained herein shall be effective
August 19, 2014.

Title: Assistant Public Works Director /City Engineer

General Purpose:
Under direction of the Public Works Director, administers all engineering activities of the City;
functions as Street Superintendent and oversees those activities through subordinate supervision;
provides expert professional assistance to City Staff in areas of responsibility; performs related
work as required.
Distinguishing Characteristics:
The City Engineer has a broad range of independence within policy and procedural parameters and
works under minimal supervision. This is the top -level supervisory position in the division, functioning
as a senior Staff advisor to the Public Works Director. Incumbents are expected to have a breadth of
knowledge, creativity and experience to successfully manage a small engineering and contract
engineering staff handling a large number of complex projects.
Supervision Exercised:
Direct supervision and supervision through secondary supervisors is provided to personnel
assigned to the Division.
Essential Duties and Responsibilities:
The following duties are normal for this classification. The omission of specific statements of
duties does not exclude them from the position if the work is similar, related or a logical
assignment to this class.
Plans, organizes, assigns, directs, reviews and evaluates staff and activities in Engineering and
Traffic Engineering, which includes private development plan review; the planning, design,
contract construction and inspection of facilities; varied public works projects; and traffic
engineering studies.
Oversees or advises on the technical aspects of the City's Clean Water Program, including but not
limited to Regional Water Quality Control Board (RWQCB) issues and the City's Municipal
Regional Permit.

Title: Public Works Transportation and Operations Manager
FLSA: At- Will/Exempt /Designated Management
General Purpose:
Under administrative direction of the Public Works Director, the Public Works Transportation and
Operations Manager oversees specialized and highly technical projects related to transportation
planning, traffic operations management, specific maintenance services as well as management of
the City's environmental services function. The Public Works Transportation and Operations
Manager is responsible for planning, managing and coordinating the activities of the City's Traffic
Operations Center (TOC), City's transportation system, with specific emphasis on traffic signal
design, maintenance and operation; and traffic signal systems design, implementation and
communications. Additionally, the position also is responsible for the day to day management and
operation of the City's environmental services programs. Makes recommendations and provides
assistance to the Public Works Director; provides expert professional assistance to City Staff,
performs related work as required.
Distinguishing Characteristics:
The Public Works Transportation and Operations Manager is a management position responsible
for directing, supervising and participating in assigned activities of the Public Works Department
including formulating policy, developing goals and objectives, and developing and administering
budget of assigned program areas. Incumbents provide highly responsible and complex staff
assistance to the Public Works Director and have a broad range of independence within policy and
procedural limitations and work under minimal supervision. While the general parameters of the
job are defined, the employee is expected to select and put into effect work procedures and
practices which will lead to the effective and efficient accomplishment of Department/Division
goals. The incumbent is accountable for the effective supervision of personnel and the quality and
efficiency of services directed. Recommendations on the improvement of assigned program areas
are expected. The Public Works Transportation and Operations Manager is a an At -Will position
that is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA), exempt from
the City's Personnel System Rules and is a Designated Management position.
The Public Works Transportation and Operations Manager is distinguished from the position of
Public Works Manager and Senior Civil Engineer in that the former has management responsibility
for all aspects of assigned program areas within the Department. It is further distinguished from
the Public Works Director in that the Director has overall management responsibility for all areas
of the Department which include Engineering, Public Works Inspection, General and Traffic

General Purpose:

Under general direction performs professional accounting duties in the development and maintenance of
financial records, fund accounting, revenue and investments and /or budget; may perform or coordinate
City payroll functions, provides information to City staff regarding accounting practices and procedures,;
trains and provides technical direction to lower -level finance technician personnel, and performs related
work as required.
Distinguishing Characteristics:
The Accountant class is a journey level professional accountant assigned to the Finance Division of the
Administrative Services Department. The incumbent works with a high degree of independence and
confidentiality in performing payroll, accounting, and financial activities for the City. Successful
performance of the work requires knowledge of fund accounting practices and procedures, and fiscal
management. Responsibilities include direct contact with all City Department Directors, Division Managers
and other staff regarding, assigned financial activities. The class is distinguished from the lower level class
of Finance Technician series, which are technical support classifications not requiring the equivalent of a
four -year professional degree and has responsibilities of a technical processing nature.
Within the Accountant class, the Senior Accountant position is distinguished from the Accountant level
position by the ability to perform complex analysis of accounting transactions, to lead the year -end close
and audit process, and to make recommendations to Management regarding Government Accounting
Standards Board (GASB) statement implementations or related information.
Supervision Received and Exercised:
Receives general direction from the Assistant Director of Administrative Services; the Director of
Administrative Services may also make assignments.
May exercise functional supervision over assigned technical and clerical accounting staff including
temporary employees.

Provides responsible professional and technical assistance in the administration and implementation of the
City's financial, auditing, and accounting programs.
Oversees the accounting of revenue received including: determining the appropriate period to post revenue
in accordance with accounting principles, allocating revenue between funds, reviewing posting to general
ledger to ensure proper coding, and ensuring accounts receivable subsidiary ledgers balance to general
ledger.
Performs daily cash management; monitors cash flow; records investment transactions; assists with the
initiation of wire transfers; and maintains investment activity in portfolio management software.
Reviews, performs and /or coordinates payroll preparation and reporting which must be completed on
schedule, accurately, and in accordance with Federal, State, and City payroll reporting requirements and
labor regulations; coordinates with Human Resources implementation of benefit changes.
Oversees the City's revenue and billing function to ensure proper and timely recording of funds; updates
the City's Cost Allocation Plans as well as other revenue enhancement programs; monitors the City's
revenue including federal, state and county apportionments; may be assigned primary accounting
responsibility for Developer Deposits, Project Accounting, and reconciliation of other subsidiary ledgers.
Reviews financial entries prior to posting for proper coding, documents processing and other accounting
related activities. Researches and analyzes accounting records to determine variances /anomalies and
initiate corrective action. Prepares journal entries and reconciles general ledger and subsidiary accounts;
prepares monthly financial statements, prepares month -end and year -end closing entries.
Leads year -end close process, including coordinating with external auditors, and responding to comments
and questions, and making recommendations to the Director and Assistant Director on general ledger
entries.
Assists with internal control and auditing functions; prepares and ensures proper preparation of records for
various audits, and assists independent auditors; directs and participates in the preparation of various
financial and statistical reports.
Assists in reviewing various municipal service fees and rates including garbage rates, insurance costs, and
related cost issues;
Assists in budget preparation and implementation and participates in the forecast of additional funds
needed for equipment, materials and supplies; maintains budgetary control records and assists in
recommending and projecting annual expenditures.
Participates in the preparation of annual financial statements and notes, such as the preparation and
submittal of the Comprehensive Annual Financial Report (CAFR) as well as the State Controller's Report,
and other specialized governmental reporting.
Monitors grant revenues and expenditures, ensuring data is recorded in the City's financial accounting
system, and in compliance with reporting requirements of various Federal, State and private agencies.
Using City software system assists with the development, monitoring and adjustment of City operating and

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING THE SALARY PLAN FOR FULL -TIME PERSONNEL AND FOR
MANAGEMENT POSITIONS EXEMPT FROM COMPETITIVE SERVICE
WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted
Resolution No. 55 -14 and subsequent Resolutions which establish a Salary Plan for full -time personnel;
and
WHEREAS, the City Council adopted Resolution No. 56 -14 and subsequent Resolutions which
establish a Salary Plan for management positions exempt from competitive service in accordance with
the City's Personnel System Rules.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin add the
position of Senior Accountant and cover under Article I, Section A of the Salary Plan for Full -Time
Personnel; and
BE IT FURTHER RESOLVED that the following position shall be paid a monthly rate within the
following salary range with the exclusion of any Performance Pay Adjustment granted in accordance with
the adopted Personnel Rules:
Senior Accountant $ 7,880 - $ 9,850
BE IT FURTHER RESOLVED that the position of Public Works Transportation and Operations
Manager shall be amended and covered under Article I, Section A of the Salary Plan for Full -Time
Management Positions Exempt from Competitive Service; and
BE IT FURTHER RESOLVED that the following position shall be paid a monthly salary within the
following salary range with the exclusion of any Performance Pay Adjustment granted in accordance with
the adopted Personnel Rules:
Public Works Transportation and Operations Manager $ 9,963 - $ 12,453
BE IT FURTHER RESOLVED that this document shall become a part of the official Salary Plan
for the City of Dublin; and that the changes contained herein shall be effective August 19, 2014
