Foss, City Manager �?14 " SUBJECT: Adoption of No Parking Regulations in the Sorrento (West) Community Prepared by William Lai, Public Works Technician 11 EXECUTIVE SUMMARY: The City Council will consider formalizing no- parking zones along various streets in the Sorrento (West) community. These no- parking zones are recommended in areas where the street curb extends into the street, and thus creating insufficient space to accommodate on- street parking. Restricting on- street parking in these areas would eliminate safety concerns of potential conflicts between moving vehicles and parked cars. FINANCIAL IMPACT: The cost to implement the no- parking zones along the various streets in the Sorrento community by striping red curbs can be accommodated in the Fiscal Year 2014 -2015 street maintenance operating budget. RECOMMENDATION: Staff recommends that the City Council adopt a Resolution Amending the Dublin Traffic Code Approving Parking Regulations Along Various Streets in the Sorrento (West) community. ubmitte` By Public Works Director DESCRIPTION: \ Reviewed By Assistant City Manager In some areas of the Sorrento (West) community, street curbs partially extend into the adjacent roadway, purposely narrowing the width of the roadway. The intent of these curb extensions, or bulb -outs, is to reduce traffic speeds (Traffic Calming) by physically reducing the width of the travel way. This technique has been shown to improve safety for all road users on residential streets with lower traffic volumes. The half- street width in these areas in Sorrento (West) varies between 13 to16 feet. A parked vehicle would occupy eight (8) feet, leaving only five to eight (5 to 8) feet of usable roadway for vehicles. This forces drivers to cross over the centerline of the street in order to pass a parked Page 1 of 2 ITEM NO. 4.5 vehicle creating potential traffic conflicts with opposing traffic. At many such curb extensions, no formal parking restrictions exist. City staff received a complaint from the manager of the homeowner's association in this community that vehicles are often being parked in these areas, causing conflicts between opposing vehicles. Staff conducted a field investigation and confirmed there was insufficient width to allow parking in these areas. Staff brought this item to the Traffic Safety Committee (TSC) for discussion. At the recommendation of the TSC, Staff first installed yellow centerlines as a safety measure in an attempt to increase awareness of the insufficient width and deter drivers from parking in these spaces. However, motorists continued to park in these areas. At a subsequent TSC meeting, it was recommended that further measures were needed to appropriately enforce the intended no- parking zones, and it was decided that red curbs should be installed. Staff has received the support of the homeowner's association manager on this report's recommendation. The proposed resolution (Attachment 1) prohibits parking along parts of the following streets- 1 . Aviano Way 2. Capoterra Way 3. Palermo Way 4. Montalcino Street 5. Perugia Street 6. Location Map Page 2 of 2 RESOLUTION NO. — 14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE DUBLIN TRAFFIC CODE APPROVING PARKING REGULATIONS IN THE SORRENTO (WEST) COMMUNITY WHEREAS, on- street parking is currently unrestricted at curb extension areas in the Sorrento (west) Community; and WHEREAS, there is insufficient roadway width to allow on- street parking and maintain sufficient travel lane width in these areas; and WHEREAS, it is important to provide, in the interest of improved traffic safety an unobstructed path of travel for vehicles; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin hereby amends the Dublin Traffic Code and adopts the following parking regulation: Section 1: The following language shall be added to Section 6.28.010 ( "No Parking Zones: Designated ") of the City of Dublin Traffic Code: Aviano Way On the northerly curbline from the westerly curbline of Palermo Way, westerly a distance of 50 feet.
