SUBJECT: Composition of Fallon Sports Park Public Art Selection Committee

EXECUTIVE SUMMARY:
The City Council approved the 2014 -2019 Capital Improvement Program (CIP which included
the public art project at Fallon Sports Park. Staff is requesting direction at this time regarding the
composition of the Public Art Selection Committee.
FINANCIAL IMPACT:
The 2014 -2019 Capital Improvement Program (CIP) includes the Fallon Sports Park Public Art
Project (Project Number PK0515) which includes total combined anticipated project
expenditures for Fiscal Years 2014 -15 through 2015 -16 of $250,000. Funding will come from
the Public Art Fund, which is generated from in -lieu fees paid by residential and commercial
developments.
RECOMMENDATION:
Staff recommends the City Council approve the composition of the Fallon Sports Park Public Art
Selection Committee proposed by Staff.

DESCRIPTION:
On May 20, 2014 the City Council adopted the 2014 -2019 Capital Improvement Program (CIP),
including the public art project at Fallon Sports Park. Staff is prepared to proceed with the artist
selection process so that the art can be integrated into the Fallon Sports Park Phase II
development. The proposed site for the artwork is on the large slope at the north side of Central
Parkway near Lockhart Street as shown in Attachment 1.

Six artists were approved by the City Council at the May 4, 2014 City Council Meeting to be
retained in a pool of pre - qualified artists for this project. These artists will be invited to develop
site specific proposals for consideration by a Public Art Selection Committee.
Staff needs direction at this time regarding the composition of the Public Art Selection
Committee. Based on the guidelines in the Public Art Master Plan, Staff proposes to recruit for
an Art Selection Committee that would:
• Be an ad -hoc panel formed for a limited period of time and appointed by the Mayor, with
the consent of the City Council, with the responsibility of recommending an artist for
Fallon Sports Park;
• Be comprised of individuals representing the following interests: arts professionals,
community leaders, business owners, residents, gallery owners and art educators; and
o One or more panelists shall be a representative from the Heritage and Cultural
Arts Commission and the Parks and Community Services Commission.
o At least half the panel shall be Dublin residents
o One or more panelists shall be professional artists, architects or landscape
architects with experience in public art
• Have strong representation from partnering nonprofit organizations;
• Recommend to the Heritage and Cultural Arts Commission an artist to be commissioned
for the project;
• Review the proposals and other materials submitted by artists for the project;
• Look for the best fit between the artist and the requirements in the project prospectus and
guidelines; and
• Be sensitive to the public nature of the project and the necessity for cultural diversity in
the Public Art Program.
Based on these guidelines from the Public Art Master Plan, Staff recommends the creation of an
11- member Selection Committee with the following composition:
1) Heritage and Cultural Arts Commissioner
1) Parks and Community Services Commissioner
1) Senior Center Advisory Committee Member
1) Youth Advisory Committee Member
1) Public Artist (invitational based on scope of project)
1) Art Educator from a Dublin school
1) Dublin Fine Arts Foundation Board Member
1) Community Member — Dublin Unified Soccer League
1) Community Member — Dublin Little League
2) Community Members at Large
Heritage and Cultural Arts Manager — Facilitator (Non- Voting)
Parks and Facilities Development Coordinator— Technical Advisory (Non- Voting)
Architect of Record — Designer (Non- Voting)

If the City Council approves the Selection Committee Staff will conduct the recruitment for the
at -large and appointed positions in September, and present the Mayor's recommendation for the
Selection Committee Members to the City Council on October 21, 2014.
