Approval of Final Map for Tract 7515, Wallis Ranch (Development Solutions WR,
LLC)

EXECUTIVE SUMMARY:
Development Solutions WR, LLC, a Delaware Limited Liability Company, is filing a Final Map for
Tract 7515 (Wallis Ranch) to subdivide the area into 8 large -lot "neighborhood" parcels for future
development, 13 common area /open space parcels and 2 parcels for future public parks. In
addition, the Final Map will establish 3 "lettered" parcels to provide private access and utilities to
the remaining parcels of Tract 7515. Tract 7515 is bounded on the east by Tassajara Road, on
the north by Contra Costa County, and on the west by Camp Parks.
FINANCIAL IMPACT:
No public streets or infrastructure will be constructed as part of Tract 7515; therefore, the City
will not incur any maintenance costs associated with the Final Map for Tract 7515.
Pursuant to Dublin Municipal Code Chapter 9.28, a subdivider is required to dedicate park land
or pay a fee in lieu of dedicating such land as a condition of final map approval. All lots created
by Tract 7515 will require further subdivision in a Final Map in order to develop. Therefore, park
land dedication is not required with this Final Map, but will be required with subsequent Final
Maps developing the individual neighborhoods.
RECOMMENDATION:
Staff recommends that the City Council adopt the Resolution Approving the Final Map for Tract
7515, Wallis Ranch.

DESCRIPTION:
Chang Su-0 Lin is the current owner of the property within Tract 7515 (Wallis Ranch).
Development Solutions WR, LLC, a Delaware Limited Liability Company (Development
Solutions), the successor -in- interest to Trumark Homes, LLC., is currently in escrow to purchase
the property and is filing a Final Map for Tract 7515 ( "the Map ") to create lots for future
development (Attachment 1). The current owner, through her attorney Marty Inderbitzen,
consents to Development Solutions filing the Map (Attachment 2) with the understanding that
the Map will not be recorded until Development Solutions owns the property.
In order to facilitate financing, purchasing, and future development of the property, Development
Solutions requested that Dublin staff take the Map to the City Council for consideration prior to
Development Solutions owning the property. Development Solutions intends to take ownership
of the property within the next few months. The Resolution approving the Map has been drafted
to include a Resolution effective date. If approved, the effective date of the Resolution, and
subsequent recording of the Map, will be when Development Solutions takes title to the
property. The Resolution will become null and void if Development Solutions does not take
ownership on or before March 1, 2015. Furthermore, if approved, the City will hold the original
signed copy of the Final Map and provide it to the escrow company within two business days of
the escrow company providing notice to the City of actual date of escrow closing in which
Development Solutions will take title to property.
The Final Map for Tract 7515 will subdivide the land into 8 large -lot "neighborhood" parcels for
future development, 13 common area /open space parcels and 2 parcels for future public parks.
In addition, the Final Map will establish 3 "lettered" parcels to provide private access and utilities
to the remaining parcels of Tract 7515. Per the Planned Development Rezoning with Amended
Stage 1 and Stage 2 Development Plans for Wallis Ranch adopted by City Council on June 3,
2014 (Ordinance No. 11 -14), the backbone streets and infrastructure within the Wallis Ranch
development shall be constructed by the developer of the first neighborhood within Wallis Ranch
for which a subsequent Final Map is required. As such, Parcel A will be retained by
Development Solutions for future dedication as public streets. Similarly, Parcels B and C will
also be retained by Development Solutions for the future establishment of private streets within
the Wallis Ranch development.
All off -site improvements on Tassajara Road and Fallon Road, as defined in the Conditions of
Approval for Vesting Tentative Map 7515 (Resolution No. 68 -14), shall also be installed by the
developer of the first neighborhood within Wallis Ranch for which a subsequent Final Map is
required to be approved. As such, Parcel D will be retained by Development Solutions for future
public street dedication and improvement of Tassajara Road.
Because backbone streets and infrastructure improvements will not be constructed with Tract
7515, an improvement agreement and security are not required with the filing of this Final Map.
Agreements and securities will be executed and posted by the developer(s) of each subsequent
Final Map within Tract 7515.
The Final Map for Tract 7515 has been reviewed and found to be in conformance with the
Planned Development Rezoning with Amended Stage 1 and Stage 2 Development Plans for
Wallis Ranch adopted by City Council Ordinance No. 11 -14 on June 3, 2014 and the Vesting
Tentative Map and Conditions of Approval adopted by City Council Resolution No. 68 -14 on
May 20, 2014.

Staff has prepared a Resolution Approving the Final Map for Tract 7515, Wallis Ranch
(Attachment 3).
Park Land Dedication Requirements
Pursuant to Dublin Municipal Code Chapter 9.28, a subdivider is required to dedicate park land
or pay a fee in -lieu of dedicating such land as a condition of final map approval. All lots created
by Tract 7515 are for future development; therefore, park land dedication is not required with
this Final Map. Parkland dedications requirements will be satisfied by the developer(s) of each
subsequent final map within Tract 7515.
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
Public noticing occurred as part of the Tentative Map process. Approval of the Final Map is
affirmation of the Final Map's consistency with the approved Tentative Map. Copies of this
report have been provided to Marty Inderbitzen, attorney for Chang Su-0 Lin, and to
Development Solutions.

RESOLUTION NO. -14
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING THE FINAL MAP FOR TRACT 7515, WALLIS RANCH
WHEREAS, the Final Map for Tract 7515 (the "Map" governing the "Property ") in the
incorporated territory of the City of Dublin, State of California, has been presented to this City
Council for approval, all in accordance with provisions of the Subdivision Map Act of the State
of California and the City of Dublin Municipal Code; and
WHEREAS, Development Solutions WR, LLC, the successor -in- interest to Trumark
Homes LLC (the "Developer "), is in escrow to purchase the Property, and has executed the
Owner's Statement and Owner's Acknowledgement on the Map; and
WHEREAS, the current owner of the Property under the Map is Chang Su-0 Lin who has
consented in writing to the City processing and approval of the Map; and
WHEREAS, this Map approval shall only become effective, if and only if Development
Solutions WR, LLC, acquires fee title interest in the Property;
NOW, THEREFORE, BE IT RESOLVED that the Map attached hereto as Exhibit "A" is
hereby approved.
BE IT FURTHER RESOLVED that the City Engineer of the City of Dublin will transmit
the approved Map to Chicago Title Company within two business days after receipt from
Chicago Title Company of notification of the actual escrow closing date when Development
Solutions WR, LLC will take title of the Property.
EFFECTIVE DATE OF THIS RESOLUTION.
The City's approval of this Map shall not take effect and this Map shall not be recorded
until Development Solutions WR, LLC takes title to the Property under the Map. If
Development Solutions WR, LLC does not take ownership of the Property on or before March
1, 2015, then this Resolution shall become null and void. Developer and Development
Solutions WR, LLC shall provide written notification to the City Engineer when Development
Solutions WR, LLC assumes ownership of the Property. Developer or Development Solutions
WR, LLC shall provide the City with a conformed copy of the recorded Map. The Effective Date
of the Map approval under this Resolution shall be included as a note on the First Sheet of the
Map.
