Report by Diane Lowart, Parks & Community Services Director ATTACHMENTS: Correspondence from Ron Nahas, President, Dublin Fine Arts Foundation RECOMMENDATION: Approve request of Dublin Fine Arts Foundation to pursue projects for Shannon Park, Emerald Glen Park and the Dublin Ranch Phase I Neighborhood Park FINANCIAL STATEMENT: Cost to the City should not exceed $42,500; a request for funding will be submitted as part of the Fiscal Year 2001-2002 Budget. DESCRIPTION: In September of 1993 the City Council gave conceptual approval to the Dublin Fine Arts Foundation's proposed "Art in the Parks" program. The goal of the "Art in the Parks" program is to enhance City parks through the placement of artworks appropriate to each park's history, location, size and use. Since that time, the Foundation has completed commissions in Alamo Creek, Stagecoach, Mape Memorial and Kolb Parks. Correspondence has been received from Ron Nahas, President of the Dublin Fine Arts Foundation, requesting approval from the City Council to proceed with commissions for Shannon Park, Emerald Glen Park and the neighborhood park in Dublin Ranch Phase I. For Shannon Park and the Dublin Ranch Phase I Neighborhood Park projects, neighborhood selection committees would be assembled to select artists to prepare design proposals and maquettes that would be appropriate for the parks. The maquettes would be displayed in the Civic Center and following a public comment period, a final artist and design would be selected by the committee for approval by the Heritage and Cultural Arts Commission, Parks & Community Services Commission and City Council. The process for Emerald Glen Park would differ somewhat. As proposed, the Dublin Fine Arts Foundation Board would select an artist to work with the City's design consultant for Emerald Glen Park, Phase H. The artist would work with the design consultant to integrate art during the design phase. Design of Phase II is scheduled for Fiscal Year 2000-2001 with construction in Fiscal Year 2001-2002. As with the Shannon Park and the Dublin Ranch Phase I Neighborhood Park projects, the final design would be presented to the Heritage and Cultural Arts Commission, Parks & Community Services Commission and City Council for approval. For past Art in the Park projects, the City has funded approximately 25% of each project. Using this formula and the preliminary project budgets being contemplated by the Dublin Fine Arts Foundation, the cost to the City would amount to $42,500. However, the Dublin Fine Arts Foundation proposes submitting a separate fimding request aS part of the Fiscal Year 2001-2002 Budget at which time the final project budgets will be known. At the December 18, 2000 meeting of the Parks & Community Services Commission the Commission was asked to give conceptual approval to the proposed projects for Shannon Park, Emerald Glen Park and the neighborhood park in Dublin Ranch Phase I. The Commission, on a three to three vote, deadlocked on this request. Although the Heritage and Cultural Arts Commission did not specifically approve these projects, the draft Heritage and Cultural Arts Long Range Plan developed by the Commission puts forth a goal "to continue to work with Dublin Fine Arts Foundation to further the Art in the Parks program". It is the recommendation of Staff that the City Council approve the request of the Dublin Fine Arts. Houston and City Council Members City of Dublin 100 Civic Plaza Dublin, CA 94568 Re: Art in the Parks Dear Mayor Houston and Members of the City Council: As you know, one of' the principle undertakings of the Dublin Fine Arts Foundation has been an effort to commission original works of art in each of the City's parks. To date, we have completed commissions in Alamo Creek, Stagecoach, Mape Memorial and Kolb Parks. In 2001 we would like to focus on Shannon, Emerald Glen and the neighborhood park in Dublin Ranch, Phase I. The Board of Directors has reviewed Shannon Park with Diane Lowart, and identified an area within the park that we believe would be appropriate for artwork. A plan is enclosed. As we have done with the other four parks, our plan would be to assemble a neighborhood committee. Working with that committee, we would select artists to prepare design proposals and maquettes for display in the Civic Center. Following a public comment period, a final artist and design would be selected .by the neighborhood group. The selection would be presented for approval to the City Council. The size of Shannon will require a larger budget than previous parks. We anticipate a piece costing in the neighborhood of $50,000. A similar procedure would be followed with the new neighborhood park in East Dublin. We anticipate a commission of about $20,000 which is in keeping with the commissions in Mape Memorial and Kolb Parks. The size of Emerald Glen and the ongoing development process require a different approach. We have identified the area in Emerald Glen Park where we feel art could be best displayed. I have enclosed a copy of the plan with the area shaded. This includes a portion of the park at the corner of Tassajara and Central Parkway which has yet to be designed. The Foundation's Board would interview artists capable of handling a commission of this size and willing to work in concert with the designers of the fountain area at the corner. We would then · make a recommendation to the City Council for their final approval of the artist. The artist would work with the designer to integrate art during the design phase. When the final design was complete, it would be submitted to the City Council for approval. Mayor Guy Houston and City Council Members - 2 - Janua~ 10,2001 In the past the City of Dublin has funded approximately 25 percent of each of the projects for Alamo Creek, Stagecoach, Mape Memorial and Kolb Parks. Our preliminary budgets. for Shannon, Dublin Ranch and Emerald Glen are as follows: Shannon Park: Dublin Ranch Neighborhood Park: Emerald Glen Park: $ 50,000 $ 20,000 $100,000 When these budgets have been finalized and the timing of the commissions is more certain, we will be making a budget request to the City for a similar contribution. We expect the budget requests to be spread out over the fiscal years beginning this July and in July 2002. These requests will be in addition to the general support the City has so generously provided to the Foundation on an annual basis.
