SUBJECT: Recognition of Outstanding Work Conducted by the Dublin Police, Alameda
County Fire Department, and Alameda County Sheriffs Dispatch

EXECUTIVE SUMMARY:
Dublin Police Services Officers Jessica Schott, Gabriel Tamondong, Alameda County Fire
Captain Amanda Benfield, Captain Bryan Dillingham, Engineer Steve O'Neil, Engineer Scott
Krauss, Firefighter Lee Phillips, Firefighter Ed Bidmead, and Alameda County Sheriff's Office
Dispatcher Dennis Parish will be recognized for their outstanding work to rescue a two year-old
child who had accidentally fallen into a swimming pool at an apartment complex.
FINANCIAL IMPACT:
None.
RECOMMENDATION:
Staff recommends that the City Council recognize and commend the members of Dublin Police
Services, Alameda County Fire, and Alameda County Sheriff's Office Dispatch for the
outstanding collaborative effort to save the life of a two year-old child.

DESCRIPTION:
On Tuesday, September 9, 2014, at about 5:45 p.m., Alameda County Sheriff's Office
Dispatcher Dennis Parish received information via a 911 call that a two year-old boy had
accidently fallen into the community pool at a local apartment complex. It was unknown how
long the child had been in the water, but he was not breathing and was unresponsive.
Dispatcher Parish relayed the above information to Dublin Police Services as well as the
Alameda County Fire Department. Dublin Police Officers Jessica Schott and Gabriel

Tamondong were the first to arrive and located the two year-old child who was unresponsive,
not breathing, and without a pulse.
Officer Tamondong and Schott immediately checked the child's vital signs and determined they
needed to begin CPR. Officer Schott performed rescue breathing while Officer Tamondong
performed chest compressions. After approximately two rounds of CPR, the child could be
heard gasping for air and a pulse could be felt.
A short time later, Alameda County Fire Captain Amanda Benfield, Captain Bryan Dillingham,
Engineer Steve O'Neil, Engineer Scott Krauss, Firefighter Lee Phillips, and Firefighter Ed
Bidmead arrived and took over the medical treatment of the child.
Alameda County Fire personnel assisted in transporting the child to Valley Care Medical Center
where he was treated and later transferred to UCSF Medical Center for further observation.
On September 10, 2014, it was learned from medical staff that the child was alert, breathing on
his own and expected to make a full recovery. Medical staff at both Valley Care Medical Center
and UCSF Medical Center said there was no doubt that the efforts of the City's emergency
personnel saved the life of this child.
On September 24, 2014, Staff contacted the child's father who confirmed his son had made a
full recovery. He also wanted to give his appreciation to the outstanding work of all emergency
personnel who were involved in helping his son.
Without a doubt, the collaborative effort of Dublin Police Services, Alameda County Fire, and the
Alameda County Sheriff's Office Dispatch saved the life of a child. They used their training and
dedication to service to make a life changing difference in a family and a community.
