SUBJECT: Kaiser Foundation Health Plan, Inc. General Plan and Eastern Dublin Specific
Plan Amendment Study Initiation Request

EXECUTIVE SUMMARY:
The City Council will consider whether to initiate a General Plan and Eastern Dublin Specific
Plan Amendment Study to consider creating a new "Campus Medical" land use designation and
consider changing the land use designation on approximately 58 acres of property south of
Dublin Boulevard between Grafton Street and Fallon Road from Campus Office to Campus
Medical.
FINANCIAL IMPACT:
No financial impact to the City. All costs associated with preparing the General Plan and
Specific Plan Amendment Study, if authorized by the City Council, would be borne by the
Applicant.
RECOMMENDATION:
Staff recommends that the City Council either adopt the Resolution Approving the Initiation of a
General Plan and Eastern Dublin Specific Plan Amendment Study to consider creating a new
"Campus Medical" land use designation and consider changing the land use designation on
approximately 58 acres of property south of Dublin Boulevard between Grafton Street and
Fallon Road from Campus Office to Campus Medical; OR, adopt the Resolution Denying the
Request to Initiate a General Plan and Eastern Dublin Specific Plan Amendment Study to
consider creating a new "Campus Medical" land use designation and consider changing the land
use designation on approximately 58 acres of property south of Dublin Boulevard between
Grafton Street and Fallon Road from Campus Office to Campus Medical.

DESCRIPTION:
Kaiser Foundation Health Plan, Inc. ("Kaiser") is requesting City Council consideration to initiate
a General Plan and Eastern Dublin Specific Plan Amendment Study on approximately 58 acres
of property south of Dublin Boulevard between Grafton Street and Fallon Road.
The project site is shown in the Vicinity Map below:

Project
The property currently has a General Plan land use designation of Campus Office, which allows
for the development of a "campus-like setting for office and other non-retail commercial uses."
Typical uses include professional and administrative offices, research and development,
business and commercial services, and limited light manufacturing.
Kaiser acquired the property several years ago with the intent of eventually constructing a
medical campus to serve the greater Tri-Valley area. Kaiser is requesting that the City Council
consider a General Plan and Eastern Dublin Specific Plan Amendment Study to evaluate
changing the land use designation from Campus Office to a newly-created land use category:
"Campus Medical" to accommodate the proposed range of uses that Kaiser is considering for
the site. These uses could include medical office buildings, specialty care center, surgical
and/or hospital facilities, commercial uses that are complementary to the medical uses, and
structured parking (Attachment 1).
The General Plan does not currently have a land use designation that notes this specific
combination of uses. Therefore, Kaiser is proposing the new land use designation for this site in
order to provide them with greater certainty and flexibility regarding the proposed range of uses
that they anticipate for the site.

ANALYSIS:
It is the City Council's policy to initiate all General Plan and Specific Plan Amendment studies
prior to Staff accepting an application and beginning work on such projects. If the City Council
initiates a study for the Kaiser site, Staff will begin processing the project applications by-
1. Working with the Applicant to develop a detailed project description and concept land use
plan for the site;
2. Contracting with an environmental consultant to conduct the appropriate level of CEQA
review, documentation and technical environmental analysis; and
3. Completing a thorough analysis of the project proposals, including the General Plan and
Eastern Dublin Specific Plan Amendments, Stage 1 and Stage 2 Development Plan(s),
and Site Development Review as well as negotiating the Development Agreement deal
terms and finalizing the CEQA document.
Given the magnitude of this project, it is anticipated that there will be multiple points in the
General Plan and Eastern Dublin Specific Plan Amendment Study where it would be appropriate
the check-in with the City Council and receive direction. Staff will identify key issues and bring
them forward to the City Council during this Study process.
Work on the General Plan and Eastern Dublin Specific Plan Amendment Study would be
completed concurrently with processing any other entitlements that are requested by the
Applicant, including a Planned Development Rezone and Site Development Review for the
proposed medical campus project. Once the General Plan and Eastern Dublin Specific Plan
Amendment Study is complete, Staff would then bring the application to the Planning
Commission for a recommendation to City Council. The project would then move forward to the
City Council for their consideration.
Draft resolutions, either approving or denying the Applicant's request to initiate a General Plan
and Eastern Dublin Specific Plan, are attached to this Staff Report for City Council consideration
(Attachments 2 and 3).
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
Public noticing is not required to review a request to initiate a General Plan Amendment Study.
Although not required, the City mailed notices to all property owners and tenants within 300 feet
of the subject property. A notice was also published in the Valley Times and posted in the
designated posting places. A copy of this Staff Report was distributed to the Applicant and
Property Owner.
ENVIRONMENTAL REVIEW:
Staff recommends that this request to initiate a General Plan/Eastern Dublin Specific Plan
Amendment Study be found exempt from the California Environmental Quality Act (CEQA)
under Section 15306, Class 6 of the State CEQA Guidelines because initiation of the Study, in
and of itself, will not result in disturbance to an environmental resource.

Shopping Center to the east and the proposed Grafton Plaza to the west(the "Kaiser Parcel")
Dear Mayor Sbranti and Councilmembers:
Kaiser Foundation Hospitals, a California nonprofit public benefit corporation ("Kaiser"),requests
General Plan and Specific Plan amendments that will enable the multi-phased development of a new,
state-of-the-art medical campus project on the Kaiser Parcel (the"Project"), located in the Eastern
Dublin Specific Plan Area. We respectfully request that the City of Dublin (the "City") authorize its
planning and development staff to commence any necessary studies to proceed with the required
General Plan and Specific Plan amendments for the development of the Project on the Kaiser Parcel.
Kaiser intends at a future date to submit an application for the Project which will be subject to
environmental review under the California Environmental Quality Act, and community meetings and
hearings before the Dublin Planning Commission prior to requesting approval by the Dublin City
Council.
Kaiser requests that the City amend the General and Specific Plan land use designations for the Kaiser
Parcel,which is currently designated as `Campus Office' in both the General and Specific Plans. Kaiser
proposes a new designation—Campus Medical—which will accommodate both the medical and
commercial uses that Kaiser is currently considering for the Kaiser Parcel. This designation would
apply to the Kaiser Parcel only, and would not change the general land use designations under the
General or Specific Plans at any other location in the City.
Due to the dynamic changes in health care,Kaiser is still considering a range of options and uses for the
site and it is critical that it maintains the flexibility to supplement its traditional inpatient and outpatient
uses with commercial uses. This flexibility is important to support Kaiser's mission and create an
innovative medical campus environment in the City of Dublin. The current land use designation of
`Campus Office' in both the General and Specific Plans does not expressly allow for these uses. Kaiser
is still evaluating the optimal density of the Kaiser Parcel, but at present it anticipates phased
development of approximately 950,000 square feet of medical and supporting ancillary services on
roughly two-thirds of the Project site, and development of approximately 250,000 square feet of
commercial uses on the other one-third of the Project site.
The proposed Campus Medical land use designation will allow for the development of a state-of-the-art
medical campus with immediately adjacent compatible uses,reducing automobile trips and providing
additional sources of revenue for the City. The General Plan and Specific Plan amendments are critical
to Kaiser's efforts to bring enhanced health care services to Dublin and the Tri-Valley, and Kaiser
appreciates the City's consideration of its request.

NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby
