SUBJECT: Implementation of Parking Regulations Along St. Patrick-Way

EXECUTIVE SUMMARY:
The City Council will consider the implementation of no-parking zones along St. Patrick Way.
No-parking zones are proposed in areas where there is insufficient roadway width to provide on-
street parking and in areas where on-street parking would obstruct the visibility of motorists and
pedestrians. These no-parking zones are intended to eliminate potential safety concerns due to
conflicts between vehicles as well as provide greater visibility to conflicting traffic.
FINANCIAL IMPACT:
The cost to implement the no-parking zones along St. Patrick Way by installing street signs and
by painting red curbs can be accommodated in the Fiscal Year 2014-2015 street maintenance
operating budget.
RECOMMENDATION:
Staff recommends that the City Council adopt the Resolution Amending the Dublin Traffic Code
Approving Parking Regulations along St. Patrick Way.

DESCRIPTION:
There are currently no parking restrictions on St. Patrick Way between Amador Plaza Road and
Golden Gate Drive. Vehicles are being parked near intersections, driveways and inside right-
turn lane pockets. Vehicles parked in these areas cause sight visibility concerns for motorists
and pedestrians inside intersections and at exiting driveways. Vehicles are also parked in parts
of the roadway that do not have adequate width to accommodate on-street parking, causing
potential conflicts with vehicles in adjacent lane.
This item was reviewed by the Traffic Safety Committee (TSC) on July 14, 2014 and it was
recommended that staff paint parking stall markings on the pavement to provide better

delineation of parking areas. However, motorists have continued to park outside of the parking
stalls. At a follow up discussion at the TSC on September 17, 2014, it was recommended that
no-parking regulations be implemented and no-parking signs to be installed.
In order to alleviate this traffic safety concern, Staff is recommending implementing no-parking
zones along St. Patrick Way between Amador Plaza Road and Golden Gate Drive.
A draft resolution (Attachment 1) is included that would implement no-parking regulations on St.
Patrick Way.
A map delineating the areas to be marked as no-parking zones is included as Attachment 2.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING THE DUBLIN TRAFFIC CODE APPROVING PARKING REGULATIONS ALONG
ST. PATRICK WAY
WHEREAS, on-street parking is currently unrestricted along St. Patrick Way between
Amador Plaza Road and Golden Gate Drive; and
WHEREAS, there is insufficient roadway width to allow on-street parking and maintain
sufficient travel lane width in certain areas; and
WHEREAS, allowing on-street parking near intersections and driveways cause potential
safety concerns and sight visibility issues; and
WHEREAS, it is important to provide, in the interest of improved traffic safety, an
unobstructed path of travel for vehicles and provide an adequate amount of visibility for
motorists and pedestrians;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin
hereby adopts the following parking regulation:
Section 1: The following language shall be added to Section 6.28.010 ("No Parking
Zones: Designated") of the City of Dublin Traffic Code:
St. Patrick Way
On the northerly curbline from the easterly curbline of Golden Gate Drive, easterly a
distance of 110 feet.
On the northerly curbline from 170 feet east of the easterly curbline of Golden Gate
Drive, easterly a distance of 20 feet.
On the northerly curbline from 330 feet east of the easterly curbline of Golden Gate
Drive, easterly a distance of 10 feet.
On the northerly curbline from 440 feet east of the easterly curbline of Golden Gate
Drive, easterly a distance of 10 feet.
On the northerly curbline, from 210 feet west of the westerly curbline of Amador Plaza
Road, westerly a distance of 10 feet.
On the northerly curbline, from 170 feet west of the westerly curbline of Amador Plaza
Road, westerly a distance of 10 feet.
On the northerly curbline, from the westerly curbline of Amador Plaza Road, westerly a
distance of 50 feet.
On the southerly curbline, from the westerly curbline of Amador Plaza Road, westerly a
distance of 120 feet
On the southerly curbline, from 180 feet west of the westerly curbline of Amador Plaza
Road, westerly a distance of 10 feet
On the southerly curbline, from 230 feet west of the westerly curbline of Amador Plaza
Road, westerly a distance of 10 feet
