SUBJECT: Youth in Government Program

EXECUTIVE SUMMARY:
The City Council will consider the creation of an annual Youth in Government Program
(Program) and direct Staff to work with Dublin Unified School District on the coordination and
execution of this year's Program.
FINANCIAL IMPACT:
Staff anticipates an annual funding need of $1,000 for a Youth in Government Program. Funds
are available in this Fiscal Year's City Manager's Office Operating Budget.
RECOMMENDATION:
Staff recommends the City Council approve the establishment of a Youth in Government
Program and direct Staff to work with Dublin Unified School District to coordinate and execute
the Program this Fiscal Year.

DESCRIPTION:
The City of Dublin hosts a number of ways for youth to engage in the community. In addition to
the City's recreation programs, the City offers a public safety Youth Academy and several
opportunities throughout the year for youth to give back to the community, including Dublin Pride
Week.
Over the past three years, the City's executive team has been participating in a career day,
hosted by Dublin Partners in Education, at Valley High School to expose high school students to
various careers in local government. This experience has prompted Staff to explore more
concrete opportunities to provide our local youth with hands-on public service experience. Staff
has evaluated similar programs in other communities and is proposing the creation of a Youth
in Government Program.

The proposed City of Dublin Youth in Government Program is designed to provide an
opportunity for Dublin youth to get involved with City Government through tours, job shadowing,
and a City Council meeting experience. The Program would require the participation of the City
Council, Executive/Management staff, as well as local high schools and other City staff.
Staff is proposing the creation of a three-day Program. Components of the Program include:
• Orientation: held on-site at the chosen school to introduce the Program to participating
students; go through the schedule and expectations; and answer any questions.
• Day One: tour of the City and City facilities with lunch provided at the end of the tour.
• Day Two: a half-day shadowing (a) City Councilmember(s), Executive Team member, or
Management Staff member (depending on department/position interest shown in the
student's application). Day Two would conclude with students attending a City Council
meeting to prepare them for their own mock City Council meeting.
• Day Three: would take place the following week and would consist of students and Staff
participating in a mock City Council Meeting in the evening, with a Reception to take
place immediately after.
o For the mock City Council meeting, students would be responsible for working with
their assigned Staff person to prepare a mock Staff Report that they will present.
Mock Staff Reports will be originated by each participating City Staff member and
modified so that it is easy enough for the student to present.
If the City Council approves the creation of the Program, Staff will work with Valley High School
to coordinate the first year of the Program. Staff has already reached out to Valley High School
staff and they would like to participate in the first year, which is anticipated to take place in
March, 2015.
