SUBJECT: Consideration of Date of Volunteer Recognition Event and Appointments to
Citizens/Organization of the Year Ad-Hoc Committee

EXECUTIVE SUMMARY:
Each year, the City of Dublin recognizes a citizen, young citizen and organization of the year at
its Volunteer Recognition Event. As part of the process, an Ad-Hoc Committee comprised of
two Dublin City Councilmembers is needed to perform duties including arranging for impartial
judging and selection of winners. The City Council will consider appointment of two City
Councilmembers to the Ad-Hoc Committee as well as a proposed recurring date for the
Recognition Event.
FINANCIAL IMPACT:
None.
RECOMMENDATION:
Staff recommends that the City Council appoint City Councilmembers Hart and Haubert to the
Citizens/Organization of the Year Ad-Hoc Committee, and confirm the recurring date of the
Recognition Event.

DESCRIPTION:
In February of each year, the City of Dublin recognizes a citizen and young citizen who have
made a significant contribution toward enhancing the quality of life for residents of Dublin during
the past year. Additionally, the City recognizes a non-profit organization that has provided
services which have substantially benefited residents of Dublin. The Citizens and Organization
of the Year winners will be announced at the Volunteer Recognition Event. As part of the
Citizens/Organization of the Year process, an Ad-Hoc Committee comprised of two City
Councilmembers is needed to arrange for impartial judging of nominees and selection of
winners.

Last Year, Vice Mayor Biddle and Councilmember Gupta served on the Committee. This year,
Staff is proposing that Council confirm the proposed appointments of Councilmembers Hart and
Haubert to the Ad-Hoc Committee considering the upcoming election and their continued seats
on the Council. Staff has reached out to Councilmembers Hart and Haubert and they have
agreed to serve on the Committee pending approval by the entire City Council.
At its November 6, 2012 meeting, the City Council directed Staff to return with information
regarding the decision process for determining the Recognition Event date. The recurring date
of the event, "the Friday after the second Council meeting in February" was agreed upon by the
City Council at its July 18, 2006 meeting. At its November 20, 2012 meeting, the City Council
considered an alternate date of Wednesday, February 20, 2013 due to scheduling conflicts with
other City Councilmember commitments and agreed that the possibility of a new date can be
discussed as the recurring date continues to conflict with other City Councilmember
commitments.
For the last two years, the Recognition Event has been successfully held the Wednesday after
the second Council meeting in February. Staff is proposing that Council agree to a new
recurring date for the event, "the Wednesday after the second Council meeting in February",
which would schedule next year's event for Wednesday, February 18, 2015.
