Draft Minutes of the Regular City Council Meeting of October 7, 2014 Page 1 of 1 ITEM NO. 4.1 MINUTES OF THE CITY COUNCIL OF THE CITY OF DUBLIN 39 SPECIAL MEETING — OCTOBER 6, 2014 A special meeting of the Dublin City Council was held on Monday, October 6, 2014, in the City Council Chambers of the Dublin Civic Center. The meeting was called to order at 6:01 p.m., by Mayor Sbranti. ROLL CALL & PLEDGE OF ALLEGIANCE PRESENT: Councilmembers Biddle, Gupta, Haubert, and Mayor Sbranti ABSENT: Cm. Hart The pledge of allegiance to the flag was recited by the City Council, Staff and those present. 3. WORKSHOP 6:02 p.m. Cm. Gupta recused himself from the item as he lives within 500 feet of the property. Cm. Hart arrived at 6:09 p.m. The Grafton Plaza project site is a 14-acre vacant parcel located at the southeast corner of Dublin Boulevard and Grafton Street. The site has a General Plan/Eastern Dublin Specific Plan land use designation of Mixed Use 2/Campus Office and related Planned Development Zoning. These entitlements allow two options for development of up to 496,519 square feet. Option 1 allows an integrated mixed use development and permits up to 50% of the development area to be comprised of residential uses and Option 2 allows a campus office development. The City Council received a presentation by the Applicant outlining their vision for development of the project site and will solicit parameters under which that development could occur. The City Council was asked to provide the applicant with feedback and direction which would allow them to prepare a comprehensive submittal for additional entitlements on the site. The City Council received the presentation. Presentation of the League of California Cities Helen Putnam Award of Excellence to the City of Dublin 7:11 p.m. 3.2 The City Council received the award from the League of California Cities. Freedom From Workplace Bullies Week 7:16 p.m. 3.3 On motion of Cm. Hart, seconded by Vm. Biddle and by unanimous vote, the City Council proclaimed the week of October 19-25, 2014, as "Freedom from Workplace Bullies Week" in the City of Dublin. National Fire Prevention Week 2014 7:18 p.m. 3.4 On motion of Cm. Hart, seconded by Vm. Biddle and by unanimous vote, the City Council proclaimed October 5 through October 11, 2014, "National Fire Prevention Week" in the City of Dublin. Adopted (4.2) RESOLUTION NO. 163 — 14 APPROVING THE AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF DUBLIN AND NORTH STAR DESTINATION STRATEGIES Approved (4.3) the extension of the State of Emergency for an additional 30 days, as required by Government Code Section 8630(c), which states that the City Council shall review the need for continuing a local emergency at least once every 30 days until the governing body terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014, based on the fact that extreme drought conditions continue to exist within both the State of California and City of Dublin, and the threat to the safety and welfare of Dublin residents remains.
