BACKGROUND:
On November 8, 1993, the City entered into an agreement with Nationwide Companies to auction various
items including surplus vehicles and equipment. Nationwide conducts auctions from their northern
California facility located in Benicia. The Agreement includes the arranged pick up and transport of City
surplus items to their facility, and sale at auction. For this service, Nationwide keeps 10% of the price
brought at auction.
Previously, the Information Systems Division (ISD) used Nationwide to dispose of surplus computer
monitors, CPU's, and printers. The last dealing between Nationwide and ISD was the July 13, 2002
auction. Nationwide did not recover its costs in collecting and auctioning the City's surplus computer
equipment and therefore attempted to charge the City for the service. The result of this is that it is no
longer economical to use Nationwide for the disposal of surplus computer equipment. ISD has
investigated alternative methods of disposal such as direct sale to other municipal agencies and donation
to non-profit organizations that are willing to transport the equipment and accept it in an as-is, warranty-
free condition. However, to date, no policy has been approved.
DESCRIPTION:
Recently, Th-Valley Community Television (CTV) contacted the City to inquire whether the City had a
surplus printer that it would be willing to donate. CTV's current printer is 13 years old and has been used
well beyond its useful life. It has become unreliable, often misprinting documents such as checks and
invoices, and become prohibitively expensive to maintain and repair.

In response to this inquiry, the City notified CTV that it had several surplus printers that had exceeded
their useful life and had been placed in storage. The City provided CTV with the manufacturer and model
number as well as the page count of the best available surplus printer. CTV responded that the printer far
exceeded the capability and condition of their current printer. The printer dOes require servicing, however
CTV said that it would be willing to pay for this cost.
Since the City has not yet developed a policy regarding the donation of surplus property to non-profit
organizations, it is appropriate that the City Council authorize this donation.
RECOMMENDATION:
Staff recommends that the City Council authorize the City Manager to donate the designated surplus
printer to Th-Valley Community Television in an as-is, warranty-free condition.
