Dougherty Road from Sierra Lane to Dublin Boulevard, and
Dublin Boulevard from Dublin Court to Dougherty Road

RECOMMENDATION. Adopt Resolution of Intention, setting public hearing dates of
\ January 6 and February 3, 2004, for consideration of an Ordinance
establishing Underground Utility District 2003-01
FINANCIAL STATEMENT: This undergrounding project will be funded by California Public
Utilities Commission (P.U.C.) Rule 20A funds. The City has a
balance of $115,000 in its P.U.C. Rule 20A account as of FY 2003-
2004 and will accrue additional funds at a rate of about $125,000 per
year. It is possible to "borrow out" funds three years in advance,
which means the available funding at the beginning of Fiscal Year
2005-2006, including the "borrowed" funds, would be $865,000.
Estimated cost of undergrounding the utility facilities is $561,000.
There is also a possibility that proposed new development in this
area may pay for some of the underground work, dependent on the
timing of the development in relation to the timing of the District.
Some of the associated work, such as replacement of street lights
that are currently on existing wood utility poles, is not covered under
Rule 20A funds and will be paid from the Dougherty Road
Improvements, I-580 to Houston Place, capital improvement project.
DESCRIPTION: At its previously regularly scheduled meeting on December 2, 2003,
the City Council determined that the undergrounding of utilities on Dougherty Road from Dublin

Boulevard to Sierra Lane, and on Dublin Boulevard from Dublin Court to Dougherty Road, is next on the
priority list for utility undergrounding.
The widening of Dougherty Road from 1-580 to Houston Place is scheduled for construction during Fiscal
Year 2005-2006. The widening of Dougherty Road and the intersection improvements at Dougherty Road
and Dublin Boulevard are required to provide additional traffic lanes for the purpose of improving the
Level of Service (LOS) at the intersection. Preliminary design and environmental analysis for this project
are currently underway. It is proposed that the undergrounding of utilities take place in conjunction with
or prior to the construction of the Dougherty Road Improvements project.
Based on the information provided by paCific Gas and Electric (PG&E) for the available funding balance
in the Rule 20A allocation, and on the projected annual accumulation and allowable "borrow out"
provisions, it is estimated that a total amount of $865,000 in Rule 20A funding will be available in Fiscal
Year 2005-2006. The estimated cost of undergrounding the facilities is $561,000.
As part of the Dougherty Road Improvements capital improvement project, the City will need to install
new street lights due to the removal of existing lights on wood utility poles. Rule 20A funds do not cover
the installation of street lighting. For the Dougherty Road segment, eight street lights will require
replacement and will be included in the project scope of the CIP. The cost of the lighting installation is
estimated at $40,000.
Staff has performed a preliminary walk-through of the project site with representatives of PG&E, SBC
and Comcast. The current cost estimate for this undergrounding project is $561,000, based on
approximately 1,500 linear feet of utility undergrounding. The utility companies have indicated that a
more definite estimate can be calculated once the City's preliminary road construction plans are available.
None of the existing businesses have overhead services from the utility poles to be undergrounded in the
project limits; hence, there will be no expense to property owners resulting from undergrounding work.
The Dublin Municipal Code establishes a procedure' for the formation of underground utility districts.
This procedure requires adoption of a Resolution of Intention, which identifies the limits of the District,
sets a timeframe for the undergrounding to occur, and sets dates for public hearings for the Ordinance
creating the District.
Staff recommends that the City Council adopt the Resolution of Intention, setting public heating dates of
January 6, 2004, and February 3, 2004, for consideration of an Ordinance establishing Underground
Utility District 2003-01.

DUBLIN BOULEVARD FROM DUBLIN COURT TO DOUGHERTY ROAD
(UNDERGROUND UTILITY DISTRICT 2003-01)
WHEREAS, on December 2, 2003, the City Council received a report from the Director of Public
Works regarding the undergrounding of utilities on segments of various streets and priorities; and
WHEREAS, the City Council determined that the highest priority for undergrounding utilities is
the segment of Dougherty Road from Dublin Boulevard to Sierra Lane, and on Dublin Boulevard from
Dublin Court to Dougherty Road; and
WHEREAS, none of the existing businesses in the project limits have overhead services from the
utility poles to be undergrounded, hence there will be no expense to the property owners;
NOW, THEREFORE, BE IT RESOLVED as follows:

Pursuant to provisions of Municipal Code Chapter 7.12, the Dublin City Council intends to
establish Underground District 2003-01, on Dougherty Road from Dublin Boulevard to Sierra
Lane, and on Dublin Boulevard from Dublin Court to Dougherty Road, as delineated in Exhibit
"A" attached hereto.

Property owners shall be ready to receive underground distribution service by March 31, 2006,
and overhead u~t.ility distribution facilities must be removed no later than June 30, 2006.
Public hearings for the purpose of hearing protests and objections to the proposed Underground
Utility District 2003-01 shall be held on January 6, 2004, and on February 3, 2004.

The City Clerk is directed to give notice of such hearings in the manner designated in Municipal
Code Chapter 7.12.
