DESCRIPTION: The Parks and Community Services Department develops and
implements quality programs that strengthen community image, provide recreational experiences,
encourage healthy lifestyles and preserve the City's heritage. The Parks and Recreation Division provides
innovative recreation programs in the areas of family services, preschool, teens, sports, special events,
recreational activities, seniors and aquatics. Following is a summary of summer 2014 programs and
events.
RECREATIONAL ACTIVITIES
Recreational Activities are various classes and specialized activities taught by contracted instructors.
These offerings provided positive recreational experiences to the participants with opportunities to
enhance their health and well-being. There were a total of 1,067 registrations this summer, which is a
35% increase from the past summer. This increase is largely due to the addition of many new camps
being offered, particularly at the Library Community Room. This strategy was implemented to provide
more contracted camp options, which was received well by the public.
Following is a summary of registration over the past five years for Recreational Activities.

Attachment I is a detailed report of registration for Recreational Activities. Bombay Jam, and Pilates
Barre Sculpting were favorite adult activities this session. Popular youth camps included Gymnastics &
More Summer Camp, Gourmet Bake Shop, Introduction to Game Design, Camp Freeze Beat the Heat and
Cool Your Feet, and Robot Mania& Mysterious Techno Detectives.
PRESCHOOL PROGRAM
Camp Preschool
The "Camp Preschool" was redesigned in an effort to stimulate and refocus the camp. The new program
was titled "Camp Shamrock." The camp is for children three to five years of age and was offered at the
Shannon Community Center. There were 107 preschool age children registered for the six one-week
sessions held at the Shannon Community Center, which revolved around themes and play. During this
camp children were able to explore many activities including crafts, songs and stories.
There was a 25% decrease due to not offering camps at Emerald Glen Activity Center as the preschool
portables were scheduled to move due to the pending construction of the Emerald Glen Recreation and
Aquatics Complex.
Camp Dublin
In its second year, Camp Dublin was successful with two one-week camps offered at Heritage Park and
Museums for preschool age children. Camp Dublin was offered for two weeks in lieu of Camp Shamrock
with 53 participants registered. Children experienced a traditional style day camp and participated in a fun
filled half day of nature exploration, water play, outdoor activities and camp songs.

"Little Lovies" Story Time
A new story time program was offered this summer for children ages 18 months to four years. The
program took place for eight weeks, Monday through Thursday from 9:00 AM to 11:00 AM. There were
a total of 49 children registered for the summer session.

FAMILY SERVICES
Camp Emerald Glen, Camp Kolb and Camp Sunrise at Shannon Park
These summer camp programs are half-day camps held at parks for children entering 1st through 5`"
grades. The camps provide a fun and healthy alternative for children to be outdoors and play in a safe and
supervised environment. Camp Sunrise at Shannon Park took place Monday through Friday from 8:30
AM to 12:30 PM, and Camp Emerald Glen and Camp Kolb took place Monday through Friday from 1:00
PM to 5:00 PM. Activities included games, sports, swimming, excursions, and special events.
This summer, ten different types of morning sports camps were held at Emerald Glen Park and Kolb Park
on varying weeks. Staff has been enhancing program options by offering the Camp Connector program
and providing a Summer Camp "Weekly Overview" that lists camps by type, age and date. These

enhancements may be some of the reasons for the 6% increase in camp registrations. Following is a
summary of registration for the past five years.

Nature Day Camp
This full-day camp is for children in I" through 5`" grades and includes crafts, games, sports, excursions
and special projects all with a focus on ecology and nature studies. The camp provides participants with a
firsthand experience of nature through hiking, storytelling, scientific observations, and interpretive nature
walks. Campers gain perspectives about themselves, learn about interacting respectfully with nature and
discover that they are indeed an important part of nature.
Nature Day Camp took place Monday through Friday from 9:00 AM to 5:00 PM. "Extended Care" was
available on a weekly basis and allowed participants to arrive at 7:30 AM and stay until 6:00 PM. The
program was based in the "Nature Nook" at the Shannon Community Center. The program included
weekly excursions to regional parks and open space areas such as Martin Canyon Creek, Coyote Hills,
Ardenwood, Crab Cove, Sulphur Creek, Black Diamond Mines, Tilden Nature Area and Sunol
Wilderness Area. On Fridays campers went to the Dublin Swim Center and enjoyed the day at the pool.
A total of 284 youth participated in Nature Day Camp this summer. Children continue to enjoy the nature
focus of this program. Following is a summary of registration.

TEEN PROGRAMS
Dublin L.E.A.D. Program
The Dublin L.E.A.D. (Leadership-Experience-And-Development) program was open to teens entering 7cn
grade or higher. This new program combines the Junior Leader Program and Junior Aquatic Water Safety
Program. Participants had the opportunity to assist with summer camps and swim lessons throughout the
summer. They received training on a variety of job-related skills including: resume writing, job search
techniques and interview skills. Additional topics included how to lead an activity, how to engage
participants, water safety skills, playground park safety and supervising participants. Teens who
participated in past teen volunteer programs for more than two summers had an active role in coordinating
and implementing weekly camp activities and coordinating weekly trainings. This summer 75 L.E.A.D.
Leaders logged a total of 3,646 hours. The L.E.A.D. Leaders each gave an average of 48 hours this past
summer to the various summer camps offered by the Department. Following is a summary of
participation in the program.
This summer two first year lifeguards were hired who had previously participated in the JAWS Program.
Two teams of four Dublin L.E.A.D. members participated in the Northern California Junior Lifeguard
Games. The City of Dublin teams placed first and fourth overall at the competition.

ADULT SPORTS
Adult Bocce Leagues
Two Coed Bocce Ball leagues were held on Wednesday and Friday evenings with a total of eight teams
participating. The leagues began in July and ended in September and were held at Emerald Glen Park.

Adult Softball Leagues
The Men's "D" league was held on Tuesday nights and the Coed "D" softball league was held on
Thursday nights at Fallon Sports Park. The leagues began in June and concluded in August. Tearn
participation has increased primarily due to offering shorter seasons this year. Combined team
participation for spring and summer in 2014 is 35 teams compared to 23 teams in 2013, a 52% increase.

YOUTH SPORTS
Contracted Sports and Fitness Programs
Each quarter the City offers several sports programs by utilizing contracted instructors. Contracted sports
camps and classes offered during the summer included Arora Tennis, California Player Development
Academy, Challenger Soccer, Club VIP Volleyball, Dublin Basketball, Dublin Ranch Golf, Dublin
United Soccer, Kidz Love Soccer, Make Me a Pro, Skyhawks Sports Academy, and Wee Hoop. New
programming added this summer was from Core Volleyball. There was a 26% increase in overall
registration (contracted sports plus connecting afternoon Camp Emerald Glen, Camp Kolb or swim camps
at the Dublin Swim Center) this summer, which set an all-time high. The largest increase came from
Arora Tennis (43%) that added private lesson packages.

Junior Warriors Summer Youth Basketball Leagues
The six-week season of the Junior Warriors Youth Basketball program offered divisions for those
completing kindergarten through 7th grade. Previous summer leagues did not receive enough participation
for a girls division. Based on this history, a girls division was not created for summer 2014. Thus, girls
were invited to register and play within any existing boys divisions. All divisions had one clinic and one
game per week, except for the Boys 5th through 7th grade division which had no clinic and two games per
week. This summer all divisions were completely filled with waitlists for the first time.

AQUATICS PROGRAMS
The City operates the Dublin Swim Center that features two pools, a waterslide, diving board, group
picnic area, heated showers and locker rooms. The main pool consists of a free-form shallow area, 25-
yard lap lanes and a diving area. A one-foot deep wading pool is also available for toddlers and parents.
Following is a summary of the programs and classes offered at the Swim Center during the summer.

Swim Lessons
The swim lesson program offers group and individual lessons for all ages. Participation in the swim
lesson program increased slightly this year and set a five-year high. This year the program was included in
the Summer Activity Guide and in an Aquatics Guide that was distributed at the Swim Center, Dublin
Civic Center, Shannon Community Center, and the Dublin Library.

Swim Camps
The City provided a diverse weekly full-day camp experience by offering the "Camp Connector" program
that connects morning camps with afternoon camps at Camp Emerald Glen or the "Swim Camp" at the
Dublin Swim Center. Campers participating in morning sports camps at Dublin High School, Kolb Park,
and Stager Community Gymnasium had the option to also sign up for the Swim Camp in the afternoon
and have the camp leaders escort them to the Dublin Swim Center. Campers then enjoyed the afternoon
participating in Recreational Swimming and camp activities. Under the supervision of Aquatic Camp
Leaders, the participants also learned about water safety and enjoyed organized games in the water and on
dry land.
Participants were also able to register for the afternoon swim camp only, without participating in a
morning sports program. This summer nine weeks of Swim Camps were offered compared to eight
weeks last summer. There was a 53% increase in morning camps connecting to Swim Camp and a 29%
increase in overall total Swim Camp attendance. This set an all-time high. The increase is due in part to
the swim camps being split into two age groups this summer, 6-9 year olds and 10-13 year olds. The

Recreational Swimming
The Swim Center is open for recreational swimming Monday through Friday from 1:00 PM to 4:30 PM.,
Saturday and Sunday from 1:00 PM to 5:00 PM, and on Monday and Wednesday from 7:00 PM to 9:00
PM. The attendance during recreational swimming decreased 17% from last season. The decrease may be
attributed to the maintenance closure between June 30`x' and July 3`a. In addition to the closure, Valley
Christian School and the YMCA normally attend recreational swimming throughout the summer, but did
not attend in 2014.

Springboard Diving Lessons
Participants are taught the basics of proper diving, including the approach and takeoff, as well as various
dives from the one-meter springboard. Both afternoon and evening classes were offered. There was a
55% decrease in registration. Only one class met the minimum registration requirement. Due to the
ongoing lack of registration for this program it will be cancelled in the future to make better use of the
large amount of pool space this class occupies.

Competitive Stroke Lessons
Three sessions of Competitive Stroke Lessons were held during the summer. The summer competitive
stroke program offers extra instruction in competitive stroke technique, starts, turns and finishes. There
was a 61% increase in registration, which set a five-year high. The increase can be attributed to the
growth in the popularity of the competitive swimming programs at the Dublin Swim Center.

Fitness Programs
The City's aquatic fitness programs included Lap Swimming and Water Walking. Water Aerobic classes
were not offered this season due to the overall decline of the program in recent years.
Lap Swimming and Water Walking are drop-in programs that included morning and evening sessions on
weekdays. Participants could pay a daily admission fee or purchase a punch pass at a discounted rate. Lap
swimming and water walking attendance decreased by 28%. This can be attributed due to a decrease in
participation for the Tri-Valley Triathlon Club practice during the lap swim times and the maintenance
closure from June 30th to July 3rd

Junior Dublin Green Gator Swim Team
The Junior Green Gator swim team gives participants the opportunity to learn about competitive
swimming in a non-competitive environment. Practices were scheduled three days a week and participants
showcased their improvement during two non-competitive practice swim meets. Participation increased
by 7% in this program's fourth season.

Dublin Green Gator Swim Team
The Dublin Green Gator Swim Team was open to any child who had not reached their 19'h birthday by
June I". The Green Gators participate in the Tri-Valley Swim League and the tearn is dedicated to
improving stroke technique, building endurance, creating teamwork, and providing a fun experience to
boost swimmer self-esteem. Practices were held daily from Memorial Day through the last week in July.
The season culminates with the league championship meet. The Green Gator Swim Team finished the
dual meet season with a record of six wins and one loss and placed second at the league championship
meet. This was the most successful season in their history.

Party Program
The group picnic area at the Swim Center can be reserved to hold a party during recreational swimming
hours. There is a fee to reserve the party area and the swimming admission fees are the same as
Recreational Swimming fees. This summer, the number of parties was the same as 2013 and overall party
attendance increased 26%. Party attendance is determined by the party host.

Private Pool Rentals
Community groups, businesses and individuals can rent the Swim Center for private functions. The Swim
Center is available for private rentals when it is not open for programs or recreational swimming. This
summer, there were the same amount of rentals compared to last year. Rental attendance is determined by
the party host.

SPECIAL EVENTS
Family Campout
Family Camp Out provides an opportunity for participants to experience outdoor camping with their
families without traveling a long distance. Only minutes from their homes yet it felt like miles away. The
Camp Out took place Saturday, July 12`" through Sunday, July 13`" at Alamo Creek Park. A variety of
activities and entertainment were planned as well as a barbeque dinner and a light continental breakfast.

There were 205 participants that enjoyed a variety of activities that included kickball, dodge ball, relay
games, arts and crafts, s'mores and campfire songs by "Cowboy Jared." Families had plenty of
opportunities to make new friends. The Camp Out event also helps strengthen community image and
create a sense of place for participants. (The Family Campout at Emerald Glen Park occurs in the fall
session and will be included in the Fall Quarterly Report.)

Picnic F1ix
This summer, the City presented its free movie series, "Picnic Flix," on Friday evening's beginning at
dusk in Emerald Glen Park. The series included three films and drew approximately 3,200 people in
combined attendance. Staff conducted trivia contests asking questions related to the respective film. There
were prizes donated by merchants from the Hacienda Crossings shopping center. For the film "Remember
the Titans," Staff secured an autographed and official team memorabilia item from the actual high school
and 1972 team the film was based on in Alexandria, Virginia.
ShamROCK'n Sundays
Also hosted during the summer months at Emerald Glen was "ShamROCK'n Sundays," a series of free
concerts held on Sundays from 5:00 PM — 7:00 PM. The concert series featured cover bands playing a
variety of pop and dance hits from assorted genres. Approximately 750 people overall attended the
concerts.
Sponsors for both the film and concert series included: Cornerstone Realtors, DR Horton, Hacienda
Crossings, Palo Alto Medical Foundation, Sungevity and Fallon Dental. There were food and beverage
vendors at the films including Lantern Catering, Volcano Splash and Iron Horse Kettle Korn. Lantern
Catering and Volcano Splash also sold items to guests at the concerts.
SENIOR CENTER
The Dublin Senior Center offers activities and events that promote healthy living for seniors, and the
opportunity to build new friendships through recreation. The following is a summary of the 2014 summer
quarter. A detailed attendance report can be found in Attachment 2.

The Senior Center experienced a 17% increase in Drop-In attendance and a 3% increase in Programs and
Activities attendance. Overall this was a 5% increase in total Senior Center attendance. The increase in
Drop-In attendance includes seniors utilizing the lounge area more frequently to socialize and for
activities. Total volunteer hours decreased by 18%. On July 1, Open Heart Kitchen (OHK) began
providing a congregate lunch meal program at the Dublin Senior Center. Prior to July 1 Spectrum
Community Services had been providing lunch. OHK recruits and manages volunteers through its website
only. The Senior Center volunteers who previously volunteered directly with the Senior Center now
volunteer directly with OHK. Staff estimates that four volunteer hours are provided by OHK each day.

Large growth was experienced in some classes including Balance and Agility, Fit Over 50 Exercise, Mah
Jong, Saturday Art and Afternoon Ballroom Dance. New programming this quarter included Foot Fitness
and Healing Yoga.
Special luncheons included a Father's Day theme in June with 46 attending, a Patriotic themed luncheon
in July with 41 attending and a Broadway Melodies theme in August with 45 attending. The Senior
Foundation Ice Cream Social had a turnout of 80 participants in June. A crowd of 41 dancers attended a
Line Dance Social in August.
