SB 343
Senate Bill 343 mandates supplemental materials that have been
received by the City Clerk's office that relate to an agenda item after
the agenda packets have been distributed to the City Council be
available to the public.
The attached documents were received in the City Clerk's office after
distribution of the October 21, 2014 City Council meeting agenda
packet.

Response to Environmental Comments
Introduction
The City of Dublin issued a Mitigated Negative Declaration for this project on
September 30,2014,to ensure California Environmental Quality Act compliance.
The proposed project would include construction of recreation and aquatic
center as part of Phase 4 of Emerald Glen Community Park.
The project site is located on the west side of Tassajara Road,east of Tassajara
Creek and north of Central Parkway.The site is in the approximate center of
existing Emerald Glen Park.
The Mitigated Negative Declaration was published and circulated for a 20-day
review as required by CEQA and CEQA Guidelines.
Two comment letters were received:
• Comment Letter 1:Dublin San Ramon Services District dated 10/17/14
• Comment Letter 2: Alameda County Flood Control&Water
Conservation District, Zone 7 (Zone 7)dated 10/16/14.
Following is a response to this comment.
Letter 1:Dublin San Ramon Services District
Comment:The District does not anticipate that the proposed project would
impact the District in providing potable water,recycled water or wastewater
collection and treatment services in the City of Dublin.The District will require
use of recycled water for landscape irrigation and other places on the project site
where appropriate.
Response:This comment is noted and no further response is required.

Comment A:The commenter notes that the Zone 7 Water Agency is the
wholesale water supplier to the Dublin San Ramon Services District. Zone 7
notes that they use both imported surface water and groundwater from the local
groundwater basin to supply customers. Zone 7 manages the local groundwater
basin to avoid long term Iowering of the water table.
Response:This clarification is noted and no further response is required.
Comment B: The Zone 7 representative notes that any increase in impervious
surfaces is typically mitigated through payment of Development Impact Fees.

Subject: Comments- Notice of Intent to Adopt a Mitigated Negative Declaration
For Phase 4 Emerald Glen Park and Recreation and Aquatic Center
Dear Mr. Rooney:
Thank you for the opportunity to review and comment on the Notice of Intent to Adopt a
Mitigated Negative Declaration for Phase 4 Emerald Glen Park and Recreation and Aquatic
Center, located at the northwest corner of Tassajara Road and Central Parkway. This location in
the City of Dublin is within the service area where Dublin San Ramon Services District (DSRSD)
currently provides potable water service, recycled water service and wastewater collection
services. As such, the project has interest for us in regards to item 17 of the Environmental
Impacts, Utilities and Service Systems.
This specific report does not anticipate any changes by the City that would impact DSRSD in
providing potable water, recycled water or wastewater collection and treatment services in the
City of Dublin. DSRSD will require this project to use recycled water for landscape irrigation in
those places where the use of recycled water meets DSRSD requirements and guidelines. We
also agree that the project would have a less than significant impact on the environment in the
area of utilities and service systems.
