SUBJECT: Budget Appropriation to Renovate the City Council Chambers

EXECUTIVE SUMMARY:
The City Council will consider appropriating funds to renovate the City Council Chambers from
its Cable TV Facilities Fund, a non-General Fund revenue source.
FINANCIAL IMPACT:
The cost to renovate the City Council Chambers is estimated to be $325,000, which monies are
proposed to be appropriated from the City's Cable TV Facilities Fund.
RECOMMENDATION:
Staff recommends that the City Council approve Budget Change.

DESCRIPTION:
The City Council Chambers last received an upgrade in Fiscal Year 2002-2003. The 2003
improvements included the purchase and installation of the video cameras and equipment for
the broadcast of City Council meetings to the community. Additionally, the broadcast control
room was built and equipped in the alcove directly behind Staff's seating at the City Council
dais. Other components of the project included adding lighting to improve the quality of meeting
broadcasts and the purchase of equipment to improve audio and visual presentations.
Staff, along with staff from Tri-Valley Community Television, has been looking at more modern
facilities at other cities over the past few months to determine whether another update would be
warranted to ensure that Dublin's Chambers have the latest technology and provide the best
opportunity to showcase the meetings for the public, especially in light of the continued
broadcast of the meetings via Tri-Valley Community Television.

As part of the City Council Chambers renovation project, Staff is recommending making the
following changes/updates to the City Council Chambers: replace lighting, install station
monitors at each City Councilmember's station at the dais, possible dais replacement, replace
furniture, replace the carpet, and conduct various technology upgrades, such as microphone
enhancements to name a few. Staff will be working closely with Tri-Valley Community Television
to complete this project with project completion expected in the Fall of 2015. Therefore, Staff is
recommending that the City Council approve the Budget Change (Attachment 1) appropriating
$325,000 within the Civic Center Modification Design and Construction Capital Improvement
Project (CIP — G14099).
