OF THE CITY OF DUBLIN 4= REGULAR MEETING —OCTOBER 7, 2014 CLOSED SESSION A closed session was held at 6:33 p.m., regarding: PUBLIC EMPLOYEE PERFORMANCE EVALUATION Title: City Attorney A regular meeting of the Dublin City Council was held on Tuesday, October 7, 2014, in the City Council Chambers of the Dublin Civic Center. The meeting was called to order at 7:02 p.m., by Mayor Sbranti. ROLL CALL PRESENT: Councilmembers Biddle, Gupta, Hart, and Mayor Sbranti ABSENT: Councilmember Haubert Cm. Haubert arrived during the Closed Session. PLEDGE OF ALLEGIANCE The pledge of allegiance to the flag was recited by the City Council, Staff and those present. REPORT ON CLOSED SESSION Mayor Sbranti stated there was no reportable action during Closed Session. On motion of Cm. Hart, seconded by Cm. Haubert and by unanimous vote, the City Council added Urgency Item 8.6, Authorization of Out of State Travel for Appointed City Delegate, to the agenda. DUBLIN CITY COUNCIL MINUTES ,., 1 VOLUME 33 REGULAR MEETING OCTOBER 7, 2014 ORAL COMMUNICATIONS Recognition of Outstanding Work Conducted by the Dublin Police, Alameda County Fire Department, and Alameda County Sheriffs Dispatch 7:01 p.m. 3.1 The City Council recognized the members of the Dublin Police, Alameda County Fire Department, and the Alameda County Sheriffs Dispatch for outstanding work. Presentation of the League of California Cities Helen Putnam Award of Excellence to the City of Dublin 7:11 p.m. 3.2 The City Council received the award from the League of California Cities. Freedom From Workplace Bullies Week 7:16 p.m. 3.3 On motion of Cm. Hart, seconded by Vm. Biddle and by unanimous vote, the City Council proclaimed the week of October 19-25, 2014, as "Freedom from Workplace Bullies Week" in the City of Dublin. National Fire Prevention Week 2014 7:18 p.m. 3.4 On motion of Cm. Hart, seconded by Vm. Biddle and by unanimous vote, the City Council proclaimed October 5 through October 11, 2014, "National Fire Prevention Week" in the City of Dublin. Annual Investments Report 7:20 p.m. 3.5 The City Council received the Annual Investments Report. CONSENT CALENDAR 7:37 p.m. Items 4.1 through 4.8 Mayor Sbranti pulled Item 4.5, and Assistant City Manager Linda Smith pulled Item 4.8, for further discussion. On motion of Vm. Biddle, seconded by Cm. Gupta and by unanimous vote, the City Council took the following actions: Approved (4.1) Minutes of the September 16, 2014 Regular City Council Meeting. Adopted (4.2) RESOLUTION NO. 163 — 14 APPROVING THE AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF DUBLIN AND NORTH STAR DESTINATION STRATEGIES Approved (4.3) the extension of the State of Emergency for an additional 30 days, as required by Government Code Section 8630(c), which states that the City Council shall review the need for continuing a local emergency at least once every 30 days until the governing body terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014, based on the fact that extreme drought conditions continue to exist within both the State of California and City of Dublin, and the threat to the safety and welfare of Dublin residents remains. Gupta and by unanimous vote, the City Council adopted RESOLUTION NO. 165— 14 AUTHORIZING TEMPORARY STREET CLOSURES FOR THE 2014 CAMP PARKS VETERANS DAY 5K/10K RUN • -- Assistant City Manager Linda Smith pulled Item 4.8, Approval of a Community Benefit Agreement between the City of Dublin and Bay West Development Partners IV, LLC for a Mixed-Use Retail/Residential Project, for further discussion. PUBLIC HEARINGS Adoption of the Dublin Bicycle and Pedestrian Master Plan and Associated Amendments To the Dublin General Plan, Eastern Dublin Specific Plan, Dublin Village Historic Area Specific Plan, Downtown Dublin Specific Plan and Dublin Zoning Ordinance 7:43 p.m. 6.1 Mayor Sbranti opened the public hearing. Dave Campbell, East Bay Bicycle Coalition, provided public comment on this item. Kristi Marlean, Dublin resident, provided public comment on this item. Mayor Sbranti closed the public hearing. Hart and by unanimous vote, the City Council authorized preparation of a Community Benefit Agreement based on the negotiated deal points summarized in this report; and determined that final authority on the SDR be given to the City Council. Gupta and by unanimous vote, the City Council designated Cm. Hart and Cm. Haubert as the City Council's representatives to discuss compensation with the City Attorney. Authorization of Out of State Travel for Appointed City Delegate 10:31 p.m. Urgency Item 8.6 On motion of Mayor Sbranti, seconded by Cm. Hart and by unanimous vote, the City Council appointed former City Manager Joni Pattillo as the City's delegate, and authorized her travel, to New York City the week of October 20 to accept an award on behalf of the City of Dublin.
