ADJOURNED REGULAR MEETING —NOVEMBER 4, 2014
An adjourned regular meeting of the Dublin City Council was held on November 4, 2014, in the
City Council Chambers of the Dublin Civic Center. The meeting was called to order at
5:32 p.m., by Mayor Sbranti.
ROLL CALL
PRESENT: Councilmembers Biddle, Gupta, Hart, Haubert, and Mayor Sbranti
ABSENT: None
PLEDGE OF ALLEGIANCE
The pledge of allegiance to the flag was recited by the City Council, Staff and those present.
ORAL COMMUNICATIONS
Update on Shop Local Holiday Campaign and
Proclamation in Recognition of Small Business Saturday - November 29, 2014

The City Council accepted the report and proclaimed November 29, 2014, as Small Business
Saturday in Dublin.

Mayor Sbranti pulled Item 4.7 for further discussion.
On motion of Cm. Hart, seconded by Cm. Gupta and by unanimous vote, the City Council took
the following actions:
Approved (4.1) Minutes of the October 21, 2014 Special City Council meeting and Regular City
Council meeting.
Approved (4.2) the extension of the State of Emergency for an additional 30 days, as required
by Government Code Section 8630(c), which states that the City Council shall review the need
for continuing a local emergency at least once every 30 days until the governing body
terminates the local emergency, continue the State of Emergency that was declared on
March 18, 2014, based on the fact that extreme drought conditions continue to exist within both
the State of California and City of Dublin, and the threat to the safety and welfare of Dublin
residents remains.

Mayor Sbranti pulled Item 4.7, Acceptance of Work— Energy Efficient Upgrade (CIP— G10913)
for further discussion.
On motion of Mayor Sbranti, seconded by Vm. Biddle and by unanimous vote, the City Council
adopted
RESOLUTION NO. 189 - 14
ACCEPTING ENERGY EFFICIENCY IMPROVEMENTS TO CITY OF DUBLIN FACILITIES
and approved the Budget Change.

the City Council continued this item to the February 3, 2015 Regular City Council meeting.
On motion of Cm. Haubert, seconded by Cm. Gupta and by unanimous vote, the City Council
continued Items 7.1, Automatic External Defibrillator Program Update, and 8.1, Strategy for Use
of Downtown Public Improvements Reserve to a future meeting.
OTHER BUSINESS
No reports were made by the City Council or Staff.
ADJOURNMENT

There being no further business to come before the City Council, the meeting was adjourned at
7:37 p.m. in memory of Staff Sgt. Sean Diamond and our fallen troops.
