SUBJECT: Library Expansion Project

EXECUTIVE SUMMARY:
The 2014-2019 Capital Improvement Program has funding to build out the expansion space
adjacent to the Children's Area at the Dublin Public Library. This project is a partnership
between the City of Dublin and Alameda County Library and will provide tenant improvements,
furnishings and technology for a unique multi-function space. The City Council will receive an
update on the partnership, design and construction plans.
FINANCIAL IMPACT:
The total project budget is $129,756 from the Public Facilities Fee Fund, of which $98,800 is
available for tenant improvements and furnishings. Alameda County Library will provide the
technology infrastructure and equipment for the space.
RECOMMENDATION:
Staff recommends that the City Council receive the Staff presentation, provide feedback on the
proposed program and design, and authorize Staff to advertise the project for bids.

DESCRIPTION:
Staff has been meeting with the Interim Alameda County Librarian to discuss the use of the
small expansion space at the Dublin Public Library. The entire 37,000 square foot exterior shell
of the building was completed in April 2003 and 30,000 square feet was occupied, leaving two
areas with the remaining 7,000 square feet for future expansion. This project provides for the
completion of the smaller 1,850 square foot unoccupied expansion space adjacent to the
Children's Area to create a vibrant hub for partnerships between the Library and many local
organizations.

Program Vision
Library and City Staff envision the expansion area as a multi-function program space for
traditional and cutting-edge Library programs to support a wide range of new learning
opportunities. The space will support core public library services such as early literacy and job-
seeking programs, while also pursuing new programming initiatives aimed at fostering the
development of 21St Century skills for all ages. As a result the space will promote the creative
use of technology to foster shared interests and experiences, and herald creative thinking,
empowerment and problem solving. Library staff proposes to accomplish this by:
• Pursuing community engagement.
• Actively initiating collaborative partnerships among education, business, and community
and government leaders.
• Making new technology available that will include the most state-of-the-art tools.
• Offering traditional programs built around literacy, job-seeking, and entrepreneurship,
while actively pursuing cutting edge opportunities such as STEM/STEAM learning,
coding, idea sharing, and maker space, for instance.
• Encouraging experiments and pilot programs.
• Identifying strategies to sustain the relevancy of the space and its ability to achieve its
goals in a rapidly changing technological environment.
Library staff will build on existing partnerships and establish new collaborations to offer an array
of classes and events to engage residents in lifelong learning, education, civic engagement and
cultural enrichment. Potential programmatic uses may include (but are not limited to):
• Early literacy classes
• School-aged Literacy
• Computer learning center
• Homework Help
• STEM/STEAM Programs (Lego Club, computer coding classes, Minecraft Mods, Maker
Programs, Art IS Education workshops, and science programs in association with Berkley
Lawrence Hall of Science)
• Children's storytelling
• School class visits
• Classroom space for community programs and meetings
The technology in this space will make possible a whole new vision for library programming.
Children will be able to enjoy seeing stories come to animated life through iPads synced to a
larger screen. Dedicated laptops and wireless hotspots will allow teens to explore STEM-based
programming via coding classes, design or 3D printing. The teleconference system will provide
classroom participants the ability to virtually connect and collaborate with people a world away.
A large-scale HDTV "Video Wall" will allow for everything from community-watch parties to
remote author book talks. The technology of the library expansion will make the Dublin Public
Library a cutting-edge community destination that will draw visitors from the entire region.
Project Scope
Bull Stockwell and Allen Architects (BSA) is the architectural firm that designed the Library and
the City has retained BSA to develop the plans for this project. City Staff and County Library
Staff have met with the Architect to discuss the programmatic opportunities in order to maximize
the utility and flexibility of the space. Attachment 1 is a floor plan showing the location and size
of the project area.

The expansion space has existing lighting, mechanical systems, as well as carpeting and
finishes that match the Library space that is currently open to the public. Therefore the tenant
improvements will be minor for this project. The space will have acoustical separation from the
open children's area and accommodate 40 to 50 people audience style, or about 25 people
classroom style. The project includes the removal of the interior wall, installation of doors and
windows, completing the finishes and provision of furnishings. Furniture will be light weight,
foldable and adult sized. Attachment 2 shows examples of the type of furnishings the Architect
is considering for the project. Sliding doors will allow the space to be open to the rest of the
Library or closed off when in use by other programs and when physical separation is desired. A
separate entry from the main hallway could allow the room to be used, if desired, during hours
when the Library is closed, similar to the existing Community Room. However, after business
hours use will require further discussion and coordination with the Library to ensure the security
of the Library materials and equipment, and that outside use does not negatively impact Library
operations and services.
The City's construction budget for the Library Expansion is $98,800 which will provide for tenant
improvements and new furnishings. The technology components including laptops, tablets,
audio-visual equipment, charging stations and HDTV video-wall will be provided by Alameda
County Library. It is anticipated the design phase will be complete in January 2015 and the
project will go out to bid in February. Construction will be complete in June 2015.
In addition to the work being proposed, Library Staff are exploring options to enhance the
existing Teen Area. Future Teen Area improvements may include the expansion of space for
teen activities within the existing Library group study areas (as shown in Attachment 1).
Enhancements may include signage, a laptop bar, and merchandising type displays that attract
teen users and promote learning. Funding for the Teen Area would be provided by the Alameda
County Library. The timing of this project is unknown at this time.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
A copy of the staff report was sent to the Alameda County Library.
