EXECUTIVE SUMMARY:
The City's Personnel System is governed by several documents. Each document addresses a
specific set of issues. The Staff Report identifies proposed changes to the City's current Part-
Time personnel system. The proposed adjustments are based on the need to add a new part-
time job classification.
FINANCIAL IMPACT:
None.
RECOMMENDATION:
Staff recommends that the City Council review the proposed modifications to the City's
Classification and Part-Time Salary Plan, and adopt: 1) the Resolution Amending the
Classification Plan; and (2) the Resolution Amending the Salary Plan for Part-Time Personnel.

DESCRIPTION:
On an annual basis, the City of Dublin utilizes a number of temporary part-time personnel that
provide necessary services to the City. The City's Parks and Community Services Department
hires the majority of the City's part-time personnel who are assigned to various program areas.
Over the past several years, the City has grown and so have the number of activities offered by
the Parks and Community Services Department. This has increased the span of control and the
numbers of customers the permanent staff have been serving, thereby increasing the
complexity of program logistics and generating the need for higher-level assistance with
program coordination.

Pursuant to the City's Personnel System Rules, a job description must be adopted for each
classification in the organization. The job description typically includes key elements,
knowledge, skills, abilities and requirements of the position. The job descriptions make up the
City's Classification Plan.
The City Manager agreed with part-time staffing modifications and requested that Human
Resources create the new part-time classification pursuant to the scope of duties. Attached to
the Resolution (Attachment 1) is Exhibit A, which adds the Program Specialist job description to
the City's Classification Plan.
Included in the City's Personnel System are Resolutions that address salary ranges for part-time
and full-time personnel. The attached Resolution is a proposed amendment to the City's Salary
Plan for part-time personnel (Attachment 2). After the new part-time job description was
developed, City Staff took the part-time classifications to market for development of the
appropriate salary range and alignment within the City's existing part-time Salary Plan. The
Salary Plan Resolution (Attachment 2) establishes the following hourly salary range for the new
part-time Program Specialist classification:
• Program Specialist $25.00 - $40.00 per hour

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING THE CLASSIFICATION PLAN
WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted
Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan; and
WHEREAS, it is necessary to periodically add job descriptions to the Classification Plan.
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent Resolutions
shall be amended to include the following position(s):
Program Specialist (Exhibit A)
BE IT FURTHER RESOLVED that this document shall become a part of the official Classification
Plan for the City of Dublin; and that the changes contained herein shall be effective December 16, 2014.

Title: Program Specialist (Part-Time Temporary)
FLSA: Non-Exempt
General Purpose:
The purpose of the Program Specialist classification is to assist in the development,
organization, and operations of programs and projects within the City.
Distinguishing Characteristics:
Employees assigned to this classification are responsible for performing a broad range of
tasks that support planning, coordinating and implementing programs within an assigned
area. The incumbent is expected to perform routine and difficult staff work and take
specific responsibility for the assigned programs.
Supervision Received/Exercised:
The Program Specialist receives direction from management personnel, and may receive
technical and functional supervision from other administrative, professional or technical
personnel. As appropriate, may exercise technical and functional supervision over part-
time recreation staff.
Essential Duties and Responsibilities:
The following duties are normal for this classification. The omission of specific statements
of duties does not exclude them from the position if the work is similar, related or a logical
assignment to this class.
• Under supervision, assists with planning, coordinating and implementing programs and
projects within an assigned area.
• Provide assistance in the analysis, implementation and monitoring of City programs.
• Assist in the development of new program elements and program modifications as
necessary to meet stated goals and objectives.
• Conduct surveys and perform routine research and statistical analyses as requested;
prepare related reports.
• Compile materials and assist in the preparation of reports, manuals, publications and
miscellaneous public information literature.
• Oversee part-time recreation staff as assigned, and review the activities of volunteers.
• Assist with administrative tasks including the maintenance of records, files and other
data.
Exhibit A
• Participates in assessing supplies needed for programs and requisition additional
supplies as needed.
• Assists in the assurance that City activities start and finish in the prescribed manner
and time frames.
• Build and maintain positive working relationships with co-workers, other City
employees and the public using principles of good customer service.

Minimum Qualifications:
Knowledte of:
Techniques and methods related to the coordination of the assigned program or project.
Basic budgeting techniques.
Pertinent local, State and Federal laws, ordinances and rules.
English language usage, spelling, punctuation, and grammar.
Principles and practices of record keeping.
Principles and practices of standard safety precautions.
Methods of program planning and evaluation.
Operational characteristics of the assigned Parks and Community Services program or
project.
English usage, vocabulary, spelling and punctuation.
Customer service techniques.
Ability To:
Assist with planning, coordinating and implementing programs and projects.
Communicate in an effective manner, both orally and in writing.
Use a personal computer, including word processing, spreadsheet, database, and desktop
publishing applications.
Establish and maintain cooperative working relationships with those contacted in the
course of work.
Attend day, evening, and weekend meetings and events.
Problem-solve conflicts and disputes.
Analyze, interpret and explain program policies and procedures.
Prepare written reports, newsletters, flyers and other written materials.
Exercise good judgment, tact and courtesy.
Physical Standards:
The physical standards described are representative of those that must be met by
employees to successfully perform the essential functions of this class. Reasonable

On a continuous basis, know and understand all aspects of the job; intermittently analyze
work papers, reports and special projects; identify and interpret technical and numerical
information; observe and report operational and technical policy and procedures.
On an intermittent basis, sit at desk for long periods of time, stand, walls, and bend while
conducting/reviewing programs; squat, climb, kneel and twist intermittently when setting
up various programs; perform simple grasping and fine manipulation; and lift or carry
weight of 50 pounds or less. While performing duties, the employee is regularly required
to use written and oral communication skills; read and interpret information; resolve
customer services issues; interact with City staff, volunteers, vendors, and the public.
Training and Experience:
Any combination equivalent to education and experience is likely to provide the required
knowledge and abilities. A typical way to obtain the knowledge and abilities would be:
Education: Course work equivalent to an Associate's Arts or Science Degree (A. A. or
A. S.) from an accredited college or university with major course work in
an area of study relevant to the assigned program area.
Experience: Two years of progressively responsible paid experience in programming
and project areas representative of the assigned program area.
Licenses; Certificates; Special Requirements:
Any offer of employment to an adult who will have direct contact with minors is
conditional upon submission of a completed fingerprint screening and a satisfactory
background check.
Possession of a valid California Class C Driver's License and a Certificate of Automotive
Insurance for Personal Liability.
Current certification in First Aid and CPR is preferred.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
RESOLUTION AMENDING THE SALARY PLAN FOR TEMPORARY PART-TIME PERSONNEL
WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted
Resolution No. 79-87 and subsequent Resolutions which establish a Salary Plan for Temporary, Part-
Time Personnel.
WHEREAS, on June 21, 2011, the City Council adopted Resolution 94-11 which is the most
recent amendment to the Salary Plan for Temporary, Part-Time Personnel.
NOW, THEREFORE, BE IT RESOLVED that the position of Program Specialist shall be covered
under Resolution 94-11 and subsequent Resolutions.
BE IT FURTHER RESOLVED that the position of Program Specialist shall be paid an hourly rate
within the following salary range in accordance with the adopted Personnel Rules:
Program Specialist $ 25.00 - $ 40.00
BE IT FURTHER RESOLVED that this document shall become a part of the official Salary Plan
for the City of Dublin; and that the changes contained herein shall be effective December 16, 2014.
