Why do you want to be on the City Council?
For the past decade, 1 have enjoyed living and serving this community, from co-leading a variety of school
fundraising initiatives to now serving on the Parks and Community Services Commission. I have gladly
invested a great deal of time and energy towards making Dublin a wonderful community. I am seeking the
opportunity to serve this city on a broader level, where I can collaborate with the Council and City staff in
enriching our community for the future. My overall goal is and always will be to find ways to improve the
quality of life for Dublin residents as well as provide the support needed for businesses to thrive.

What do you believe are the top three policy issues facing the City and how do you believe you can
contribute to solving them?
Development
What is best today vs. long-term growth—A holistic view is needed.
Continue striving to build a diverse business&retail portfolio
Positive&Negative effects on our existing vs. potential tax base
Traffic Congestion—impacts from downtown housing infill and 580 traffic diverting to Dublin Boulevard
which is the only thoroughfare for residents driving from one side of Dublin to the other
Parking—Especially downtown and in high density housing neighborhoods
These are all inclusive—All must be considered and addressed from a strategic and holistic standpoint. I
can help the council build a unified "picture"that captures an overall plan that takes into account all of
these items holistically across the community, in contrast to each project by itself. Then the city council can
look at proposals that come in against this master strategic plan for the entire city.
Dublin Unified School District Partnership
Maintain constant open communication with the School District
Keeping the School District apprised of developments and status of projects
Great cities are measured by quality of life and one large component is schools
The Council has a responsibility to be conscientious concerning the School District's obligation to receive
and provide for students expected from residential developments coming online,as well as,understanding
there is currently no funding from the State to support the School District or help them manage these
surges in student populations. I can play a key role in working with the school district to enhance the
engagement model and develop broader strategies for long-term collaboration between the organizations.
Economic Growth
Balance tax and revenue with resident quality of life
1
Need to attract and maintain a class of business that puts Dublin on the map as a center of excellence
(Tech, Pharma, etc.)that would enable more residents to work in the community they reside,we have a
phenomenal residence base in Dublin that travel outside the city to work in high tech.
I can help the council with building marketing plans to evangelize to businesses, why Dublin. Building out
campaign tied to our development plan could aid in bringing together our developers and potential
businesses together to strengthen the economic base for the city.
Being an effective member of the City Council requires a good deal of pre-meeting preparation including
the willingness to read up to several hundred pages of staff reports before each meeting. How will you
handle this responsibility?
Being prepared is paramount for one to make informed decisions. As a Parks and Community Services
commissioner, I am familiar with this process. Having served on other boards and committees, I have not
had any issues with allocating time and making the reading of such material the priority.I am an avid reader
and love to do research. I've made it a habit to read materials more than once because I know that there
are some things one can miss on the first reading that one is more than likely to catch on the second or
third reading. When I make a commitment to a project or assignment, I devote my full resources until the
targeted outcome is successfully achieved.
In your view, what do you believe your relationship,as a City Councilmember should be to the public,
other Councilmembers,City Manager and City employees?
Council members are civil servants. They represent the public and represent the City to the public.
Council members also have the responsibility of representing the resident's and the City's interests at
regional, county and state levels. As a council member I would be open and available to speak with
residents to hear their concerns. I also would view myself as an ambassador to new residents and new
businesses.
Council member's relationships to each other would be to respectfully share ideas, perspectives and to
collaborate on reaching the common outcome of creating the best possible quality of life for the residents.
The City Manager and City employees are experts in their fields and should be called upon in that capacity
whenever a council member feels more information is needed before making a decision. They are the
providers of service to all Dublin residents.City employees take direction from the City Manager. The City
Manager serves as the Council's Chief Staff Adviser.
What is your view of providing services to the community and the financing of those services? What
additional services,if any,do you believe should be provided to the Community?
Police and Fire are essential services and should always be provided to our residents. Financing of these
services are vital and should remain funded. Having these services contracted allows for scalability and
financial flexibility. Additional services to consider would be the bolstering the Wheels bus system.Wheels
is a great service and option to reduce traffic congestion as well as a cost effective way for residents to
commute or travel around the Tri—Valley
There are many approaches for financing, one would be to look at existing measures and examine
alternative measures. We as a community need to create tiers of funding that range from Essential
Services, Enhanced Community Services& Lastly Enriched Pay Per Use Services. If we create a framework
with criteria and assess against that we can start to decipher which category a particular service would fit
into.
What do you feel is the most important contribution you can make as a member of the City Council?
From DUSD Parcel Tax Oversight committee member to DPIE Board member to City of Dublin Parks and
Community Services Commissioner, I am and have been an active resident of Dublin for over a decade.
2
I have a sound and reasonable sense of judgment. I know the decisions I make today will affect Dublin
residents and business for many years to come.
I believe my business acumen, which I have acquired from years of service through the City of Phoenix and
DSRSD,combined with the skills and experience I have garnered through my participation with the City of
Dublin and School District over the years will make me a successful council member.Insightful experiences
such as these are needed for someone who is coming onboard into a position that is already in motion.
Other information or comments: I am excited about the possibility to continue dedicating my time and
service to Dublin and its residents. I appreciate the opportunity to serve my community in this capacity.
Thank you for your consideration.

Dear Mayor Haubert and Council Members,
I have known Mona Lisa Ballesteros for several years;we met while her son
Marcus Verdoza was in my fourth grade class at James Dougherty Elementary
School in Dublin, CA. During the time that Marcus was in my class, Mona was an
active parent at school. She was very attentive to her son's needs and it was clear
that she was intellectual, smart and highly educated. She helped with school events
and fundraisers all while displaying the qualities of a team player and a cooperative
member of the community.
Mona continued to be active in the Dublin community while serving as a
board member on DPIE.Through her tenure she worked diligently to ensure that
money was raised for Dublin schools.Mona has a vested interest in Dublin where
she is raising a family with both her sons attending Dublin schools.
Mona Lisa is a highly motivated individual who is a team player and a fair
decision maker. She is capable of listening to different sides when challenging issues
arise.Through my relationship with her,I have experienced her objectivity and her
sound judgment. Moreover, she is always ready to go the extra mile for her family,
for her friends, and for her community.
I recommend the appointment of Mona Lisa to the Dublin City Council. I am
confident that she will be a great asset to the current council and will bring a fresh
and constructive voice to the city combined with a strong dedication, solid ethics,

Dear Mayor Haubert and Councilmembers:
Subject: Mona Lisa Ballesteros
I am writing to personally commend and vouch for Mona Lisa Ballesteros' character. I've
known her since 2006 through our jobs at the Dublin San Ramon Services District. We both
started at the Front Desk and worked our way up to our current positions as Administrative
Technician and Analyst. I came to know her as a very smart and dedicated worker, with
technical skills higher than what is required of her position. She has very good people skills
with her diplomacy. At the same time, she is a very confident person and does not shy in
sharing her opinions in a professional manner. Mona is a proactive employee and continuously
participates in various committees and process improvement workgroups at the District.
I've known of her passion in serving the Dublin community from early on when she first told me
she was taking the Dublin 101 Leadership Academy course in 2006. She likes to discuss issues
affecting the community, and unlike most of us who would just "discuss", Mona actually has
always been an active participant of several organizations and committees in the community
such as DPIE and City Parks and Community Services Commission. Her passion and dedication
to a cause she believes and supports are one of the things that I admire about her.
I've always told her she is destined to serve the community. So I am very happy to know that
she is-pursuing her calling by applying for the vacant seat on the Dublin City Council. I know
that she will serve the community well and I highly recommend her.
Please feel free to contact me

her community. Mona Lisa will listen to the community needs and inspire people to

Dear Sirs,
I strongly encourage you to appoint Mona Lisa Ballesteros for the vacancy on the Dublin City Council. I have
known Mona Lisa for many years and.1 believe she is the right candidate for this appointment.
We worked together on the Measure L School Bond Campaign, serving together on the Finance Committee
and achieving our objective with the passage of this Bond Measure. I also worked with Mona Lisa to
troubleshoot water issues with DSRSD. Mona Lisa has also made tremendous contributions to our
community through her work on the DPIE Board and her volunteer work with our schools. Not only has she
raised a great deal of money for our schools, but she has been a role model within the community, balancing
a full-time job, motherhood and community service.
In the course of this work, I have seen that Mona Lisa is a fair, strong, and intelligent voice of reason. She
remains calm under pressure, is willing to consider alternative views and has the rare ability to build the
consensus needed to solve difficult challenges.
For these and other reasons, I strongly support and recommend Mona Lisa for appointment to the Dublin City
Council.
Fondly,
Irene Padnos

If there is a demand from the community for services to be provided by the city, such as first responders, then of course, the city
must provide the services and the financing must come from somewhere—thus taxation or fee assessments.
Since we are geographically dose to Silicon Valley and many of those professionals live in Dublin,I would like to see
the City provide free wi-fi to every residence.
Secondly,I would like to see the City provide some incentives for single family residences to rip out water guzzling lawns and put in
drought tolerant landscaping. This could be in partnership with other agencies.
What do you feel is the most important contribution you can make as a member o f the City Council?
Providing Innovative Approaches&Solutions.

Re: My recommendation for Anita Carr and City Council Appointment
To the Honorable Mayor Sbranti and Council Members:
I have known Anita Carr and her family for over 33 years and I highly recommend her for the city
council position.
Anita is the consummate professional and has led very large teams of engineers on multiple,
concurrent&complex multi-million dollar projects. Her relationship management skills are outstanding
and she works closely with 'C'levels in Fortune 500 companies and also with very diverse teams. Anita
enjoys strategic planning&business process engineering and can easily do so for very large enterprises.
Anita has excellent skills at creative problem solving.
I know first-hand of her involvement in community endeavors,in particular when she was in the
Denton Benefit League. Anita worked tirelessly to raise funds in order to purchase a building which was
then remodeled into an Art Museum. Then she became a docent for that museum. I know she is
involved with non-profit organizations now&has taken leadership positions&is a board member.
Anita also taught Computer Science at our local university. Anita has returned to Texas several
times.as a Sr.Consultant and some of her work was in conjunction with BR Blackmarr&Associates in
Dallas on a large international project.
Anita never works in a vacuum—she listens and she will study&analyze the issues or topic,
consider the different positions, and collaborate with others to reach a solution that benefits the
community. I strongly recommend Anita Carr for the City Council Position. She cares very much about
the betterment of the community. She has been a devoted mother and is a loyal friend.Anita is an all
around good person and will be an asset to the council.

Re: My recommendation for Anita Carr to be appointed to Dublin City Council
To the Honorable Mayor Sbranti and Council Members:
My husband and I are long time Dublin residents,as well as my son and his family. I have known
Anita Carr and her family for over 20 years and I highly recommend her for the city council position.
Anita and I met when she was a Corporate MIS Manager at a healthcare company. Anita
developed IT systems and regulations, policies and procedures for our company. She worked closely with
executives and franchise offices to understand their needs and wants. She negotiated contracts with
healthcare systems providers and she hired and developed her IT staff.
Anita is a highly skilled professional who is capable of listening to all sides of issues from diverse
Individuals or business entities;she analyzes simple or complex issues and then she recommends actions
or solutions. She is a visionary and also has outstanding experience In budgeting and strategic planning.
Anita has enjoyed her worts as a City Commissioner and In her various offices of the Women's
Club. I know she is on the CFWC Legislation Committee of the state level for the Women's Club. I know
she is very proud of her achievements in both the non-profit sector, the public sector and with private
companies. She is a real go-getter and goes the extra mile for her friends, her family and her work.
I recommend her appointment to the Dublin City Council. I think she will make a very good
addition to the current council and will bring diversity and success to our city.
Regards,
sue maw

Please describe your background, education and experience(a resume or CV is required as an
attachment to this application).
I have more than 25 years of experience as a financial controller and CFO working for a variety of
companies both large and small. I started my career in finance and accounting with Marriott, Inc. I have
worked in a variety of industries including the restaurant and mortgage. I served as the Controller for
Stuart Anderson's Black Angus Restaurants, which at the time had over 100 restaurants across the
country. I was the Chief Financial Officer for Team San Jose, the company that operated the San Jose
Convention Center and the surrounding theaters. During my time there, I worked closely with the
finance staff from the City of San Jose. In 2010, 1 opened my own Tax and Accounting practice. My
business specializes in helping small business owners manage their financial health and focus on
realizing their strategic plan goals.
In addition to my work experience, I have a strong background working in my community. During my
nearly 20 years as a resident of Dublin, I have served as Treasurer of the Dublin High School Band
Boosters. I served on the District Optimization Committee from 2006 to 2008. 1 served on the Open
Heart Kitchen Board of Directors in the capacity of Treasurer. I am currently serving as Vice
Chairman/Treasurer for the Concord Chamber of Commerce. In 2008, 1 was elected as a Trustee for the
Dublin Unified School District. During that time, I have served two years as Board Vice President and
one year as Board President. I have a Bachelor of Arts degree in Economics from the University of
California,Santa Barbara and a Masters in Business Administration from California State University, Long
Beach.
Why do you want to be in the City Council?
I have served on the Dublin School Board for the last six years. During that time, the district faced many
challenges including high growth, reduced funding and implementing the Measure C Bond program. I
would like to serve on the Dublin City Council to help the Council to make planning decisions for our
City. I believe my experience and knowledge can benefit the City's planning and expenditure decisions.
I have enjoyed my time serving on the School Board and believe that I can make a positive contribution
to the City by being a member of our City Council.
Please list any public service or civic activity.
2006-2008 Dublin High School Band Boosters-Treasurer
2006-2008 District Optimization Committee-Member
2008-Present Dublin Unified School District-Trustee
2012-2013 Open Heart Kitchen Board of Directors-Treasurer
2012-Present Concord Chamber of Commerce-Vice Chair/Treasurer
What do you believe are the top three policy issues facing the City and how do you believe you can
contribute to solving them?
The top three policy issues currently facing Dublin are continued rapid growth, business development
and long term financial stability. Since moving here in 1995, 1 have witnessed tremendous growth in the
City. As a member of the School Board, I have dealt first hand with the challenges associated with a fast
growing community. Dublin needs to continue to work on balancing the demands for more housing in
the City with the current residents'desire for more amenities. It needs to work with the developers as
well as residents to ensure there is a proper balance of housing, quality retail and office space. In
addition, Dublin needs to continue to collaborate with the School District on the impact of more housing
on the schools. The City needs ensure that its infrastructure can handle the influx of new residents.
Dublin also needs to continue to find ways to attract new businesses. A strong City needs a good
business base that offers jobs for its residents and a strong tax base for the City. Dublin has done a good
job of attracting retail/restaurants; however, it needs to attract businesses that provide good salaries for
its employees in order for them to have the opportunity to live where they work.
Finally, Dublin needs to continue to focus on the issue of long term funding. Dublin has a strong sales
tax base; however, even with a strong sales tax base, the City faces a potential budget shortfall in the
near future. Dublin needs to find new funding sources in order to continue to offer the high level of
services provided to our residents.
Being an effective member of the City Council requires a good deal of pre-meeting preparation
including the willingness to read up to several hundred pages of staff reports before each meeting.
How will you handle this responsibility?
Currently as a member of the School Board, I have to prepare for meetings with similar pre-meeting
preparation requirements. In order to be prepared for the meetings, I set aside time the weekend prior
to the meeting to read the material and prepare any questions I may have. I review my questions with
the Superintendent on the Monday prior to the meeting. This gives the Superintendent, as well as
District Staff, time to answer the questions and be prepared for any questions that may arise during the
meeting.
In your view, what do you believe your relationship as a City Councilmember should be with the
public, other City Councilmembers, the City Manager and City employees?
As a City Councilmember, my relationship with the public should be one that allows the residents of
Dublin to bring questions and concerns they have to me. If I don't have the answer to their question or
concern, I would direct them to the proper department in the City. It's important that the public feels
that the members of the City Council are open and available to hear their issues.
My relationship with other City Councilmembers should be collaborative. I believe that even if you
disagree with a fellow member of the Council, the interaction should always be professional and cordial.
In addition, once a decision is made by the Council, it's imperative that all members of the council
support the decision. During my time on the School Board, I have learned that by developing a strong
working relationship with other members, the entire process runs more smoothly.
The relationship with the City Manager needs to be open and honest. The City Council is responsible for
the performance of the City Manager. It's important that City Council and City Manager have a strong
working relationship.
The relationship with City employees needs to be a mutually supportive one. It's important that the
Council understands what the City employees need to do their jobs. In addition, the City employees
need to support the City Council so that they have adequate information to make the best decisions for
the City. The City Council's job is not to tell the City employee what to do. The City Council's vote gives
direction to the City Manager. The City Manager determines how the employees execute the direction
of the City Council.
What is your view of providing services to the community and the financing of those services? What
additional services,if any,do you believe should be provided to the Community?
The City needs to provide a wide variety of services to the community in order for the City to be vibrant.
The City's first priority for services are life safety services such as Police and Fire. In addition to Fire and
Police services, the City needs to provide and maintain safe roads. The City should provide facilities for
recreation such as parks and hiking trails. It's important for a City to provide safe and adequate parks
for the residents. I believe that the City needs to have an adequate tax base in place before approving
new services. In particular, I prefer that the City avoid going into debt in order to provide new facilities
or services. The City of Dublin has done a commendable job of paying for services and capital projects
without incurring debt. This would continue to be the preferred way in which I would want the City to
approach the financing of services.
What do you feel is the most important contribution you can make as a member of the City Council?
As a member of the City Council, I believe my strong background in finance and accounting as well as my
experience on the Dublin School Board would enable me to bring a balanced approach to making sound
decisions. My experience as a Chief Financial Officer as well as a business owner gives me the
experience in making tough decisions. In addition,on the School Board I have had to make many
difficult decisions. It's important to be able to make the decision that is best for the community as a
whole. There are often conflicting needs and it is vital to be able to balance the needs of the entire City
and not be swayed by those being the most vocal. I have been able to work with various stakeholders
when having to make difficult decisions and work toward a solution that addresses the needs of all
parties.

What do you believe are the top three policy issues facing the City and how do you believe you can contribute to solving
them?
1.Overcrowded schools are the number one issue facing Dublin.I advocate a heightened level of communication between the City
and DUSD in search for funding for site construction solutions.
2.Managing responsible population growth particularly in East Dublin. I agree with current Council members that we need to
revisit the East Dublin Specific Plan for solutions to reduce housing density while maintaining our interest in affordable housing.

In your view, what do you believe your relationship as a City Councilmember should be with the public, other City

1.Public First and foremost,I will be a listener. The public has the right to expect me to act on behalf of their best interests.
2.Other City Council members:I will always be well prepared for meetings as well as collaborative in discussions.
3.City Manager:Recognizing that the City Manager administers and enforces policy established by the City Council and has the
necessary education and executive ability.Council member respectful discussion with the City Manager is limited to policy.
4.City employees:The 200+full-time,part-time employees, and volunteers deliver exceptional service and support to the City in a
responsive and cost-effective manner under the City Manager. I applaud their accomplishments.
What is your view of providing services to the community and the financing of those services? What additional services,if
any,do you believe should be provided to the Community?
The City Council,City Manager and staff have provided Dublin citizens with an impressive array of exceptional services within a
balanced budget. Our police, fire, street maintenance, senior, cultural arts and parks services are exemplary examples. However,
citizens I have conversed with have expressed concerns that a decrease in housing density and commercial and high end retail
business development needs greater attention. They see the jobs, revenue and services provided by new businesses as critical to
the revitalization of Dublin's commercial interests.
What do you feet is the most important contribution you can make as a member of the City Council?
As a Dublin City Council member I would work collaboratively with the Mayor and Council.I am a strong advocate of working within
a balanced budget and continuing to maintain a healthy revenue balance. The City of Dublin has a reputation as one of California's
best run cities while providing its citizens with an impressive array of social services and affordable housing.I feel strongly about the
need to build upon the Council's work in attracting more commercial and high end retail businesses to Dublin.
Other information or comments:
Concerns have been expressed regarding possible budget cuts to maintain a balanced budget as well as a possible shortfall in
"rainy day funds"in the coming years.Public Hearing Preliminary Budget FY 14-15 and 15-16:"Growth in ongoing expenditures
outpaces growth in ongoing revenues,in the near future-General Fund will not have the capacity to contribute to Capital
Improvement Program-City will need to tap into contingency reserve(s)in FY 16-17."
These concerns coupled with a desire to decrease housing density make commercial and high end retail development critical.

DUBLIN For the unexpired term ending December M6 2011
In your view, what do you believe your relationship as a City Councilmember should be with the public, other City
Councilmembers, the City Manager and City employees?
City Councilmembers are representatives of their City and act on behalf of the people of the City. Their relationship with the public,
other Councilmembers, the City Manager and City employees should be first and foremost professional, but also an open and
inviting relationship. I believe that it is important for City Councilmembers to make the public and others feel that they are open
and approachable and are just residents of the City, that they just happen to represent. My philosophy is that as a Councilmember
every is doing a job and that you need the public, other City Councilmembers, the City Manager, and City employees to do your job,
so you should treat them the way you want to be treated by them-with respect, openness, and honesty.
What is your view of providing services to the community and the financing of those services? What additional services,if
any,do you believe should be provided to the Community?
What do you feel is the most important contribution you can make as a member of the City Council?
I believe my most important contribution I can make as a member of the City Council is a different perspective(I bring with me my
difference in gender, experiences, household make-up,ethnic make-up). I believe that our City Council should be a reflection of the
population as much as possible and right now there are no women on the City Council.
Other information or comments:
I would be honored to be a member of the City Council of Dublin. This a wonderful city that we live in and each day this place we
call home is growing and becoming more diverse and more people are calling it home. I would love to be part of the process of
making it a special place for generations to come.

Being an effective member o f the City Council requires a good deal of pre-meeting preparation including the willingness to
read up to several hundred pages of staff reports before each meeting. How will you handle this responsibility?

DCITY OF III'
UBLIN For the unexpired term ending December M6 2011
In your view, what do you believe your relationship as a City Councilmember should be with the public, other City
Councilmembers, the City Manager and City employees?
A spirit of collaboration and partnership with all parties without compromising the efforts of individual groups or myself.
want to listen and hear all sides of presentations before making decisions.
What is your view of providing services to the community and the financing of those services? What additional services, if
any,do you believe should be provided to the Community?
The community relies on the city to provide services without excessive financial costs,so the City should think about subsidizing
wherever possible without compromising the budget. Presently,I am unaware of any additional services needed.
What do you feel is the most important contribution you can make as a member of the City Council?
My most important contributions are listening, and being fully prepared at each meeting, this way I will be giving my time to hear
the community voices, wherever I go,and be able to formulate the voices into action with the help of the other members of the
Council.

Please describe your background, education and experience(a resume or CV is required as an attachment to this application).
As an attorney practicing real estate, employment and elder abuse law for over 20 years,I have the knowledge and experience
needed to complement the City Council. I served as an officer and member of the Board of Tri-Valley Rotary for five years,
demonstrating my commitment to community service. I earned my law degree from Hastings College of Law,ranked as a top 10
law school in the US. I also hold a BA degree in Business Administration/Finance,which will be helpful to the Council to meet
budgeting and other fiscal planning objectives. I have resided in Dublin for over 14 years and have a son at Murray Elementary.
Why do you want to be on the City Council?
I believe that the City of Dublin would benefit from the passion, determination and expertise that I would bring to the Council. I am
very interested in the work that the Council does, particularly in the areas of land use, civic arts and senior programs. I love the City
of Dublin and would like to contribute to its managed growth and continued prosperity. I would enjoy being a part of Dublin's
governing board, and my legal experience makes me the perfect candidate. Most of all,I hope to shape the future Dublin that my
children will reside in.

What do you believe are the top three policy issues facing the City and how do you believe you can contribute to solving
them?
-Land Use-By carefully researching and studying impacts and balancing that against benefits,we can continue a policy of growth
that is controlled and beneficial to the residents of Dublin.
-Potential crime-While Dublin has a low crime rate, there are surrounding areas which have significantly higher levels of criminal
activity,so we must be diligent in keeping a strong anti-crime stance, both in neighborhoods and with the police force.
-Environment-Keeping Dublin clean must be a top priority,so investigating water recycling, solar options,etc...will help to do that.
Being an effective member of the City Council requires a good deal of pre-meeting preparation including the willingness to
read up to several hundred pages of staff reports before each meeting. How will you handle this responsibility?
As an attorney,I am expert at reading complicated statutes, ordinances and legal opinions and extracting the essence of the
document. I also use computer aids to organize notes, including spreadsheets and similar tools,to summarize my thoughts,
concerns and conclusions. I will come to the assignment knowing that staff members used their best efforts in creating the staff
reports,so 1 will give them the respect and attention they deserve.

DUBLIN For the unexpired term ending December M6 2011
In your view, what do you believe your relationship as a City Councilmember should be with the public, other City
Councilmembers, the City Manager and City employees?
As a City Council Member,I will act as a liason between the City and the residents of Dublin,to proudly represent our City and to
listen to concerns and ideas for improvement. I will use my best efforts and inner fortitude to help shape the polices of Dublin.
The members of the Council should work as a team, being cooperative and respectful to each other in order to accomplish the
goals that will most benefit the City. As the Chief Executive Officer, the Mayor is entitled to a relationship with his City Council
Members which is founded on respect, teamwork and effort to achieve what is best for the City. The City employees should enjoy
a cordial yet professional relationship.
What is your view of providing services to the community and the financing of those services? What additional services, if
any, do you believe should be provided to the Community?
It is City government's duty to provide services to the community. I would strengthen services to seniors, school children, parents
and disabled citizens. The City of Dublin does a wonderful job with providing community services. It has a strong police force. It
hosts many community events, such as the St.Patrick's Day parade and carnival and creates public spaces filled with pubic art. It
offers community classes for youth, adults and seniors. It offers"Rec",the after school program for working parents. The payment
of services should be financed through self sustaining programs whenever possible(such as the community activities guide
classes),and as a last resort parcel and business taxes.
What do you feel is the most important contribution you can make as a member of the City Council?
Asa longtime resident of Dublin,I bring the utmost Dublin Pride and integrity to the Council. I hope to bring afresh perspective to
the City Council, joining the Council with an open mind and dedication to doing the right thing. I bring a strong balance, being
understanding of the concerns of both business and consumer, employer and employee, landlord and tenant, developer and

CITY OF DUBLIN CITY COUNCIL 1 1111 1
DUBLIN For the unexpired term ending December 2oi6 2011
in your view, what do you believe your relationship as a City Councilmember should be with the public, other City
Councilmembers, the City Manager and City employees?
In my view a City Council member is a public-servant and that Is an honored position. As such,a City Coundlmember should have a
relationship of mutual respect and trust with the public, other City Coundlmembers and the City Manager and City employees. We
are all working for the best interest of the City of Dublin;accordingly,as a City Coundlmember,I would show respect by actively
seeking input from members of the public and others and making an effort to develop plans and policies that reflect that input and
ultimately serve the best interests of our community. I also view City Council members as role-models and leaders, and thus they
should have a relationship with members of the community that reflects that status.
What is your view of providing services to the community and the financing of those services? What additional services,if
any,do you believe should be provided to the Community?
My view is that we are only as strong as the weakest members of our community. It is important that we provide services to
members of the community to allow them live with dignity and to thrive. However,we must be fiscally responsible as well.First,I
would look to local,State, and Federal funding and grants for community services. Then, when necessary bonds If appropriate after
recommendation from the City Staff and investigation. It is also important to tap into the charitable spirit of the members of the
community to provide services and to act as partners with the City.
What do you feel is the most important contribution you can make as a member of the City Council?
The most important contribution I can make is my time and dedication and my ability to provide a different perspective on solving
the issues facing the City and its future growth. As a woman, mother, and professional,I would bring to the City Council a

Why do you want to be on the City Council?
I have always been committed to being, involved and knowledgeable about
the community that my family and I live in. I have volunteered my time in various
capacities over the past many years in Dublin and feel that a position on the City
Council is part of my lifetime commitment to giving back to the community. I
would make sure to be a positive role model for the City of Dublin and I welcome
the opportunity to work with Mayor, City Council and Staff to make informed
decisions and achieve the City's goals. My willingness to serve for the City in
which I have a tremendous passion for is strong.
Please list any public service or civic activity?
Past Vice President of Venture Club an organization that advocates for woman,
children and families, by providing scholarships, supplies and services. An avid
parent volunteer in the Dublin High schools, helping fundraise and support our
schools and students. I'm an active member of the Parent Faculty Student
Organization at Dublin High School. Board member for Dublin Rotary facilitating
community services. Dublin Little League board member as the City Liaison for
all of the field usage. Appointee to the Marketing Brand and Central Park task
forces. Completed Dublin 101 which provides a broad spectrum of how Dublin is
run. Serve on Congressman Swalwell's Women's Advisory Board.
What do you believe are the top three policy issues facing the City
and how do you believe you can contribute to solving them?
City Growth: Dublin has experienced tremendous growth generally it has been
very well planned. As a city we must insure that we continue to allow for growth
to keep our local economy growing while protecting the quality living standards of
Dublin. Insuring that we are maintaing balance between residential and
commercial. This includes living up to the promises we have made to residents
when we approve large mixed use projects.
Parks and Recreation: Our East Dublin residents have anxiously awaited the
Positano Park, Aquatic Center and Fallon Park to be completed. Making sure
we are committed to a timely and thorough process for awarding contracts for the
Aquatic Center and Parks and Recreation work is a priority for me. I would
advocate for contracts that help fulfill our economic goal while allowing us the
best agreement and negation possible. We should be open to alternative
delivery methods like developer built parks if it would allow us to have parks
delivered sooner.
Being an effective member of the City Council requires a good deal of
pre-meeting preparation including the willingness to read up to
several hundred pages of staff reports before each meeting. How will
you handle this responsibility?
I would make sure to put in the adequate hours that is needed to fulfill this
requirement by reviewing all materials beforehand. I would also make sure to
meet with Chris Foss on a regular basis to go over any questions and concerns.
In your view, what do you believe your relationship as a City
Councilmember should be with the public, other City
Councilmembers, the City Manager and employees?
A Councilmember's relationship with the public should be based on
approachability, strong listening and the desire to be aware of multiple
perspectives surrounding constituent concerns or priorities. As a Council
member it is not our job to set policy, if a resident in the Public has an issue or
complaint within our City, but it is the Councilmember's duty to listen and to
communicate with Staff. We should not add fuel to the fire by trying to solve
issues independently. A relationship based on similar intentions to serve with
deep listening, respect and honesty towards our City Manager, Staff and our
Council members is a must in order to help to achieve collaborative decision
making that truly reflects unity in the best interest of Dublin citizens.
What is your view of providing services to the community and the
financing of those services? What additional service, if any, do you
believe should be provided to the community?
Providing services when necessary is essential for our City and our residents.
Making sure the financial foundation is there initially is of great importance.
Dublin is known as a city that pays as we go along, not accruing debt is
important. It is of great significance to make sure that we are able to maintain
that perspective. With that being said making sure we plan for the future as the
market will dictate which services we can provide. I do not believe there are
significant City service that need to be added to the City's obligation. Often times
public private partnerships can be created to deliver services without making it
something done by City employees.
What do you feel is the most important contribution you can make as
a member of the City Council?
My commitment, diligence and open mindedness to our City is what I bring to the
Council. I am willing to work together to problem solve and strive for a positive
outcome. I will also bring diversity as a Hispanic, woman, mother and a leader of
our community. My business perspective of being a manager of a small business
can also add value to the deliberative process.

Mayor Haubert and Dublin City Council members,
I am writing on behalf of Melissa Strah. Both my wife and I highly recommend Ms.Strah for the vacant
City Council position. We are Dublin residents and have had the pleasure of getting to know Ms. Strah
over the last four years and know she is a dedicated citizen to both her family and the community of our
great city. She has remarkable character strength, a giving aptitude, and great concern for our city.
Her commitment to volunteerism has spanned from the schools her children attend,to the local Rotary
Club, to sports clubs including Dublin Little League. She has worked hard at fundraising for local schools
where my wife worked in conjunction with her on many projects. Melissa has great organizational skills
and pays attention to detail. She is actively involved in our community and consistently participates in
community service which keeps her in communication with fellow citizens. She showed great passion during
the recent campaigns for Congressman Eric Swalwell, former mayor Tim Sbranti and councilmember Don
Biddle where she has rallied citizens to meet and get to know our local politicians. She is steadfast in her
quest to work for her community and being on the City Council is a great place for her to apply her strong
work ethic. She is not afraid to tackle a problem and would work well with others to come to a
resolution. She takes pride in her Hispanic heritage that would help her connect to a vast section of our
community.
On a personal note, my wife and I enjoy spending time with Melissa. She is a good listener and
conversationalist. She is kind, sweet and loving to her own children and ours. She has a giving heart and
is always there for a friend. In all, Melissa is a well-rounded person who strives to better herself in every
aspect of her life.
I believe Melissa would be an incredible and positive addition to the City Council. Her hardworking
attitude and pleasurable demeanor are just what the City of Dublin need.

DUBLIN For the unexpired term ending December 2oi6 zou
In your view, what do you believe your relationship as a City Councilmember should be with the public, other City
Councilmembers, the City Manager and city employees?
My relationship with the public should be one that allows me to be accessible to listen to their concerns or interests as I am
representing them. My relationship with the other City Councilmembers should be professional and respectful of each individual's
thoughts and ideas allowing us each to speak of behalf of the entire populace while sharing the vision of what is best for the city-
notjust in the near future but in decades beyond as well. My relationship with the City Manager and City employees should be one
of professionalism, friendship&collaboration as they are the team members who actually do all of the hard work that is behind our
great city. Council votes on the agenda action items but the city staff are those who truly implement and create the successes.
What is your view of providing services to the community and the financing of those services? What additional services,if
any,do you believe should be provided to the Community?
My view is that the services that we provide to the community along with the financing of those services is outstanding. The fact
that we are able to lease out services allows us accessibility to much better equipment and service while not getting stuck footing
the bill of having to purchase them. The same goes for the personnel. The city shares in the retirement costs, thus keeping our
costs down as a city and not draining future resources. Our Parks and Community Service provides fantastic good quality venues,
classes and locations at a very good cost. Those make for a good draw to our city not just by our own residents but outside
residents as well. Great examples of that are the St.Patrick's Day Parade,Farmers Market and Splatter. I also love our public art.
What do you feel is the most important contribution you can make as a member of the City Council?
The most important contribution I can make as a member of the City Council is my undeniable desire for Dublin to continue on the
path of success. As a Rotarian our motto is"Service Above Self"and I value that to my core. In serving my country and my
community I have consistently put others above myself and while I may not have a college education I have tremendous common
sense and have made a lifetime of building relationships and helping my community to be a better place to live, work and raise a
family. I have no political aspirations or dreams,I simply want to serve my city and utilize my strengths in service to set an example
for others that our council is truly made up of regular people that simply care about our city and want to make a difference.
Other information or comments:
My professional life is about relationship building but I believe I have certainly done a very good job building relationships in the
City of Dublin through my Community Service endeavors. From City Council to City Staff,to the Chief of Police and Fire
Department,to the Senior Center Staff and the DUSD Superintendant and Board of Directors as well as every Principal in the DUSD
and the Chamber of Commerce, the Garrison Commander and Command Sergeant Major at Camp Parks, the Director of the YMCA,
School of Imagination and numerous others-I am no stranger. Please allow me to continue moving Dublin forward by serving on
the City Council. Thank you.

Why do you want to be on the City Council?
I feel that the Dublin City Council could benefit from the ideas and opinion of a long term resident who has seen the enormous
growth over the decades.I see a real opportunity for various sections of the community that have been left out of new
development projects simply because our neighborhoods are well established.I would like to be a voice for those long term
residents who have been ignored because the project isn't in our neighborhood,we are still city residents.
Please list any public service or civic activity.
Chairperson for the Dublin Unified School District 7-11 Committee,2013
Currently a member of the Dublin Crossing Task Force
1 What do you believe are the top three policy issues facing the City and how do you believe you can contribute to solving
them?
Growth:Good planning and forethought can allow for managed growth that benefits the community.
Schools:As Dublin continues to grow schools need to be added and adjusted to fit the needs of the growing community.
Traffic:While Dublin has good infrastructure we need to continue to maintain existing roads while making sure our roads meet the
needs of the community.
Being an effective member of the City Council requires a good deal of pre-meeting preparation including the willingness to
read up to several hundred pages of staff reports before each meeting. How will you handle this responsibility?
My time spent in law school helped me to manage my time and develop the necessary reading skills required to read hundreds of
pages of legal documents and cases.I feel that I am in a good position to be able to handle the required preparation to make
informed decisions.Asa person who is self-employed I can work my own hours which will allow me the time needed to prepare for
City Council meetings.

In your view, what do you believe your relationship as a City Councilmember should be with the public, other City
Councilmembers, the City Manager and City employees?
As a City Council member we need to work with and listen to the community, other members, and the city manager/employees.We
need to take everyone's concerns into consideration and listen to a variety of perspectives to make clear decisions.A City Council
member needs to remember that their work is not performed in a bubble, but with the help and cooperation of many outside
forces within the city and beyond.
What is your view of providing services to the community and the financing of those services? What additional services,if
any,do you believe should be provided to the Community?
We need to continue to maintain our roads and build new ones to make growth and traffic bearable.Developer fees are an
important aspect of financing these continuing services.I wish the City of Dublin had more activities that were adult orientated,
such as plays and movie nights or concerts. While Dublin has a large youth population there are many older adults who would
appreciate activities and festivals that maybe more appealing to this age group. Many of these activities could be financed through
user fees,tickets or vendor fees.
What do you feel is the most important contribution you can make as a member of the City Council?
As a long term resident of Dublin I feel that I can bring a unique perspective on issues facing the city as it continues to grow.Dublin
has gone from a bucolic town to a busy city with many amenities.I remember the old as well as the new Dublin and our history is
important in order to retain the true flavor of the City of Dublin.l can help bridge the gap between the older Dublin and the newer
Dublin as I've grown up in Dublin and seen 48 years of growth throughout the valley.

In your view, what do you believe your relationship as a City Councilmember should be with the public, other City
Councilmembers, the City Manager and City employees?
I believe City Council members should be accessible at all times. City Council members, staff and employees should work together
professionally and cohesively as a team. City Council represents the City of Dublin and works for the community. Staff are there as
resources to help provide information and guide when making policy decisions. I am not knowledgeable of all areas but will rely on
fellow council members and staff to work as a team and be respectful at all times of the diversity that people bring as a whole.
What is your view of providing services to the community and the financing of those services? What additional services,if
any,do you believe should be provided to the Community?
Dublin provides excellent services to the community. We have excellent relationships with other County services for housing,

to maintain our economic viability to continue to pay for those services. I believe our present level of service is adequate and have
no other types to recommend at this time. I would welcome and entertain any new proposed ideas.

■ 1 minute time limit for those wishing to address the City Council on the issue.
■ Selection Process: Random drawing. Staff will have all applicant names on
separate sheets of paper. The City Clerk will read each name aloud and then place
them in a container. The Assistant City Manager will mix names, and the City
Clerk will then pull one name at a time, read it aloud, and Staff will record them
down in the order drawn. The list will then be forwarded to the Mayor to begin
the process.
• Process for Candidate Statements: Based on the order drawn, each City Council
candidate will be given a 3-minute time limit to address the City Council. The
podium timer will be set for 3 minutes with a 30-second wrap up light. There will
be no questions from the City Council of the candidates at this time.
• Following the candidates' statements, each City Councilmember will be given a
sheet of paper that will allow them to select two candidates for further
consideration by the City Council. Once the names have been written down on
the paper by each City Councilmember, the paper will be folded and handed to
the City Clerk. The City Clerk will then read aloud the two candidates selected

those named will be included in the next round of interviews.

round of interviews on a separate piece of paper, put them in the container, the
Assistant City Manager will mix the names, and the City Clerk will then pull one
name at a time, read it aloud—thereby establishing the interview order.
■ Each candidate will then be asked questions by the City Council.
■ Once the interviews are concluded, the item will be brought back to the entire
City Council for discussion and a possible motion for nomination.
• The City Council will vote on motion for nomination. If a majority vote is
received by one candidate, the newly elected City Councilmember takes a seat at
the City Council dais.
