Foss, City Manager " SUBJECT: Mayor's Appointments to City Commissions and Committee Prepared by Caroline P. Soto, City Clerk/Records Manager EXECUTIVE SUMMARY: Following the City of Dublin's general municipal elections in November of even-numbered years, terms expire on five of the City's Commissions and Committees. In response to two openings on the Planning Commission, 23 applications were received; nine applications were received in response to two openings on the Human Services Commission. Seventeen applications were received in response to three openings on the Parks & Community Services Commission; seven applications were received in response to three openings on the Heritage & Cultural Arts Commission; and seven applications were received in response to three openings on the Senior Center Advisory Committee. New members will be sworn into office in January 2015. FINANCIAL IMPACT: None. RECOMMENDATION: Staff recommends that the City Council confirm the Mayor's appointments to the various Commissions and Committee, or provide other appropriate direction. Page 1 of 2 ITEM NO. 8.2 PLANNING COMMISSION A total of 23 applications were received by the advertised deadline in response to the two openings. Mayor Haubert recommends the re-appointment of Tara Bhuthimethee and the appointment of Dan Cherrier, each to four-year terms which expire in December 2018. HUMAN SERVICES COMMISSION A total of nine applications were received by the advertised deadline in response to the two openings. Mayor Haubert recommends the appointment of Melissa Sladden and Melissa Strah, each to four-year terms which expire in December 2018. PARKS & COMMUNITY SERVICES COMMISSION A total of 17 applications were received by the advertised deadline in response to the three openings. Mayor Haubert recommends the appointment of Joseph Giannini, Janine Thalblum and Philip Tucker, each to four-year terms which expire in December 2018. HERITAGE & CULTURAL ARTS COMMISSION A total of seven applications were received by the advertised deadline in response to three openings. Mayor Haubert recommends the appointment of Kathy Blackburn, Frank He (Xiaodong), and Rita Szollos, each to four-year terms which expire in December 2018. SENIOR CENTER ADVISORY COMMITTEE Seven applications were received by the advertised deadline, in response to three openings. Mayor Haubert recommends the re-appointment of Eddie Jo Mack and the appointment of Marguerite E. Brizee and Jerri Lore, each to four-year terms which expire in December 2018. As our population and demographics continue to increase in need of social resources so must our programs change to meet these needs. As I not intimately familiar with the center, I envision that I could bring fresh ideas from my years of experience consulting throughout the continuum of care in geriatrics. What do you feel are some of the most pressing issues facing senior adults in our society? Social Isolation due to many reasons such as the pressures of the "sandwich generation" in caring for the elderly. Knowledge deficits on access to healthcare options and coordination of care. The saying that you can';t please all the people all the time is relevant for a reason. I believe that once an issue is truly vetted out, whether through evidenced based practices or other validated standards and the argument can be made that the benefits outweigh the concerns then it is reasonable to move forward. It is also very important to ensure that all parties involved feel that they are truly heard and respected through the process. I am passionate about the care of our elders, evidenced from my daily practice in healthcare to my historical congressional appointment to Whitehouse Commission on Aging. Transportation - which affects their ability to get good nutrition, attend doctors appointments and interact with others. If the decision is for the overall good of the community then neighbors or other organizations will probably come around once they fully understand it. However, if they don';t, it shouldn';t really matter as you have assumed the responsibility to make tough calls if you take the job. Sometimes, we need to practice and if it's indeed a good decision, it will eventually be popular and recognized by people. The city should have a holistic view of the capacity of the city, in terms of water, land, school, etc. in order to achieve the planned growth. What do you think are the major concerns of Dublin residents regarding future planning?: The least desired outcome is we are becoming a "bedroom community" What, if anything, should be done to enhance the Downtown business districts?: First of all, we need to clarify what we want to achieve. Is it revenue to the city,the image? Once we have a goal, we can develop a plan to get there. What considerations should the City be concerned with in future developments in Dublin?: The scarcity of our resources and traffic. How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors?: Good communication has a long way to go. If we can lay out the long term benefits, neighbors would be able to understand. How do you feel about the growth that has occurred in recent years in Dublin?: While I support growth, I feel that Dublin has sold itself short. We are 40 miles away from Silicon Valley, San Mateo and San Francisco and our land has value beyond our vision. What should the City's position be regarding growth?: Dublin needs to experience continued growth,but it needs to be smart and open minded. As one of the last areas with usable space, its imperative that we promote Dublin an ideal hub for the Tri-Valley. What type(s) of housing do we need?: I believe that we have nearly fulfilled the need for high density housing. With the East and West developments,we have met our needs for high density housing. Medium density and a focus on single family homes needs to be considered. What do you think are the major concerns of Dublin residents regarding future planning?: While most may think our schools are our biggest challenge, transit will be our biggest concern in the future. Smooth transit from East to West will be paramount in the coming years. Generating revenue to build new schools is also of significant concern to current and future residents. What, if anything, should be done to enhance the Downtown business districts?: First, Dublin needs to determine where 'downtown' is going to be or will there be multiple 'downtowns'? I fully support developing a pedestrian friendly downtown(s). We need to look to model ourselves after the likes of Santana Row and downtown Walnut Creek. While we don't have an'old town' feel like Livermore or Pleasanton, with vision, cooperation and determination we could be a destination. They want to see it grow and thrive, however want to make sure that there is a foundation build to sustain this success. Commercial development is key and I feel that the community has a strong pulse towards developing small community based businesses (not big box chains). Additionally schools are very important, everyone sees the new residential opportunities across the city, however one key area of concern is the educational infrastructure to support this growth. What, if anything, should be done to enhance the Downtown business districts?: The city of Dublin has grown past its original footprint and additional infrastructure needs to be added to engage both sides of town. Our downtown business district can take a page from Livermore and Pleasanton and add give the district a lively, inviting feel. There should be open sidewalks that lead to a sprawling retail frontage which will deliver needed curb appeal. This will promote a sense of community and a place where families can gather and spend time together. Some key areas that need to be considered to achieve this success would have to be the following: School Saturation: Are current local schools at capacity level? The good of the community always trumps the needs of any one individual. What type(s) of housing do we need?: The type of housing Dublin needs will be necessarily varied and defined by market demand. However, the City must exert appropriate planning based on the neighborhood, the surroundings, and the specific situation. Denser housing near downtown and transit and retail centers makes sense to encourage pedestrians, and larger housing makes sense toward the outer areas of town. However, for all types of housing that continue to develop in Dublin, it is important to plan for their particular situation and to create connections to them. Over the last few years, one type of housing that I advocate is housing for seniors, single-level homes or flats, and the encouragement of a "mixed community," that is, a community with diverse residents-- not just ethnically or economically diverse, but also age diverse, among other diversities. This diversity will bring a balance which gives color and flavor to a community. What do you think are the major concerns of Dublin residents regarding future planning?: Over the last few years, I've learned that many Dublin residents are concerned about traffic, overcrowding in schools, a fear of decreased quality of schools due to the addition of housing, suburban sprawl, and loss of open space. At the center of these concerns is the addition of housing, which is perceived to be the cause of the fears Dublin residents have regarding school overcrowding and traffic. Residents also want more commercial, particularly where they have been promised and interspersed close to residential areas. High-end restaurants also seem to be in demand. What, if anything, should be done to enhance the Downtown business districts?: Activating the sidewalks and streets is the key to a vibrant downtown. If Dublin is to have a pedestrian-friendly downtown, it must be committed to this purpose and demand it from developers or propose and install it as a CIP. The inclusion of high-quality architecture, pedestrian-scale art, and street-level detailing (special paving and street furniture, such as pedestrian-scale lighting, bollards, benches, planters, special graphic or district-specific signage, etc.) can all provide an atmosphere which would make it a pleasure for people to walk. If Dublin wants their residents to walk in their downtown,there must be clear destinations or anchors and street-level entertainment-- sidewalk cafes, outdoor dining, activity in the streets, and plenty of rich materials in the streetscape and buildings-- eye candy to the pedestrian. The quality of the spaces themselves will dictate whether people will want to spend time in the downtown. What considerations should the City be concerned with in future developments in Dublin?: The City of Dublin should be concerned with the well-being and quality of life of its current citizens and weigh it heavily with its expansion. Future developments should always enhance the current state of Dublin, always adding to its quality of life and making connections to different parts of the city when possible, at pedestrian,bicycle, and auto levels (complete streets). The City should also be concerned with the longevity and sustainability of developments over the next several hundred years, not just the next fifteen or twenty years. This includes planning for housing and developments to be "inherited" or passed on to the next group of users and for planning on how the related spaces will be used in the future. Uniqueness is cited as one of the major draws for growth. In fact one of the reasons my family moved to Dublin was that we saw the uniqueness of parks, community collaboration, schools, businesses that we did not see elsewhere in the TriValley coupled with commute advantages that put Dublin on the map for us. `Sameness is not a plus it's a minus', I think, when it comes to city growth and the image of a city is fundamentally important to its economic well being. There's also the figuring out required of where NOT to build and that's key to preserving open space and natural areas. I think the city's position should be towards (a) balanced growth, (b) ensuring and preserving uniqueness, (c) economic vitality of the growth at hand (ie keeping the people that are here,here) (d) keeping up with the market trends (ie entrepreneurship in TriValley, education needs, etc) What type(s) of housing do we need?: Dublin has, in my opinion, a diverse population mix. A lot of high, medium density housing is being built and is targeted to Gen X and Y. I think a good mix of rental property and perhaps Senior housing could bring more diversity. Though one has to keep in mind the Senior housing availability in Livermore and to some extent Pleasanton and whether Dublin should move on this path or maintain a `uniqueness' to its neighborhoods. I am offering my thought process here, but if pressed for a specific answer I would say that I would consider what Senior Housing will bring to Dublin and will it benefit the community i4 What do you think are the major concerns of Dublin residents regarding future planning?: Traffic Congestion, Schooling,job opportunities nearby, city facilities What, if anything, should be done to enhance the Downtown business districts?: Dublin has a huge opportunity to create the infamous `third place' (first place is the house, second place is work/job) and"third places" promote civic society and quality of life. Third places are the foundation of what makes a community vibrant. Third places are often what planners consider quality of life amenities such as parks, cafes, restaurants, and community meeting places (like town halls or schools). I believe a `quality of life strategy' and creation of the `third place' should be considered in making decisions on downtown. As such making the downtown more vibrant, basic improvements in streetscape, new opportunities for shopping/dining would be a huge plus. What considerations should the City be concerned with in future developments in Dublin?: Dublin has,in my opinion, a diverse population mix. Of the three major generations (Gen Y, Gen X and Baby Boomers), Gen Y [i.e, Millenials] and the largest generation,the most racially and ethnically diverse , and the one not yet fully immersed in the housing and jobs market—is the generation that is likely to have the most profound impact on land use. Fifty-nine percent of Gen Y said they prefer diversity in housing choices; 62 percent prefer developments offering a mix of shopping, dining and office space; and 76 percent place high value on walkability in communities. These are some of the metrics the CIty should be concerned with in future developments in addition to the 'major concerns of Dublin residents question above' How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors?: I am perfectly comfortable with this.Neighbors make a community, communities make a city and as I see it this role is impacting communities and cities through which individual neighbors may be impacted. I feel Dublin needs very little in the way of housing. However,the remaining in-fills of land and larger parcels that are zoned for housing should be single-family homes. Dublin needs more of a balance and encourage neighborhood style developments where there are tree-lined streets, homes with front yards,winding paths,and small neighborhood parks. There is enough high/medium-density housing and the congestion this type of community brings to the City is not beneficial. However,it is important that housing is not incongruous with the area being developed. For example,single-family homes would not be appropriate near the transit district. 6. What do you think are the major concerns of Dublin residents regarding future planning? Residents are concerned with the overcrowding of schools,high-density residential development, increase in traffic,and road safety(lack of sidewalks,bike friendly roads). 7. What,if anything should be done to enhance the Downtown business districts? When I think of'Downtown'areas of a city,I think of the area of a city that has history and meaning. Downtowns should be renovated and brought new, rather than demolished. The Downtown needs not only retail businesses but it is important to have strollable and walkable restaurants to bring people to the area to shop,eat,and stay awhile. There have been many positive improvements in the area,such as bringing in large retail and smaller restaurant chains. Any future plans should keep the'Downtown' big picture in mind by factoring in a pedestrian friendly framework so that various points of the district will be connected eventually. 8. What considerations should the City be concerned with in future developments in Dublin? The City should consider the impact development has on residents,schools,traffic,the environment,and longterm-goals of the City. Coming into Dublin with an outside perspective and having lived in both local and international cities, I have experienced one common characteristic that Dublin is lacking-a Main Street. While still preserving Dublin's historical Downtown,the City has the potential to build-from scratch-a new Main Street with retail, restaurants,and services that is a completely pedestrian zone. This new Main street could unite old and new Dublin and would create a central place for the city as a whole to come together for events,commerce,and celebrations. The Green project for instance could be developed for such an idea. 9. How do you feel about making a decision for the overall good of the community,but unpopular with some neighbors? This question makes me smile because it is what I do as a mother every day. Choices,decisions must be made. As long as decisions are made thoughtfully,carefully,and with all possible information and considerations,the best decision is usually made. A controlled,well-planed,balanced,quality,visionary and smart growth.We first need a shared vision, and then grow out city toward that vision at a pace that we all feel comfortable with.There are a lot of 4 good planning practices that we can draw upon when growing the City: smart growth,transit-oriented development,home-job balancing,complete streets,infill developments,etc. 5. We need different types of housing for different areas(zones),and the composition has to be a balanced one.High density homes are desirable around major transit stations(e.g.BART)and near the activity centers(mini downtown).Lower density homes should be placed further back from the two freeways. What should the City's position be regarding growth?: Dublin is in a unique position to ensure that growth is in keeping with the vision for the City that has been crafted for many years with substantial community input. As a desirable location at a major transportation crossroads it would be very easy to seek additional Priority Development Areas to receive more and more of the region's transportation dollars. However, it is very important to make sure that any new developments are in keeping with the City character that existing residents would like maintained. What type(s)of housing do we need?: Any community works best with a mix of housing from upscale single family residential units to mixed use retail housing combinations. It is important to encourage a Sustainable Community Strategy that encourages some residents to work where they live by having some set asides for various income levels. It is also important to encourage Transit Orientated Developments where they are in keeping with the existing community feel and look. However, Dublin is primarily a residential community that values neighborhoods with parks, open space, and quality schools; any new development must not infringe on any of these characteristics and must not result in parking spillback outside of the new development. What do you think are the major concerns of Dublin residents regarding future planning?: The residents of Dublin are very concerned about transportation, overcrowding of schools and parking. Any new development must work closely with DUSD to address increasing enrollment,provide sufficient infrastructure improvements, and provide adequate parking. In addition,parks and opens space must be preserved. What, if anything, should be done to enhance the Downtown business districts?: Recent changes have already helped to revitalize the downtown area. Exterior improvements to many structures have greatly enhanced the look and feel of the area. Most important has been the reduction of the number of vacant buildings and parcels. Much needs to be done; however the recent influx of new merchants is already drawing additional visitors and customers to the area. We are almost at a point where sufficient customer traffic will encourage other merchants to invest in the area. It is important that infrastructure improvements are matched with the greater visitation to the area. What considerations should the City be concerned with in future developments in Dublin?: The impacts to the City, School District, and other service districts should be carefully considered when making changes to the existing plan or zoning. The School District for example is forecasting reaching capacity in the next few years. Any additional growth should consider impacts and ways to mitigate those impacts. I would be interested in being involved with Dublin's planning for growth and develop- ment because I am an active community member who believes in helping to construct positive action rather than complain about what should have been. Dublin has experi- enced tremendous growth and generally it was very well planned. As we move forward as a city we must insure that we continue to allow for growth to keep our local economy growing while protecting the quality of life we have grown to expect. I would love to be involved with maintaining that balance. Being able to achieve the goals of the Mayor and City Council through communication and working together to make sure we provide the best outcome for our community. Making sure that we are meeting the needs of our entire community. What is your knowledge of and experience in Planning and Zoning? 1 am currently serving on the Central Park Task Force helping to plan the future of the 30 acre park in Dublin Crossing. 1 am new to the details of zoning, but would look for the direction pro- , vided by the Mayor and Council on previous actions to help guide me.1 am also aware of differ- , ent impacts, restrictions and multiple factors that need to be considered when planning for a particular zone. How do you feel about the growth that has accrued in recent years in Dublin? As I mentioned above, we need to maintain our quality of life while allowing for econom- ic development. I feel that the growth in Dublin has been a positive factor to our City, not only has it had a positive impact on jobs and tax revenues, the growth has been in alignment with most of the community's desires and needs. It has shown to be uniform and enhance the quality of life for our residents within our community especially in the area of Parks and Recreation. With that said, many promises have been made that need to be kept with our residents and businesses. Orderly growth is the key to support community desires, needs, and services. What should be the City's position be regarding growth? The City's growth has an enormous impact on our community and should be made in a steady and yet thoughtful manner. Smart growth is a balance between commercial and residential growth. Although sometimes achieving agreement about growth can be diffi- cult, it is critical that the planning discussion be inclusive of multiple perspectives that represent a cross section of the city's citizens. We cannot social engineer our planning and force development of any type. The market will dictate what will be built. We need to regulate growth in a fashion that protects existing neighborhoods from burdens like traffic and overcrowded schools. What type of housing do we need? We need all types of housing. Housing for families, senior citizens and young people that our employers need. This can be done by providing mixed use housing with a vari- ety of sizes and types of housing. C What do you think are the major concerns of Dublin residents regarding future planning? A major concern of some Dublin residents is too much residential housing without enough additional investment in schools, amenities and commercial retail to accommo- date the growth. While the City does not oversee the schools, we need to work coopera- tively with DUSD to insure that they are well positioned to deal with incoming student growth. The rapid growth in residential development without equal development in complemen- tary areas is of concern. Many residents feel that there is not sufficient retail, restau- rants, and amenities to meet the growing population's needs. What if anything, should be done to enhance the Downtown business districts? As part of the implementation of the proposed commercial plan for the downtown, the commission should consider a marketing campaign for our downtown businesses to ful- ly promote the development enhancements achieved by the commercial plan. It is im- portant to bring awareness early on so that Dubliners are aware of the connection to to the commercial plan. C What considerations should the City be concerned with in future development in Dublin? Sufficient studies prior to any potential development should be taken. The benefits and issues caused by city development today will not be apparent immediately and could have long-term repercussions so it is evermore more important to plan with sufficient due diligence. We need development that meets our city's needs with the future in mind. Dublin should not sell itself short when negotiating with developers and be sure to suffi- ciently gain enough revenue from developers in the long-term. Dublin is a jewel that is centrally located between other great cities and we are headed in the right direction. How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors? There will be instances in which individuals may disagree on an important issue within a community. Listening to neighbors may be able to help ease the concerns some may have with a particular issue. As long as public concerns are taken into account and re- searched with proper diligence, ongoing communications and transparency can go a long way in making the process fair, even when not everyone is in agreement. What is the most important contributions you can make as a member of Planning Commission? My commitment and open mindedness to our City is what I bring to the Commission. I am willing to work together to problem solve and strive for a mutual agreement. Com- pleting Dublin 101, serving in two of the city's task forces: Marketing and Branding and the Central Park, and being a dedicated resident and volunteer has assisted me in gain- ing knowledge of Dublin and a better perspective of Dublin's diverse needs and assets. I am keenly aware of the vital role the Planning Commission plays in the future development of Dublin. As a manager for the Board of Equalization, the largest sales and use tax administration agency in the nation, I am fully aware of the importance of balance growth. Without a stable tax base that is spread across many different types of industries and economic sectors, the city will be susceptible to the whims of economic forces beyond its control. My ethnically diverse family has a strong interest in keeping Dublin strong as we plan on being life-long residences of this growing diverse city. What is your knowledge of and experience in Planning and Zoning? As an 18 year Dublin resident, I am keenly aware of the impact the planning commission's role plays in the development in a growing city like Dublin. The City Council and Mayor rely upon the commission to research, hear out commentary from both developers and the citizens of Dublin all while doing their utmost to fulfill the guidelines stipulated in the Dublin General Plan and Eastern Dublin Specific Plan. I would come to the Planning Commission with over 20 years experience as a president of 3 different Homeowner Associations. The last three years, I have been the President of Dublin Ranch HOA one of the largest HOA's in Dublin. My involvement in these HOA's has included review of architectural change submissions,,HOA capital projects and budgets and the development of HOA documents and CC&R's upon which the association is governed. i How do you feel about the growth that has occurred in recent years in Dublin? I am both pleased with certain aspects of both east and west Dublin's growth and also concerned with other aspects. The addition of various national retailers, local proprietors and service enterprises has been a benefit to both the livability of Dublin as well has increased the overall tax base. However, I am quite concerned that the overall development of the available open land has been skewed too much toward residential and, to a lesser extent, retail. The lack of commercial development is of a great concern to me both in terms of livability (making it necessary to commute long distances to reach well paying jobs) and placing an excessive emphasis on a cyclical retail sector. It should be understood that developers and landowner's interests are maximized by developing as many "stack and pack" developments as possible. In turn however, the city and its citizens are left with an unbalanced tax base in which an undue amount of resources are called upon to provide basic city services such as police, fire and parks/recreation. In addition, the local school district must provide facilities to accommodate the influx of students. In short, I am for balanced and smart growth. f What should the City's position be regarding growth? As stated above, I am for a balanced and intelligent growth model that protects the interests of the cities citizens now and well into the future. One must factor in that once growth occurs, especially residential, it is nearly impossible to make substantive changes to that growth years later. It is vitally important to get the right mix, quality and quantity of each type of development at the front end. In my opinion, it is better to let a piece of land sit vacant for years and years than to allow a development that is not in the best interest of the city and its citizens. While I would have liked to have had a larger percentage of low density housing, I am well aware of the fact that it benefits the city to have a place for various socio-economic sectors to be housed and represented in the City. If additional low to medium density housing areas can be identified, I believe this would be worthy goal as currently the development is overly concentrated toward medium and high density housing. What do you think are the major concerns of Dublin residents regarding future planning? I believe that the city should work in better coordination with the Dublin Unified School District in projecting and planning for current and future growth. The fact that the District appears to be constantly under estimating the impact of development on their facilities speaks to this disconnect. I would advocate holding developers to a higher degree of responsibility in providing for both education facilities and parks and recreational facilities. In addition, I am quite concerned that there is distinct lack of community development within eastern Dublin. The lack of churches, day-care facilities and other gathering places creates a sterile environment in which to live. What, if anything, should be done to enhance the Downtown business districts? The city should work with developers, business owners, utilities, State and Federal governments and its own citizens to identify areas where business districts can be improved and how to identify funding to accomplish such improvements. If somehow the utility lines within central Dublin could be buried, it would increase the aesthetic appeal of the area and increase the home values as well. This would then increase the tax base. There are several shopping centers within Dublin that are in dire need of redevelopment. All available means should be employed to encourage the property owners of these sites to better their facilities. The City has already spent a substantial sum of money putting in place enhancements to these areas; it's time for the business/property owners to step forward and do their part. What considerations should the City be concerned with in future developments in Dublin? As I've stated above, the City must balance the needs and desires of the land owners and developers with the needs and desires of the City and its citizens. I am concerned that in the past, some decisions may have been made based upon a notion that a certain project or proposal should be approved in order to expeditiously fill up open land. I believe we need to be more mindful of how a certain development proposal will impact the City and its citizens over the long term. It is highly unwise to use rosy projections of costs to the City and to the school district in order to"sell" a project. If anything, more conservative (realistic) projects should be utilized. How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors? I have had to make numerous decisions in my job that were unpopular with a certail taxpayer or group of taxpayer's. These decisions are always based upon the facts at hand and how these facts correlate with State laws and regulations. I am employed to protect the States interests. I would be honored to do the same for the City. In my role as a Board member with the Dublin Ranch Homeowners' Association, I am called upon to make numerous decisions that can negatively impact a certain homeowner(neighbor). These include placing liens and placing a homeowner into collections, fining a homeowner for not adhering to a certain rule within the CC&Rs and rejecting an architectural application. I always make these decisions with the overall goal of promoting the overall HOA's financial interests and homeowner interests; I would do the same as a member of the Dublin Planning Commission. I am amazed at the growth since I move to the west side of Dublin in 1996. The estimated population for 2013 was 49,890 and there is a projection of over 75,000 by 2030,which is soon to be only 15 recently Y years away. Dublin was rece y named one of the top 3 cities in northern California for young families. The study examined Public School Excellence,home affordability and growth and prosperity. This means that our city staf&city council and commissions,including the Planning Commission,are doing everything right When I moved to Dublin in 1996 there was no Hacienda Crossing or IMAX. There are now two Dublin Bart Stations,the newer Heritage Park and Museums replete with the Kolb House,the Fallon Sports Park, Emerald Glen Park,the new Shannon Center,new Dublin Senior Center,world-class shopping,wonderful restaurants I am very pleased with how Dublin has grown from a sleepy bedroom community,to a very vibrant hub in the Tri-Valley with a diverse,energetic and involved population. 4. What should the City's position be regarding growth? In 2012,according to the City's Housing Element,the land use category of`Residential'for the City of Dublin,reported that 86%of the total acres had been developed and only 14% y remained vacant-or appx 363.20 acres. For`mixed use'category,which could be for either commercial or residential,there was only 17.72 acres vacant which could be developed. The'Other'category which includes parks,open space,and public lands category as well as public/semi-public,rural residential /agriculture,I unit agriculture,and estate residential(less Per acre)was 4,904.34 acres. I believe that the city should examine and discuss the growth policies which current decision-making process to establish urban should hopefully maximize infrastructure ice. Planning for growth is much more complex now than 10 or 15 years ago and people have their set standards and expectations for what they expect from their public safety,water board,transportation,city services,school district and the 2 Carr Planning Commission Application infrastructure,all the while having concerns about the environmental impacts and carbon footprints. People like to live and work nearby without having to face horrible commutes on congested freeways. People would rather have an evening out at a local outstanding performing arts group than drive to San Jose to attend a similar function. I am pro-growth,but it has to be managed,well planned,environmentally sensitive and balanced and the infrastructure has to be able to accommodate it The growth has to be measured to see how it is `performing'.....one does not just plan and implement,but keep checking`is it working as we intended?' Are our residents happy with it? I would like to see Dublin develop a Growth Management Plan for 2015 and beyond. 5. What type(s)of housing do we need? A balanced approach&mix of single family homes,senior residences,condominiums,live-work residences and low-income affordable housing. However,it is very important to ensure that the school district keeps in lock-step with the housing development(s). Adequate neighborhood grocery,restaurants and shopping should also be planned for and of course,parks&rec. 6. What do you think are the major concerns of Dublin residents regarding future planning? Even though the Dublin Unified School District is responsible,I believe an adequate number of schools& teachers for their children is a big concern currently for Dublin residents and those contemplating moving to Dublin. The city must work cohesively and seamlessly with the school district to ensure adequate educational facilities for any further new planned growth in housing for Dublin. Additionally,traffic impacts are being felt for Dubliners and others who travel to Dublin to shop and work. I believe it is already an issue. There must be adequate parking(on street)for residential areas and for businesses. 3 Carr Planning Commission Application There is a need for a Performing Arts Center in Dublin. Of course we have the new Dublin High School Performing Arts Center but it is unknown just how much other organizations might be able to use that facility. Dublin needs to stimulate its art community. We should have an Artist Live-Work-Studio facility. Dublin can create transformative opportunities Artists-in-Residence. 7. What,if anything,should be done to enhance the Downtown business districts? I believe Dublin is doing a terrific job of assisting businesses to recover from the devastating impacts from the financial crisis. I notice less and less empty commercial spaces. I am impressed with the City of Dublin's Economic Development Office stimulation and support for business growth. 8. What considerations should the City be concerned with in future developments in Dublin? • Dublin should consider water supply&conservation,infrastructure support,safety,leisure,art,cultural venues,parks,recreational,environmental,transportations,impacts due to increased traffic congestion, parking,shopping,sustainable development,open space,vegetation beautification,pedestrian and bike friendliness—all to ensure a healthy,safe and comfortable community. 9. How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors? I can contribute my leigigakig and experience from working for 20+years with and for Fortune 500 companies. I have done analysis,strategic planning,budgeting and I have negotiated and directed multi-million dollar projects. I have led teams of hi-tech employees to complete time-sensitive strategic projects all the while being ever mindful of compliance policies and the infrastructure. I also,as Art Chair for the Women's Club,was the first person to negotiate to hang Student Art at the Heritage center many years ago for the Youth Art Month(March) and now it is an annual event! { 4. I frequently review the program offerings and I have taken many programs, including mah Jong games on Fridays,and exercise/dance classes offered through the Parks& Community Services Department. I have always responded to the online surveys and I believe the city has been addressing most of what I wish for. It is hard to wait for those bocce courts! I'm excited. 6. How do you feel about user fees for recreation programs and park/facility reservations? I believe the fees are just right. We have had some discussions in the HCAC meetings about user fees. I've heard positive feedback from members of the community who appreciate the fees being affordable, especially for young families,youth and the elderly. 7. How do you feel about making a decision for the overall good of the community but unpopular with neighbors or organizations? I would rather understand why something is `unpopular' with neighbors or organizations and I would hope those folks would attend a commission meeting to express themselves. I would hope from the `understanding' that perhaps a workable solution could be determined to minimize or eliminate the `unpopularity'. When I campaigned for city council in 2012, I certainly got quite an earful about the upset in the community about the Promenade and Charter Properties decision to attempt to build higher density housing. I also was supporting our balanced environmental preservation and participated in the very first environmental debate which Dublin had. Both issues generated quite a bit of discussion and debate. Ultimately, once the community&the organizations have participated with the commission,then, as part of a consensus of the commission,I would be able to make the decision for the overall good of the community but hopefully with the `unpopularity' issues addressed and negated or minimized. I can contribute my leadership and creativity as a member of the Parks&Community Service Commission. From my perspective (and what I learned in my Inside Dublin Class) Dublin has put a lot of thought into parks and other recreational activities (more so than some of the surrounding cities). It is one of the reasons my wife and I chose to live here in Dublin. Dublin has very robust recreational facilities and programs for residents but there is always room for improvement. We learned about the final phases of Emerald Glen Park aquatic center (and the expansion of the sport's park )which is very exciting. It gets very hot in Dublin and I would suggest one area of improvement would be to create additionally shady areas at the parks. It is hard for parents to take their children to parks in the extreme heat where they lack shady areas. I would also like to see a youth center to allow for social gatherings etc.This could also have an indoor recreation center. As far as improvements, Dublin could benefit with an Arts &Theatre facility,such as what is available in Livermore. At the same time , it is essential that these facilities are well located and utilized and maintained well. So far, our parks are very well utilized throughout the year and maintained well. With changing demographics and diversification, we will need recreation program that address the needs and provide the opportunities for every one. Some of the programs I believe can be implemented with minimum or no impact on city's budget are: 1. Addition of more structured music and art programs for kids (of all age groups) 2. Addition of more educational programs (sponsor based) in library. 3. Expansion of theater arts (we don't have a proper theater but one of the facilities can be converted as need on temporary basis) 4. Arts and Crafts programs geared towards women 5. Child development programs (given the number of families with kids moving to Dublin, this is going to be very useful) 6. City wide campaign to make Dublin as Tree City. It is very important to package the message in the right manner to avoid any negative perceptions in media and in general public. It is important that residents of the city understand and appreciate the decisions and its positive impact on city. Many cities in bay area have taken decisions that were not very popular with neighboring towns and private organizations, but it's the communication with the residents made it entirely possible to implement those decisions. It is a fine balance between priorities of the city and unavoidable inter-dependency on neighboring towns and organizations. It serves a purpose in bringing the visual arts into the everyday life of the community. As VP of Public Affairs for Kaiser Permanente I rarely made a decision that pleased everyone,so I am familiar with the dilemmas that leaders face in satisfying multiple constituents and weighing competing priorities and values.As long as I can present a rationale based on clear priorities and demonstrate that I understand conflicting points of view, I can live with making a decision that some may oppose. It is critical that public } representatives,whether appointed or elected, listen and understand the community's concerns, but it is not essential that everyone agree at all times. When my children did the Library ranger program, we went on a "finding art in various park"mission and really had fun finding them. I also facilitated the display of student art from Kolb Elementary school in the Dublin Public library last year. I know that art was solicited from artists for the new center at Emerald Glen Park. I also know several organizations like DPIE and Dublin-San Ramon women's club are very involved in promoting art among the next generation. How do you feel about making a decision for the overall good of the community that may be unpopular with neighbors or organizations?: If a decision is good for the overall community, then I would try to explain the reason/facts behind the decision to the neighbors. What is the most important contribution you feel you can make as a member of the Heritage & Cultural Arts Commission?: I am very passionate about bringing the community together in Dublin. Since Dublin is a growing community with various immigrant population, I feel that it is important to bring them together and art is one way to engage the community. I think two of the major challenges facing Dublin residents regarding human services programs is knowing that the programs exist. Many people do not know there are resources available to assist them. The second major challenge is transportation to the services. Many of the services are shared with Livermore and Pleasanton and it is difficult for Dublin residents to travel to the services and access them. 4 Briefly summarize your participation in civic or community activities. I have served on the Human Services Task Force in 2012. I served on the Commercial Development Task Force in 2014. I have taken the Dublin 101 course. I am a graduate of the Emerge program. I am also active in providing pro bono services to residents of Alameda County as a volunteer with the CenterForce Youth Court. I am the Immediate Past President of the Charles Houston Bar Association and served on its board for 10 years. I have been involved with various communities and professional bodies all my life so far. After attending 'Inside Dublin' Program, I realized that Dublin exemplifies participative democracy and planning for which entire world looks upon USA. I have been involved with many non for profit groups for activities ranging from building trails for East Bay Park District to helping an adventure group grow to its truest potential. I seek to be member of one of the Dublin committees to further my community service and participation. i How do you feel about making a decision for the overall good of the community that may be unpopular with neighbors or organizations? This is a tightrope that one must walk upon should he or she be part of the city administration (Council - or Staff). Of course, city should give ample opportunities to let resident voice concerns and seek to understand causes behind those concerns etc. City should communicate potential benefits of such unpopular measures and reasons behind city taking them. However At end of the day, no one can please everyone all the time, we will have to take middle ground and in some instances executive decision to overrule such concerns. Planning should not be paralyzed just because certain stakeholders did not come on board. All planning functions should be wary of decision paralysis in attempt to bring everyone on board. 4 What is the most important contribution you can make as a member of the Human Services Commission? I would contribute to city in all research related matters, will learn from sister cities and form alliance with neighboring cities. One of the other function will be to become ambassador for city residents for such matters. I am grateful for the human services assistance programs available within the surrounding areas of Dublin such as Pleasanton and Livermore that are offered. I personally have not utilized the programs having been fortunate to have sufficient personal resources. Please describe. In my opinion some major concerns of Dublin residents may be that there is not enough facilities to accommodate the growth of Dublin. I also feel that we should provide as many services to are residents as possible. Helping each other in time of many difficult hardships mentally and physically. From a young age, I have always recognized the importance of being involved with one's community through volunteerism and advocacy. While in high school I was a member of Leadership an organization of youth dedicated to helping the community and schools. During college I was a member of Venture club in which we helped those in need with scholarships and supplies. Currently, I am an avid parent volunteer in the Dublin schools, helping to fundraise and support our schools and students. I'm an active member of the Parent Faculty Student Organization at Dublin High School. I also sit as a board member for Dublin Rotary, facilitating community services. I'm currently a Dublin Little League board member as the city liaison for all of the field usage. I would advocate for the elderly, youth, mentally disabled, homeless, and generally the many people who need a voice. i How do you feel about making a decision for the overall good of the community that may be unpopular with neighbors or organizations? There will be instances in which individuals may disagree on an important issue within a community. Listening to neighbors may be able to help ease the concerns some may have with a particular issue. What do you think are the major concerns/challenges of Dublin residents regarding human services programs? Please describe. One of the major concern is mental health. This issue has no social-economic boundaries. It attacks - all neighborhoods. Mental health problems appear to be more chronic than acute. Problems tend to build-up and escalate into more dangerous condition(s). We need to implement programs and/or provide place for help and support in the Tri-Valley area. I have organized, promoted and/or participated in the following events with our church: St. Patrick's Day (non-profit booth); Dublin Pride Week; Splatter(non-profit booth); Church Choir participation in annual tree lighting; Workers Program at the St. Patrick's Day Festival; Children's Emergency Food Bank's annual Christmas food distribution; distributing lunches to elementary school children in Livermore; homeless lunch bags for youth and adult shelters in Oakland; and distributing gift bags to homeless in the bay area.
