ZONING HISTORY:
APPLICABLE REGULATIONS:
Section 8-87.10 k) defines the term Low Profile Sign as a Business Sign
that serves to identify a business complex including the range of the
businesses within the complex, and may also serve as a Directory Sign
identifying tenants located in said complex.
Section 8-87.10 w) states, in part, that the term Special Easement Sign
means a Business Sign located off-site from the premises the sign had been
designed to advertise, where the two premises involved are interconnected by a
traversable vehicular roadway which is subject to a non-revocable, non-
exclusive recorded vehicular access easement.
Section 8-87.24 indicates that Low Profile Signs are permitted in C-2
Districts with a Site Development Review.
Section 8-87.66 indicates Special Easement Signs may be located in
required yards subject to approval of a Conditional Use Permit.
Section 8-94.0 states that conditional uses must be analyzed to deter-
mine: 1) whether or not the use is required by the public need; 2) whether or
not the use will be properly related to other land uses, transportation and
service facilities in the vicinity; 3) whether or not the use will materially
affect the health or safety of persons residing or working in the vicinityl
and 4) whether or not the use will be contrary to the specific intent clauses
or peformance standards established for the district in which it is located.
Section 8-94.4 states the approval of a Conditional Use Permit may be
valid only for a specified term, and may be made contingent upon the accep-
tance and observance of specified conditions, including but not limited to the
following matters:
a) substantial conformity to approved plans and drawings;
time period within which the approval shall be exercised and the proposed
use brought into existence, failing which, the approval shall lapse and be
void;
c) compliance with requirements of other departments of the City/County
Government.
Section 8-95.0 states that the Site Development Review is intended to
promote orderly, attractive, and harmonious development; recognize environ-
mental limitations on development; stabilize land values and investments; and
promote the general welfare by preventing establishment of uses or erection of
structures having qualities which would not meet the specific intent clauses
or performance standards of this Chapter, or which are not properly related to
their sites, surrounding traffic circulation, or their environmental setting.
lJhere the use is proposed, the adjacent land uses, environmental significance
or limitations, topography, or traffic circulation is found to so require, the
Planning Director may establish more stringent regulations than those other-
wise specified for the District.
Section 8-95.5 states that at the conclusion of the Site Development
Review investigation, the Planning Director shall determine from reports and
data submitted whether the Use and Structures proposed will meet the require-
ments and intent of this Chapter, and upon making an affirmative finding,
shall approve said application. If, from the information submitted, the
Planning Director finds that compliance with the requirements in this Chapter
and the intent set forth herein would not be secured, he shall disapprove, or
approve subject to such conditions, changes, or additions, as will assure
compliance.
ENVIRONMENTAL REVIEW: Categorically Exempt
NOTIFICATION: Public Notice of the June 1, 1987, hearing was published in
The Herald, mailed to adjacent property owners, and posted in public
buildings.
kNALYSIS:
The four-tenant Woodworks Home Center occupies a 0.6± acre property
situated behind (east of) the 1.3~ acre Amador Plaza Shopping Center. The
property is situated 285±' off the nearest public street (Amador Plaza Road).
Access to the property is provided by an irrevocable easement extending from
Amador Plaza Road 285+' along a 26' wide drive aisle located within the
southern portion of t~e Amador Plaza Shopping Center property.
The subject requests involve a proposal to construct and locate a Tenant
Directory Sign along the south side of the easement at its connection with
Amador Plaza Road. This location establishes the sign as a Permanent Special
Easement - Low Profile Sign.
The proposed overall height of the sign is 8 feet. The proposed height
of the sign cabinet is 6 feet and the width is 4 feet. The total proposed
sign area for the double-faced sign is proposed at 48 square feet. The Zoning
Ordinance allows a maximum total sign area of 24 square feet for Low Profile
Signs. The Applicant's proposal does not conform with the Ordinance
requirements and would require a Sign Area Variance if it is to be approved as
submitted.
The City's Sign Ordinance indicates a Special Easement Sign is a
"Business Sign located off-site from the premises the sign has been designed
to advertise, where the two premises involved are interconnnected by a
traversable vehicular roadway which is subject to a non-revocable, non-
exclusive recorded vehicular access easement." Consistent with these
requirements, the two properties are interconnected by a non-exclusive
easement for ingress and egress.
The proposed location of the sign is intended to both identify the
businesses and to direct visitors to the appropriate parking areas.
Prior to the placement of the sign, the illegal or prohibited signs
present on either The Woodworks Home Center property or the Amador Plaza
Shopping Center property should be required to be removed. Charts A and B
(Exhibits C and D respectively) outline the signs present on the sites and
their current status.
Staff recommends the Planning Commission conditionally approve the
Applicant's request (modifying the area of the sign to reflect the maximum
area allowed by the Zoning Ordinance - 24 square feet) for a Permanent Special
Easement - Low Profile Sign in that it is consistent with the provisions of
the Zoning Ordinance and provides attractive and effective signage.

A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
APPROVING PA 87-066.1 AND .2 THE WOODWORKS HOME CENTER/AMADOR PLAZA SHOPPING
CENTER CONDITIONAL USE PERMIT AND SITE DEVELOPMENT REVIEW REQUESTS FOR A
PERMANENT SPECIAL EASEMENT - LOW PROFILE SIGN
W~EREAS, Mike Majors, of A Major Sign Company, has filed
applications on behalf of Victor and Lydia Karpenko and The Woodworks Home
Center for a Conditional Use Permit and Site Development Review to allow a
permanent Special Easement - Low Profile Sign identifying the tenants in The
Woodworks HOme Center complex (7159 - 7171 Amador Plaza Road) located on the
adjoining Amador Plaza Shopping Center property (7111 - 7155 Amador Plaza
Road); and
WHEREAS, the Planning Commission held a Public Hearing on said
applications on June 1, 1987; and
WHEREAS, proper notice of said Public Hearing was given in all
respects as required by law; and
WHEREAS, these applications have been reviewed in accordance with
the provisions of the California Environmental Quality Act and has been found
to be categorically exempt; and
WHEREAS, a Staff Report was submitted recommending conditional
approval of the applications; and
~EREAS, at said Public Hearing the Planning Commission considered
all reports, recommendations, and testimony:
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission
does hereby find that:
a) The use serves a public need in that the sign identifies the
entrance to a retail and commercial complex which has no public street frontage
(The Woodworks Home Center).
b) The use will be properly related to other land uses and
transportation and service facilities in the vicinity in that it is commen-
surate with properties in the immediate vicinity.
c) The use, under all circumstances and conditions of this
particular case, will not materially affect adversely the health or safety of
persons residing or working in the vicinity, or be materially detrimental to
the public welfare or injurious to property or improvements in the neighbor-
hood, in that all applicable regulations will be met.
d) The use will not be contrary to the specific intent clauses
or performance standards established for the District in which it is to be
located in that the sign location is consistent with provisions of the Zoning
Ordinance.
e) The approval of the use permit will be consistent with the
policies set forth within the Dublin General Plan.
f) All provisions of Section 8-95.0 Site Development Review, of
the Zoning Ordinance, are complied with.
NOW, THEREFORE, BE IT RESOLVED THAT THE Dublin Planning Commission
does hereby conditionally approve PA 87.066.1 and .2 as generally depicted by
materials from the June 1, 1987, Planning Commission Staff Report, labeled
Exhibit B, on file with the Dublin Planning Department subject to the following
Conditions:

CONDITIONS OF APPROVAL:
Unless stated otherwise~ all Conditions of Approval shall be complied with
prior to issuance of a building permit or establishment of proposed land use
activity and shall be subject to Planning Department review and approval.
1. The sign cabinet for the subject Permanent Special Easement - Low Profile
Sign shall substantially conform to the following design criteria:

Maximum sign area - as generally depicted on the Sign Elevation
Plans submitted with the application and dated received May 6,
1987, modified to be a single-faced surface with a maximum surface
area of 24 square feet (with copy limited to the south sign
elevation - except for address range information - up to 8 square
feet in area - which may be established on the north sign
elevation).
Maximum sign cabinet height - 6 feet.
Maximum sign cabinet width - 4 feet.
Maximum sign height (with base) - 8 feet.
Copy size - 3~ to 9 1/2~ inch letters
Sign location - as generally shown on the Site Plan dated received
May 13, 1987.
Building permits for this structure shall be secured and construction
commenced within six months after approval of this permit or said approval
shall be void.
The use and manner of lighting, either internal or external, of the sign
shall be subject to review and approval by the Planning Director prior to
installation.
The material used for any proposed base for the new sign shall be of a high
architectural quality, such as concrete with an exposed aggregate finish.
A detailed landscape and irrigation plan shall be submitted for review and
approval by the Planning Director upon the request for building permits for
the subject Freestanding Sign. The plans shall reflect adjustments to
landscaping and irrigation within the subject landscape planter which will
be necessitated by the construction of the sign. Landscaping and irriga-
tion changes shall occur within two weeks of the installation of the sign.
The prohibited or illegal signs identified for APN 941-305-032 and -033
within Charts A and B of the June 1, 1987, Staff Report for PA 87-066.1 and
.2 (Exhibits C and D respectively) shall be removed from the respective
sites. Ail signs must comply with the Dublin Zoning Ordinance.
This permit shall be revocable for cause in accordance with Section 9-90.3
of the Dublin Zoning Ordinance.
