SUBJECT: Authorization to Obtain Right-of-Way Services from
Alameda County

RECOMMENDATION: Authorize Staff to issue a purchase order to Alameda
County on a not-to-exceed basis
FINANCIAL STATEMENT: For the Dublin Boulevard Widening project, the cost
for appraisal services is expected to be approximately
$10,000 for 12 parcels. The actual right-of-way
negotiations and acquisitions will be accomplished
through a combination of the City Attorney's office
and the Alameda County right-of-way staff. The cost
of negotiation and acquisition services has not yet
been determined.
Sufficient funds have been budgeted in the City' s
Capital Projects Budget for this work.
DESCRIPTION: Right-of-way services are needed for Federally-funded
projects, such as the Dublin Boulevard Widening and other future projects as ISTEA
funds become available. Appraisals and acquisitions are required to be performed by
a State-certified agency in order for a project to obtain Federal funds. The County
of Alameda is State-certified and has offered its services to Dublin as an extension
of the existing contract arrangement. Certified agencies are generally counties and
large cities which have full time, full range right-of-way departments. The next
closest certified agency is Santa Clara County.
The Dublin Boulevard Widening project scored very high on the Federal ISTEA priority
list, just missing the funding cutoff. It is hoped that this project will obtain
the needed ISTEA funding in next year's competition.
Since the existing County contracts with the City (signal maintenance, crossing
guards, police services, and so forth) are not particularly apropos for right-of-way
services, it is recommended that the City Council authorize issuance of a purchase
order to the County rather than amending one of the contracts. This would also
eliminate the need for the County to channel a contract amendment through its Board
of Supervisors (per the County' s request) . City Council approval is necessary since
the cost of the services exceeds $5,000.
