CITY OF DUBLIN
September 11, 2014
The September 11, 2014 Regular Meeting of the Heritage and Cultural Arts Commission was called to
order at 7:00 PM at the Dublin Civic Center, Dublin, California, by Chair Deets.

Cm. Minniear led the Pledge of Allegiance.

ORAL COMMUNICATIONS
3.1 PUBLIC COMMENTS None
APPROVAL OF MINUTES
4.1 July 10, 2014
On a motion by Cm. Tutino, seconded by Cm. Minniear, and by a vote of 5-0-0 with Commissioners King
and Vanderpool absent, the Commission voted to approve the minutes of July 10, 2014 as presented.

NEW BUSINESS
8.1 Fallon Sports Park Public Art Selection Committee
Ms. Ann Mottola, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in
the Staff Report.
On a motion by Cm. Minniear, seconded by Cm. Tutino, and by a vote of 5-0-0 with Commissioners
King and Vanderpool absent, the Commission selected Chair Deets, with Cm. Carr as the alternate, to
serve on the Fallon Sports Park Public Art Selection Committee.
8.2 Cultural Arts Database
Ms. Ann Mottola, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in
the Staff Report.
Cm. Tutino asked how Staff would determine which artists would receive the Cultural Arts Resource
Database Application. Ms. Mottola stated the application would be distributed through several different
types of marketing outlets for all artists.
Vice Chair Iharosi asked if only individual artists could submit an application or if groups and
organizations could submit an application as well. Ms. Mottola stated groups and organizations are able
to submit applications along with individuals.

Vice Chair Iharosi asked if there is a deadline to submit an application. Ms. Mottola stated the Database
would be ongoing and there would not be a closure date; Staff would like to include as many artists as
possible in the Database.
Cm. Tutino asked if the Database is directed towards the professional artist community and non-profit
or established groups. Ms. Mottola stated that Staff wants to include all artists in the Database.
Chair Deets asked for clarification on individuals and organizations that "serve" the City of Dublin. Ms.
Mottola gave examples of art organizations that have a physical address outside the City of Dublin but
provide programs for the Dublin Community.
Cm. Minniear commended Staff for their efforts to reach out to the art community.
The Commission provided several suggestions for distributing the applications to broaden the outreach
to artists.
Chair Deets commented that Livermore has a similar Database and a Cultural Arts Council with extensive
art experience.
Cm. Tutino stated Pleasanton and San Ramon also have a Cultural Arts Database.
OTHER BUSINESS
9.1 BRIEF INFORMATION ONLY REPORTS FROM HERITAGE & CULTURAL ARTS
COMMISSIONERS AND/OR STAFF
Cm. Carr reported she attended the Integrated Learning Institute (Project Zero) with the Alameda
County Art Commission. Cm. Carr informed the Commission of the Creative Impact event at the Oakland
Museum on September 12, 2014.
Vice Chair Iharosi stated she did not receive a Fall Activity Guide in the mail and was informed by a
United States Postal Service employee that the Activity Guides were not distributed to apartment
complexes. Ms. Mottola stated she will look into the matter with the United States Postal Service's
Dublin Post Office.
Vice Chair Iharosi, reported she will be attending the first Dublin Crossing Task Force meeting on
September 13, 2014.
Chair Deets asked if the City is in communication with Dublin Homeowners Association groups in regards
to providing announcements. Ms. Mottola stated Staff has an email distribution list for vertical
responses which contains members of different groups. Those members can then pass on any
information to their group.
Cm. Tutino commented on the construction of the Public Art Piece, "Migration," at Connelly Station.
Cm. Minniear informed the Commission the Santa Rita County Jail historical exhibit is on display at the
Heritage Park and Museums; a book on the history of Pleasanton, which will be released soon, gives an
example of what can be done with local history; and Non-Profit Organizations can receive compensation
from the City for volunteer hours worked by members of their organization at City special events.

Cm. Minniear asked about the progress of the inventory of the City's public art collection. Ms. Mottola
stated Staff is starting a contract with a Public Art Conservator that includes the public art inventory. Cm.
Minniear asked if the maintenance of historic plaques would be included in this project. Ms. Mottola
stated the maintenance of historic plaques would be included.
Cm. Tutino asked if this is the last year there will be fireworks at the splatter event due to the future
Emerald Glen Recreation and Aquatics Center (EGRAC) at the splatter event location. Ms. Mottola
stated Staff would need to come up with an alternate plan to cap off the event in the evening.
Ms. Mottola provided program and project updates.
