FINANCIAL STATEMENT:
No direct financial impacts would occur from the
recommended action. Costs to the City as a result of
development of the road would depend on the financing
mechanism selected for this project. A separate
action would be required by the City Council to
authorize financing the project.
DESCRIPTION:
A plan line was established for Dublin Boulevard between Donlon Way and
Amador Plaza Road in 1984. Since the time that the City Council adopted the
plan line, other studies and projects have revealed that future traffic on
Dublin Boulevard will result in unacceptable traffic volumes at peak hours. A
revised plan line which would widen Dublin Boulevard and provide additional
left and right turn lanes is proposed.
City of Dublin Ordinance 87-44 provides that certain procedures be
followed relative to establishing right-of-way lines. The first step requires
that the Planning Commission hold a public hearing and provide a
recommendation to the City Council. The Planning Commission hearing was held
on March 7, 1988, and the Commission adopted resolutions recommending that the
City Council adopt the proposed plan line, with one revision, and that the
City Council adopt a Negative Declaration of Environmental Significance
concerning the project.
The recommended revision to the proposed plan line concerns a bus
turnout which was proposed to be located on the south side of Dublin
Boulevard, east of Golden Gate Drive, in front of Crown Chevrolet. Following
testimony presented by Pat Costello of Crown Chevrolet, the Planning
Commission recommended that the bus turnout be relocated to be one block
further west. On the Exhibit attached to this report, the bus turnout is
still depicted in its original location in front of Crown Chevrolet.
The second step in establishing right-of-way lines is that the City
Council adopt a resolution of intention to establish said right-of-way lines.
This resolution als0 sets a hearing date at which objections may be presented.
Staff is recommending setting the hearing date for the April llth meeting.
The resolution of intention, when adopted, is required to be posted in the
City's three regular locations, as well as along the proposed right-of-way
lines themselves, at least 10 days prior to the hearing. Staff also intends
to mail copies to property owners of record that might be affected.
After closing the public hearing on April llth, the City Council may
introduce an ordinance establishing right-of-way lines. Adoption of the
proposed ordinance would take place following a second reading at a successive
meeting. Adoption of a resolution adopting a Negative Declaration would also
take place at that time.

FOR DUBLIN BOULEVARD BETWEEN DONLON WAY AND AMADOR PLAZA ROAD
RECITALS
The City Council of the City of Dublin does resolve as follows:
The Council has received a report and recommendation from the Planning
Commission recommending the establishment of a right-of-way line for Dublin
Boulevard between Donlon Way and Amador Plaza Road. It is the intention of
the City Council to establish a right-of-way line for Dublin Boulevard.
Pursuant to the provisions of Sections 3 and 6 of Dublin Ordinance No.
44-87, the City Council hereby calls a public hearing on April 11, 1988, at
7:30 p.m. in the Dublin Library, 7606 Amador Valley Boulevard, Dublin,
California, to hear objections to the establishment of proposed right-of-way
lines as hereinafter set forth:
Ail additions to be in excess of the existing one-hundred foot
(100') adopted right-of-way:
As dimensioned and indicated on the attached aerial study plans
and as generally:
1) Bus turnouts on the north side of Dublin Boulevard just
west of Golden Gate Drive and on the south side of Dublin
Boulevard just east of Golden Gate Drive (the Planning
Commission recommending that the southerly bus turnout be moved
to midblock between Regional Street and Golden Gate Drive).
2) On the south side of Dublin Boulevard beginning midblock
between Regional Street and Golden Gate Drive, the widening of
the right-of-way tapering from the southerly existing right-
of-way to a width of fourteen feet southerly of this existing
southerly right-of-way at Regional Street. Thence continuing
along westerly of Regional Street along the existing right-of-
way projecting a fourteen foot widening tapering to match the
existing right-of-way at San Ramon Road. Continuing across San
Ramon Road to the west a widening of fourteen feet a distance
of 200 feet, thence tapering back to the existing right-of-way
through a reverse curve.
3) On the north side of Dublin Boulevard, the adopted twelve
foot widening for a right-turn lane is to remain on the north
side of Dublin Boulevard east of Regional Street. Thence
westerly from Regional Street a widening of nine feet to a
point midblock between Regional Street and San Ramon Road, then
widening to twenty-two feet on a reverse curve and continuing
to San Ramon Road at twenty-two feet. Crossing San Ramon Road
westerly eighteen foot widening at the first property corner,
then tapering to zero at the end of the first parcel fronting
· Dublin Boulevard to the west of San Ramon Road.
The proposed future right-of-way lines may affect the following Alameda
County Assessor's Parcels, all in Book 941:

A copy of this Resolution shall be posted in accordance with Section 7
of Ordinance No. 44-87 at least ten (10) days before the date of the hearing.
Any person having an interest in land as described above may file
objectives to the proposed right-of-way lines by filing a written objection
with the City Clerk.

RESOLUTION NO. 88-013
A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
RECOMMENDING THE CITY COUNCIL ESTABLISH PLAN LINE
FOR DUBLIN BOULEVARD EXTENSION FROM DONLON WAY TO AMADOR PLAZA ROAD
WHEREAS, the Dublin Downtown Plan was adopted by the City Council
of the City of Dublin by Resolution No. 55-87 on July 21, 1987; and
WHEREAS, the Downtown Plan identified the need to study the plan
line along Dublin Boulevard;'and
WHEREAS, the 1987-1988 Capital Improvement Program adopted by the
City Council by Resolution No. 44-87 on June 23, 1987, authorized a plan line
study for Dublin Boulevard; and
WHEREAS, the Planning Commission did hold a public hearing on
March 7, 1988; and
WHEREAS, proper notice of said public hearing was given in all
respects as required by law; and
WHEREAS, this application has been reviewed in accordance with
the provisions of the California Environmental Quality Act and a Negative
Declaration of Environmental Significance has been recommended for adoption
(Planning Commission Resolution No. 88-012) for this project, as it will have
no significant effect on the environment; and
WHEREAS, the Staff report was submitted recommending that the
Planning Commission recommend that the City Council approve the project; and
WHEREAS, the Planning Commission did hear and consider all said
reports, recommendations and testimony hereinabove set forth; and
WHEREAS, the plan line is appropriate for the subject property in
terms of being compatible to existing and proposed land uses and conforming to
the underlying land use designation and it will not overburden public
services; and
WHEREAS, the plan line will not have a substantial adverse effect
on health or safety or be substantially detrimental to the public welfare or
be injurious to property or public improvement;
NOW, THEREFORE, BE IT RESOLVED that the Dublin Planning Commission
does hereby recommend that the City Council approve the plan line as described
on the attached Exhibit A dated March 2, 1988.
BE IT FURTHER RESOLVED that the Dublin Planning Commission
recommends that the City Council consider relocating the bus turnout shown
located on the south side of Dublin Boulevard one block to the west between
Golden Gate Drive and Regional Street.

A RESOLUTION OF THE PLANNING COMMISSION
OF THE CITY OF DUBLIN
RECOMMENDING THAT THE CITY COUNGILADOPT A NEGATIVE DECLARATION OF
ENVIRONMENTAL SIGNIFIGANGE CONGERNING DUBLIN BOULEVARD REVISED PLAN LINE
(DONLON WAY TO AMADOR PLAZA ROAD)
CITY OF DUBLIN
WHEREAS, the California Environmental Quality Act (CEQA), as
amended together with the State's administrative guidelines for implementation
of the California Environmental Quality Act and City environmental
regulations, requires that certain projects be reviewed for environmental
impact and that environmental documents be prepared; and
WHEREAS, an initial study was conducted finding that the project,
as proposed, would not have a significant effect on the environment; and
WHEREAS, pursuant to Public Resources Code Section 21000 et.
seq., a Mitigated Negative Declaration of Environmental Significance has been
prepared by the Dublin Planning Department for this project; and
WHEREAS, the Planning Commission did review the Negative
Declaration of Environmental Significance and considered it at a public
hearing on March 7, 1988; and
WHEILEAS, proper notice of said public hearing was given as
legally required; and
NOW, THEREFORE, BE IT RESOLVED that the Dublin Planning Commission
recommends that the City Council find that the Negative Declaration of
Environmental Significance has been prepared and processed in accordance with
State and Local Environmental Law and Guideline Regulations, and that it is
adequate and complete.
