FINANCIAL STATEMENT: Costs to the City as a result of development of the road would depend on the financing mechanism selected for the project. A separate action would be required by the City Council to authorize financing the project. DESCRIPTION: This item was introduced at the City Council meeting of June 13th. No protests were received during the public hearing. A synopsis of the history of this item is as follows: At its regular meeting of April 11, 1988, the City Council heard a presentation by Staff and testimony from the public relating to the adoption of a plan line calling for the widening of Dublin Blvd. between Amador Plaza Road and Donlon Way. The recommendation by the City's Traffic Engineer included widenings for a triple left turn lane westbound on Dublin Boulevard to southbound on San Ramon Road, together with additional turn lanes and bus turnouts. The City Council directed Staff to review the feasibility of removing the bus turnouts to see if reduced lane width standards could lessen the impacts on the adjacent properties without jeopardizing the safety of the project. TJKM reviewed these issues and has recommended the following changes: (1) A general narrowing of traffic lanes by 1 to 2 feet: (2) Median narrowing and realignment; (3) Removal of bus turnouts. The impacts on adjacent properties could be minimized as follows: 1) Elimination of the need to take right-of-way on the northwest corner of Dublin Blvd. and San Ramon Rd. (76 Station). 2) Reduction of needed right-of-way for the right turn lane on the north-east corner of Dublin Blvd. and San Ramon Rd. from 22 ft. to 8 ft. (Standard Station). - 3) A reduction in the right-of-way need on the southeast corner of Dublin Blvd. and San Ramon Rd. so that no parking is removed from Bob's Big Boy. 4) No right-of-way will now be needed on the northeast corner of Dublin Blvd. and Regional St. (Homestead Savings and Mervyns). 5) A reduction in right-of-way width along the southeast corner of Dublin Blvd. and Regional St. from 14 feet to 8 feet (Hibernia Bank and Orchard Shopping Center). This will only reduce the Orchard parking by a few spaces rather than affecting about 36 spaces. 6) Removal of bus turnouts on both sides of the street, eliminating the need for Plan Line revisions between Golden Gate Drive and Amador Plaza Road. Staff recommends that the City Council conduct a public hearing, waive the reading, and adopt the ordinance establishing right-of-way lines for Dublin Boulevard between Donlon Way and Golden Gate Drive. -2- ORDINANCE NO. -88 AN ORDINANCE OF THE CITY OF DUBLIN ESTABLISHING RIGHT-OF-WAY LINES FOR DUBLIN BOULEVARD BETWEEN DONLON WAY AND GOLDEN GATE DRIVE The City Council of the City of Dublin does ordain as follows: W~HEREAS, the City Council adopted a Resolution calling for a public hearing to consider future right-of-way lines for Dublin Boulevard between Donlon Way and Amador Plaza Road (Resolution No. 42-88) and set a public hearing for April 11, 1988 at 7:30 p.m. to hear objections to the establishment of said right-of-way lines; and WHEREAS, said hearing was opened, the City Council provided direction and continued the hearing to June 13, 1988; and WHEREAS, notice of said public hearing was duly given; and WHEREAS, no protests were made either in writing or orally to the establishment of said right-of-way lines; NOW, THEREFORE, the City Council finds and ordains that: Section 1. Right-of-way lines are hereby established for Dublin Boulevard between Donlon Way and Golden Gate Drive, within the City of Dublin, County of Alameda, State of California, as follows: Ail additions to be in excess of the existing one-hundred foot (100') adopted right-of-way: as described in Exhibit 1 and all as more particularly shown on that certain map entitled "MAP SHOWING RIGHT-OF-WAY LINES FOR DUBLIN BOULEVARD BETWEEN DONLON WAY AND GOLDEN GATE DRIVE," dated June, 1988, and filed in the office of the City Clerk on June 9, 1988, which map is hereby adopted as a precise plan of said right-of-way lines. Section 2. The effect of said right-of-way lines shall be governed by the provisions of Dublin Ordinance No. 44-87. Section 3. EFFECTIVE DATE AND POSTING OF ORDINANCE. This Ordinance shall take effect and be in force thirty (30) days from and after the date of its passage. The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
