III. PUBLIC EMPLOYEE PERFORMANCE EVALUATION
Title: City Manager
A regular meeting of the Dublin City Council was held on February 3, 2015, in the City Council
Chambers of the Dublin Civic Center. The meeting was called to order at 7:11 p.m., by Mayor
Haubert.
ROLL CALL
PRESENT: Councilmembers Biddle, Gupta, Hart, and Wehrenberg and Mayor Haubert
ABSENT: None
PLEDGE OF ALLEGIANCE
The pledge of allegiance to the flag was recited by the City Council, Staff and those present.
REPORT ON CLOSED SESSION ACTION
Mayor Haubert stated there was no reportable action during Closed Session on Items I and II,
and the City Council would reconvene to Closed Session after the meeting for Item III.
ORAL COMMUNICATIONS
Distinguished Budget Presentation Award for the
City of Dublin's FY 2014-15 and FY 2015-16 Adopted Budget and Financial Plan

The City Council received the report and accepted the Distinguished Budget Presentation
Award.

CONSENT CALENDAR

Cm. Wehrenberg stated she would abstain from voting on Item 4.1, as she was not a member
of the City Council on January 20 or January 26, 2015.
On motion of Cm. Hart, seconded by Vm. Gupta and by unanimous vote (with the abstention of
Cm. Wehrenberg on Item 4.1), the City Council took the following actions:
Approved 4.1 Minutes of the Regular City Council Meeting of January 20, 2015 and Minutes of
the January 26, 2015 Special City Council Meeting.
Adopted 4.2
RESOLUTION NO. 13 - 15
DECLARING WEEDS AND COMBUSTIBLE REFUSE A PUBLIC NUISANCE AND
ORDERING THE ABATEMENT THEREOF
and scheduled a public hearing for the April 7, 2015 City Council meeting at which time the City
Council will hear and consider objections to this abatement order.

Mayor Haubert continued the public hearing.
There were no public comments at this time.
On motion of Cm. Hart, seconded by Cm. Wehrenberg and by unanimous vote, the City
Council, at the request of the project applicant, continued the public hearing to the City
Council's regular meeting of April 21, 2015.
UNFINISHED BUSINESS
Award of Construction Contract - Emerald Glen Recreation and Aquatic Complex

Joe Giannini, Dublin resident, provided public comment.
Quinlan S. Tom, attorney, provided public comment on this item.
On motion of Mayor Haubert, seconded by Cm. Hart, and by unanimous vote, the City Council
adopted
RESOLUTION NO. 15 - 15
AWARDING CONTRACT NO. 14-02
EMERALD GLEN RECREATION AND AQUATIC COMPLEX
TO C. OVERAA & COMPANY CONSTRUCTION
and approved the budget change; with the addition of Bid Alternate #1, Interior and Exterior
Sound and PA System, $185,000; and Bid Alternate #3, Exterior Gas Fire Pits $40,000.

Approval of a New Capital Improvement Program (CIP) Project —
Amador Plaza Road Bicycle and Pedestrian Improvements

On motion of Vm. Gupta, seconded by Cm. Hart, and by unanimous vote, the City Council
approved the addition of the Amador Plaza Road Bicycle and Pedestrian Improvements Project
to the Five Year Capital Improvement Plan; and approved the budget change; and also asked
the Police Chief to verify information on the tree on the Coco's property, for disposition
purposes.
City Council Youth in Government Program Participation
8:26 p.m. 7.3
By consensus, the City Council agreed that Mayor Haubert and Cm. Wehrenberg would
participate in the first annual Youth in Government Program, as available.
NEW BUSINESS
Appointments to the Standing City Council Economic Development Committee
8:29 p.m. 8.1
On motion of Cm. Hart, seconded by Cm. Wehrenberg and by unanimous vote, the City Council
approved the Mayor's appointments of Mayor Haubert and Cm. Biddle, serving through
December 2015, and Vm. Gupta serving through December 2016, to the standing City Council
Economic Development Committee.
St. Patrick's Day Parade
8:31 p.m. 8.2
On motion of Vm. Gupta seconded by Mayor Haubert, and by unanimous vote, the City Council
agreed to participate in the St. Patrick's Day Parade by riding on a fire truck.

OTHER BUSINESS

Brief information only reports were provided by City Council and Staff, including committee
reports and reports by City Council related meetings at City expense (AB1234).
By consensus, the City Council agreed to have Staff return with information for the possible
addition of a Lifetime Merit Award for the Volunteer Recognition event.
8:44 p.m.
The City Council reconvened to Closed Session.

Mayor Haubert stated there was not reportable action during Closed Session.

There being no further business to come before the City Council, the meeting was adjourned at
9:30 p.m. in memory of Staff Sgt. Sean Diamond and our fallen troops.
